At the construction site of Lai Xuan bridge over Da Bach river (also known as Da Bac river by locals) connecting Thuy Nguyen district, Hai Phong city with Dong Trieu town, Quang Ninh province, these days, the contractor is rushing to complete the items to serve the closing ceremony scheduled for August 2024.
Expected to be put into use at the end of 2024, Lai Xuan Bridge will become the 4th bridge connecting Hai Phong - Quang Ninh after 3 bridges Da Bac, Bach Dang and Ben Rung. Of which, Ben Rung Bridge with a total investment of nearly 2,000 billion VND will be put into use from 0:00 on July 18, 2024.
Lai Xuan bridge connecting Thuy Nguyen district, Hai Phong city, with Dong Trieu town, Quang Ninh province, is expected to be completed in August 2024.
Previously, to contribute to gradually completing the transportation network of Hai Phong city, Quang Ninh province and the Northern key economic region, on August 12, 2021, the People's Council of Hai Phong City issued Resolution No. 20/NQ-HDND deciding on the investment policy of the Lai Xuan Bridge Construction Investment Project and the renovation and expansion of Provincial Road 352.
On July 13, 2022, Hai Phong City People's Committee issued Decision No. 2272/QD-UBND approving the investment project to build Lai Xuan bridge and renovate and expand provincial road 352. The project was officially started on February 2, 2023.
In particular, the investment project to build Lai Xuan bridge and the access roads at both ends of the bridge has a total investment capital of nearly 520 billion VND from the budget of Hai Phong city and Quang Ninh province (land clearance costs).
The Lai Xuan bridge over Da Bach river has a reinforced concrete and prestressed concrete structure with a length of more than 840 m, the main bridge and approach bridge are 12 m wide. In which, the main bridge consists of 4 balanced cantilever prestressed reinforced concrete spans with a diagram of (72 + 2 × 120 + 72) m. The approach bridge consists of 11 super T girder spans 38.2 m long. The approach roads at both ends of the bridge have a total length of nearly 1.6 m.
According to information from the Hai Phong Traffic Construction Investment Management Board (representing the investor), by July 2024, the contractor, the Joint Venture of Bridge Construction Joint Stock Company 75 - Investment and Construction Joint Stock Company No. 18, had only completed more than 60% of the work volume compared to the contract value (VND 315/518.8 billion). Of which, 104/130 bored piles were completed, and construction is underway at 11/16 abutment, pier and cantilever beam locations, and super T beam casting.
According to the plan, Lai Xuan Bridge will be closed in August 2024 and put into use by the end of 2024. With the current progress, people at the two ends of the bridge are worried that the 4th bridge connecting Hai Phong - Quang Ninh will not "reach the finish line" on time.
Difficulties and problems related to site clearance have put the Lai Xuan bridge connecting Hai Phong - Quang Ninh at risk of not being completed on time in 2024.
Talking to Nguoi Dua Tin about the above concerns and worries, a representative of the Hai Phong Traffic Construction Investment Management Board informed that the difficulties and problems in the construction of Lai Xuan Bridge and the approach roads at both ends of the bridge are mainly related to site clearance.
As of July 2024, on the Hai Phong City side, the following items: Bridge approach road (Km13+200 to Km13+995); Longitudinal box culvert (80 piles 40×40); Abutment M1 (4 piles D1200); Pillar T1 (5 piles D1200) and Pillar T2 (5 piles D1200) do not have construction site.
On Quang Ninh province side, the items: Construction site, mixing station; Bridge approach road (Km14+884 to Km15+400); Pillar T11 (6 D1200 piles); Pillar T12 (6 D1200 piles), currently have no site to organize construction.
Following the direction of Mr. Nguyen Duc Tho - Vice Chairman of Hai Phong City People's Committee, not to delay or postpone the project progress, Hai Phong Traffic Construction Investment Management Board proposed Hai Phong City and Quang Ninh province to promptly resolve difficulties and problems regarding site clearance.
In particular, Hai Phong City requested the City Department of Transport to promptly appraise the adjusted project and submit it to the City People's Committee for approval to reclaim 1.9 hectares of additional land for Xuan Nguyen Prison. This is a condition for reclaiming nearly 1 hectare of land from Xuan Nguyen Prison.
In Quang Ninh province, the progress of site clearance in Dong Trieu town is currently 4 months behind schedule. In this situation, the Hai Phong Traffic Construction Investment Management Board has requested the Dong Trieu town People's Committee to promptly complete land acquisition and site clearance procedures to implement all construction items in the area.
Thus, if the difficulties and problems related to site clearance are not resolved soon, the Lai Xuan Bridge Construction Investment Project will hardly "finish" on time because from now until the end of 2024, there are only more than 5 months left. This requires drastic participation and smooth coordination between the two localities of Hai Phong and Quang Ninh.
Previously, Ben Rung Bridge missed its opening date twice because the main bridge and approach roads on the Hai Phong City side were completed but the approach roads on the Quang Ninh Province side were still unfinished.
