Breakthrough in smart agricultural development from Resolution 57

NDO - Smart agriculture and high-tech agriculture are becoming inevitable trends in Vietnam's agricultural sector. However, for science and technology to truly become the driving force for sustainable development of the agricultural sector, appropriate policy mechanisms are required, especially when agriculture is shifting from "brown" to "green".


In such a context, Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is like a new wind, creating an important driving force to promote the development of the agricultural sector.

Speaking at the opening ceremony of the seminar organized by the People's Representative Newspaper on February 28 in Hanoi with the theme "Developing smart agriculture: Breakthrough from Resolution 57", Ms. Pham Thi Thanh Huyen, Editor-in-Chief of the People's Representative Newspaper, affirmed: "Resolution 57 has laid an important foundation for the transformation of the agricultural sector towards a smarter, more modern and greener direction. The policies from this Resolution will create conditions to promote the application of high technology, digital transformation, optimize production and especially increase added value and improve income for farmers. However, to make the Resolution a reality, we need the cooperation of the whole system: from state management, enterprises, cooperatives to each production household".

In order to promptly institutionalize Resolution 57, at the recent 9th Extraordinary Session, the National Assembly passed Resolution 193/2025/QH15 on piloting a number of policies to remove obstacles in science, technology, innovation and national digital transformation activities. Resolution 193 focuses on removing obstacles that need to be urgently removed; stipulates outstanding mechanisms and policies that take effect immediately, which are highly appreciated and strongly supported by National Assembly deputies.

According to Dr. Tran Hong Nguyen, Deputy Chairman of the National Assembly's Committee on Law and Justice, Resolution 193 aims to remove obstacles in science and technology activities, innovation and national digital transformation with specific regulations on reforming management methods, implementing science and technology tasks; reforming financial management mechanisms, maximally simplifying administrative procedures; granting autonomy in using funds for scientific research, technology development, etc.

However, the Resolution of the National Assembly stipulates principles for mechanisms and policies, but to put the Resolution into practice as soon as possible depends largely on the role of the Government and relevant ministries and branches in detailing and guiding the implementation of regulations so that organizations and individuals participating in science, technology, innovation and digital transformation activities have a full legal basis for implementation and application.

“Especially the unprecedented regulations, such as the regulations on exemption from civil liability when causing damage to the State in the process of performing scientific and technological tasks using the State budget; regulations on ownership, management, and use of scientific research and technological development results; commercialization of scientific research and technological development results;…”, Deputy Chairman of the National Assembly’s Committee on Law and Justice Tran Hong Nguyen shared.

Along with completing the implementation guidance documents, to further specify the decisions in Resolution 57 of the Politburo and Resolution 193 of the National Assembly, Ms. Tran Hong Nguyen also said that the Government and relevant ministries and branches need to continue reviewing the system of legal documents; amend, supplement, and synchronously complete legal regulations on science, technology, investment, public investment, public procurement, state budget, public assets, intellectual property, taxes, regulations on public service units, etc.

“In particular, it is necessary to pay attention to improving the quality of human resources in the fields of science, technology and innovation. This is an important factor and determines the success of implementing the Resolution,” Ms. Tran Hong Nguyen emphasized.

Meanwhile, as a unit directly providing loans for the high-tech and clean-tech agricultural sector, Deputy Head of Credit Policy Department of Agribank Le Van Tuan also stated: In its business strategy, Agribank identifies agricultural and rural lending as the focus, in which high-tech and clean agriculture are the priority areas and always offers many incentives to customers borrowing capital through the synchronous implementation of many solutions to create capital sources for credit growth and customer support.

Specifically, as soon as the State Bank issued Decision No. 813/QD-NHNN dated April 24, 2017 directing commercial banks to implement a loan program to encourage the development of high-tech agriculture and clean agriculture, Agribank responded strongly and immediately implemented a credit package of VND 50,000 billion and was the bank with the highest loan commitment among all registered commercial banks. As a result, up to now, Agribank's loan turnover since the program began has reached more than VND 25,000 billion with more than 40,000 loan customers (of which, more than 98% of customers are individuals, households, farm owners, etc.).

Deputy Head of Credit Policy Department of Agribank Le Van Tuan shared his opinion at the seminar.

In addition, Agribank is also coordinating with the Ministry of Agriculture and Rural Development to promote banking services for agricultural production and rural development through programs, projects and plans managed, chaired and implemented by the Ministry of Agriculture and Rural Development, including the Project "Sustainable development of 1 million hectares of high-quality rice and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030". The project is associated with reorganizing the production system according to the value chain, applying sustainable farming processes to increase value, sustainable development of the rice industry, improve production and business efficiency, income and life of rice growers, protect the environment, adapt to climate change and reduce greenhouse gas emissions, contributing to the implementation of Vietnam's international commitments.

At the seminar, representatives of Agribank also shared some difficulties in high-tech agriculture such as policies related to the development of high-tech agriculture and clean agriculture in our country in the past have had many shortcomings, for example, the granting of certificates of ownership of assets on agricultural land to facilitate customers in mortgage procedures for bank loans still faces many limitations; the criteria for determining high-tech agricultural projects and clean agriculture are not specific. In particular, to develop high-tech agriculture and clean agriculture, it requires large capital, long-term, low interest rates while the capital mobilized by credit institutions is mainly short-term deposits of organizations and residents, mobilized according to market mechanisms...
