At the January work briefing and key task deployment conference for February 2025 held this morning (February 3), the leader of the Department of Planning and Investment (Ministry of Transport) said that the Ministry of Transport has submitted to the Prime Minister a pre-feasibility study report on the Lao Cai - Hanoi - Hai Phong railway project.

Accordingly, the project dossier is expected to be completed and submitted to the Government on February 7 and to the National Assembly before February 10.
After that, the National Assembly will meet to issue a resolution before February 17; approve the feasibility study report in the third quarter of 2025; complete the technical design, select a contractor for a construction package, and start the project at the end of 2025.

Previously, the Railway Project Management Board submitted a proposal to the Ministry of Transport to consider submitting to the Government a pre-feasibility study report on the investment project to build the Lao Cai - Hanoi - Hai Phong railway line to implement the next steps.

The Lao Cai - Hanoi - Hai Phong railway line is proposed for investment with a total length of more than 403 km, passing through 9 provinces and cities including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.

The starting point is at the rail connection point across the border between the new Lao Cai station and Hekou Bei station (China), in Lao Cai city. The ending point is at Lach Huyen wharf area, in Hai Phong city.

The project is expected to be divided into two investment phases.

Phase 1 to 2030, complete construction of the entire route on a single-track scale, construct works on the route including the main route from Lao Cai station to Lach Huyen port station and the connecting section of Lao Cai station - Ha Khau Bac station; branch section of Nam Dinh Vu station - Dinh Vu station; site clearance according to the scale of completing the double-track.

Phase 2 after 2050, complete construction of the entire Lao Cai - Hanoi - Hai Phong route on a double-track scale, build additional stations and build the Nam Hai Phong - Nam Do Son branch line.

With the above scale, the preliminary total investment of the project phase 1 is about 192,903 billion VND (equivalent to 8 billion USD).

Regarding this project, in mid-January, the Minister of Transport signed a decision to establish an internal appraisal council to appraise the pre-feasibility study report of the investment project to build the Lao Cai - Hanoi - Hai Phong railway line.

The internal appraisal council is responsible for reviewing and appraising the contents of the pre-feasibility study report on the investment project to build the Lao Cai - Hanoi - Hai Phong railway line to submit to the Prime Minister according to regulations.

The Council consists of 19 members who are leaders and representatives of functional departments and offices of the Ministry of Transport; leaders of the institutes: Transport Science and Technology; Transport Strategy and Development; and leaders of Vietnam Railway Corporation.
