More than 2 years ago, on December 9, 2021, the Provincial People's Council issued Resolution No. 22/2021/NQ-HDND (Resolution 22) stipulating policies to support and encourage agricultural and rural development in Phu Tho province. The policy was implemented to contribute to promoting the province's agricultural production to develop in the direction of concentrated, large-scale commodities, applying high technology, bringing stable income to the people.

Support policy under Resolution 22 helps people in Dan Quyen commune, Tam Nong district invest in intensive farming to increase grapefruit productivity and quality, meeting market demands.

Contribute to the development of agricultural economy

Resolution 22 identified 4 groups of support policies, including: Support to promote the formation and development of concentrated, large-scale commodity production areas associated with product preservation, processing and consumption; support for key crops and livestock for concentrated commodity-oriented production; support to encourage the development of typical, advantageous local products for commodity-oriented production; support for the construction of livestock and poultry slaughterhouses with the goal of encouraging and supporting the development of key, typical, OCOP products of the province, linking along the value chain from production to product preservation, processing and consumption, accumulating and concentrating production land on a commodity scale,...

Immediately after the agricultural production support policies were issued, the Department of Agriculture and Rural Development and localities promoted the dissemination of the contents of Resolution 22 through various forms so that people could access and benefit from the policies. The People's Committees of districts, cities and towns assigned specific tasks to each department, office and unit; actively disseminated through training conferences, administrative conferences of communes, residential areas and establishments, farms, cooperatives (HTX), and enterprises about the subjects and contents of the policies. Review and plan concentrated production areas, identify key products, local advantages and subjects that meet the conditions to receive support under Resolution 22.

After reviewing and comparing the regulations in Resolution 22, the People's Committee of Tam Nong district approved a plan to support good agricultural production processes (GAP) for grapefruit during the business period of 93 hectares for 5 cooperatives and 4 farms in the district with a total support budget of 465 million VND. Mr. Nguyen Chi Lam in Dan Quyen commune happily said: "Thanks to the support under Resolution 22, my family has been able to invest in fertilizers to intensively grow grapefruit trees, for better productivity and fruit quality. My family has 10,000m2 of grapefruit, earning about 70 million VND each year."

Along with Tam Nong, Cam Khe is also one of the districts actively implementing Resolution 22 not only in cultivation but also in livestock farming. Mr. Ngo Van Khanh - Director of Tien Son Hill Chicken Cooperative, Tien Luong Commune, Cam Khe District said: "Thanks to Resolution 22, the Cooperative has been supported with more than 4 billion VND to help members invest in building larger and more spacious livestock farms. Each year, the Cooperative supplies the market with over 200 tons of commercial chicken, with revenue reaching more than 10 billion VND".

After 2 years (2022-2023) of implementing the policy, in the province, 48 enterprises, 135 cooperatives, 182 cooperative groups, 108 farms, 430 households have received production support with a total support fund of nearly 72 billion VND, of which the provincial budget is over 67 billion VND, the district budget is over 4 billion VND.

Through the implementation of policies, agricultural production has had many positive changes in the direction of promoting the application of mechanization and high technology in production; forming many areas of commodity agricultural production, concentrated livestock farming, improving the quality and value of agricultural products. Since then, it has contributed to the formation of 450 concentrated crop growing areas with an area of ​​19,600 hectares; 40 large timber production areas with an area of ​​4,400 hectares; the rate of concentrated livestock farming for pig farming reached 38%, contributing to improving the productivity, quality and value of key agricultural products with advantages of the province; maintaining the growth rate of the industry in the recent period, the average period of 2022 - 2023 reached 3.53%/year (target of 3.0%/year or more). In 2023, the income value per unit area of ​​cultivated land is estimated to reach over 120 million VND/ha (12 million VND/ha higher than in 2021).

Thanks to financial support, Tien Son hill chicken farming cooperative, Tien Luong commune, Cam Khe district has built a spacious barn system, ensuring technical requirements.

Improve policy effectiveness

In reality, the implementation of Resolution 22 still has some difficulties and problems: The support mechanism is implemented in a new way, decentralizing all levels to the district level to proactively implement and disburse... so some localities are still confused in the implementation and implementation stage. Besides some localities actively implementing the policy well, with a high disbursement rate, some localities have not paid attention to the direction and implementation of the policy. The level of grassroots cadres is uneven, affecting the awareness and concretization of the Resolution. Production land is fragmented and small, making it difficult to link to form concentrated production areas to ensure support conditions. Project implementation in the past 2 years has been affected by the COVID-19 pandemic and many fluctuations in the international situation, leading to high material prices, making it difficult for people and businesses to expand production scale.

According to Mr. Tran Tu Anh - Deputy Director of the Department of Agriculture and Rural Development, in the coming time, the Department will continue to coordinate with departments, branches and localities to promote the dissemination of the contents supported under Resolution 22; focus on directing the development of annual plans to implement policies in the area that are close to reality and feasible. Review and select enterprises, cooperatives, farms with potential in capital, labor, land and production organization to participate in programs and projects to develop typical products and products with local strengths; have solutions to maintain and sustainably develop production chains, concentrated and safe production areas that have enjoyed support policies, and improve the effectiveness and efficiency of policies. Pay attention to and allocate sufficient district-level budgets to support the implementation of policies according to regulations, especially funding for directing and organizing the implementation of policies in the area.

Effectively integrate programs and projects to develop agricultural and rural infrastructure, create favorable conditions to promote intensive investment, and apply technical advances to production. Strengthen guidance for beneficiaries on the content, conditions, and methods of support, and develop projects/production plans that are close to reality and highly feasible. Urge and supervise the implementation to ensure the correct objectives, progress, and effectiveness of the policy. Enhance the role and responsibility of local authorities and people in implementing policies, ensuring that policies are implemented smoothly; promptly grasp difficulties and obstacles.

Concentrate resources, promote local potentials and advantages, strengthen linkages between production areas, especially for communes in the merger roadmap to maximize land resources, create new development momentum, promote growth, and shift the structure of crops and livestock. Direct innovation in production organization forms, focusing on creating favorable conditions for the development of enterprises and cooperatives to become focal points linking with household economies in agricultural production according to the value chain. Improve the capacity and efficiency of production and business activities of new-style agricultural cooperatives, effectively implement the "One Commune One Product" (OCOP) Program associated with developing production according to key product groups, products that are local specialties.
