Hanoi City Planning: Turning the Capital into a Converging Hub and Connection Center

According to the goal by 2030, Hanoi will be the center and driving force for the development of the Red River Delta and the Northern dynamic region, a growth pole with a leading role in the country's economy.

The Red River axis is the main driving axis.

The Hanoi City Planning for the period 2021 - 2030, with a vision to 2050, was approved by the Provincial Planning Appraisal Council at a conference on February 23, with the condition that it must be completed, supplemented, and revised. After being approved by the Prime Minister, this will be a particularly important basis for all levels and sectors to research, develop, and implement policies, plans, development programs, and investment projects to develop the capital's socio-economy by 2030.

According to the Draft Planning Report, the development space of Hanoi Capital will be organized with 5 dynamic axes, in which the Red River is the main dynamic axis, the highlight of the central urban area connecting the urban areas in the South and the North of the Red River. Orientation to form cultural space, festivals, culture, sports, tourism development, night-time economic services and accommodation, resort and elderly care facilities along both sides of the river.

Effectively exploiting the 5 economic corridors and belts, the Capital truly becomes a convergence hub, a connection center, a driving force for intra-regional and inter-regional spread, playing an important role in connecting with provinces and cities in the Red River Delta, the Capital region, the Northern Midlands and Mountains, towards international border gates and seaports.

Harmoniously organize and reasonably exploit 5 development spaces and develop a model of cities under the capital, including 1 central urban area and 4 cities under the capital. Develop the urban system and organize the territory in rural areas; develop functional areas and technical infrastructure in a smart and modern direction.

In addition, develop transport infrastructure connecting 4 modes of transport including aviation, expressway, urban railway with national railway connecting inter-regional and international, inland waterway with sea transport; belt road 4 and 5 connecting regions. Focus on developing an urban railway system capable of replacing personal vehicles and connecting the center of the capital with urban centers in the capital region.

Notably, in addition to expanding and increasing the capacity of Noi Bai airport to its effective limit, Hanoi will build a second airport in the capital region to expand development space in the southern region.

Need to open up new fields, new spaces

Commenting on the Planning, Minister of Planning and Investment Nguyen Chi Dung, Chairman of the Provincial Planning Appraisal Council, said that Hanoi's economic development does not need to focus on many sectors, but rather on a number of sectors with outstanding factors, spreading and strongly impacting the economy.

“Hanoi should focus on chip manufacturing, semiconductors, and artificial intelligence (AI) industries, which are currently the world’s trends and have potential for Hanoi,” Mr. Dung suggested. In addition, issues of orientation for the development of green industrial sectors, digital economy, cultural industry, knowledge economy, circular economy, urban economy, etc. are also Hanoi’s strengths and advantages.

Minister Nguyen Chi Dung also said that it is necessary to further develop industrial production in the area of ​​old Ha Tay, creating conditions to accelerate urbanization in this area, reducing pressure on existing inner-city districts.

Agreeing with this view, Dr. Cao Viet Sinh, former Permanent Deputy Minister of the Ministry of Planning and Investment, analyzed that Hanoi is adjacent to Vinh Phuc, Bac Ninh, Ha Nam... which are localities with a lot of industrial park land, so in the past, it has not paid due attention to reserving land for industrial development. "In the future, if we maintain this structure, it will be very difficult to achieve the target of average gross regional domestic product (GRDP) growth of 8.5 - 9.5%/year in the period of 2021 - 2030", said Dr. Cao Viet Sinh.

Another bottleneck that experts also pointed out for Hanoi is the infrastructure problem. “Lack of synchronous infrastructure is a common bottleneck for localities, but Hanoi’s own problem is the slow implementation of underground infrastructure,” Mr. Sinh suggested.

According to Prof. Dr. Le Quan, Director of Hanoi National University, transport infrastructure, especially new spaces, needs to be accelerated. “Hanoi should prioritize investment in major axes, underground systems, and new spaces,” Mr. Quan suggested.
