The agriculture and rural development (AARD) sector has just experienced a breakthrough year, with a growth rate of 4.17%, the highest ever. Aiming for sustainable and highly efficient agricultural development, the AARD sector is drastically implementing restructuring measures, developing towards large-scale commodity production, applying high technology, and developing a circular agricultural economy.

Thanh Hoa rice reaches out to the world market
In 2024, the agriculture and rural development sector overcame difficulties and challenges and achieved many results, regained growth momentum and achieved a fairly comprehensive growth rate, contributing to the overall growth of the province. The total production value of the whole sector reached 77,671 billion VND, ranking 9th nationwide, accounting for 13.4% of the total economic structure of the province. The whole province maintained a rice cultivation area of 227,500 hectares/year, ranking first in the North Central and Northern regions, with food output maintained at 1.57 million tons/year. In livestock farming, the whole province maintained a herd of 162,000 buffaloes; 1.4 million pigs; 27 million poultry; and 191,000 cows. Although livestock and poultry diseases were complicated in neighboring localities, for 3 consecutive years, the province did not have any dangerous epidemics causing damage to the livestock industry. Forest area of 650,000 hectares, forest coverage rate of 53.86%; the largest bamboo area in the country with more than 78,000 hectares. Aquaculture and exploitation output reached 219,702 tons. In 2024, the total export turnover of agricultural, forestry and fishery products reached more than 289.2 million USD. Many Thanh Hoa agricultural export products are present in 30 countries and territories.
In particular, in 2024, Thanh Hoa had its first rice export orders to the markets of Singapore, Japan, and Australia. In November 2024, Lam Son Sugarcane Joint Stock Company exported 300 tons of rice worth 200,000 USD to Singapore, produced from pure Japonica J02 rice variety originating from Japan. The rice is grown according to modern agricultural technology, VietGAP standards and has been recognized as a 4-star OCOP product of the province.
The fact that “made in Thanh Hoa” rice products are officially exported to the world on a large scale has opened up a development direction not only for businesses but also increased the value of Thanh Hoa rice. This is the basis for businesses to coordinate with localities in the province to build and expand raw material areas for rice production according to the value chain, increasing income per unit area.

Deputy Director in charge of import and export trade, Lam Son Sugarcane Joint Stock Company Tran Xuan Trung said: "Currently, the company is completing procedures with its partner, Kematsu Company of Japan, the second largest rice trader in Japan, and is expected to export the first batch of rice to the Japanese market in June 2025. Also in 2025, the company signed a contract with a partner to export from 1,200 tons to 1,500 tons of rice to the markets of Singapore, Japan, and Australia. To have a source of rice materials that meet export standards, in addition to the company's 500 hectares of rice production in Thieu Hoa district, the company also cooperates with people in Dong Son, Ha Trung, and Trieu Son districts to grow rice"...
Flexible development of agricultural production
Implementing the Circular Economy Development Project in Vietnam, the Agriculture and Rural Development Department has flexibly integrated programs, projects, and tasks to implement agricultural development in the province. Thereby, gradually transforming the mindset from traditional production depending on input factors, not paying attention to by-products and the environment to production according to the circular economy model, reusing resources effectively and sustainably in line with market demand.
Up to now, the province has successfully built many circular agricultural economic models that are environmentally friendly and have initially brought about clear economic and environmental efficiency. Typical models include: Rice - fish in Ha Trung district meeting VietGAP standards with an area of 200 hectares; rice - earthworms in Quang Xuong and Nong Cong districts with an area of 13 hectares; organic grapefruit in Yen Dinh district, organic vegetables in Thanh Hoa city; areca nut sticky rice with a total area of 830 hectares in Ngoc Lac, Ba Thuoc, Thach Thanh, Vinh Loc and Ha Trung districts; yellow flower sticky rice in Ha Trung district with an area of 220 hectares; complete construction of the process and application on an area of 6,900 hectares of smart rice production adapting to climate change in Yen Dinh and Thieu Hoa districts; rice production towards reducing emissions, creating carbon credits of 90 hectares...

In addition, through programs and projects, degraded natural forest ecosystems have been restored and regenerated by 11.41%, equivalent to 10,287.48 hectares, raising the total forest cover of the province to 53.86%. In particular, in 2024, the whole province will have more than 393,000 hectares of semi-credit forests.

According to Director of the Department of Agriculture and Rural Development Cao Van Cuong, developing a circular economy in agriculture is both an inevitable trend and a solution for sustainable and effective agricultural development. Currently, the unit is actively coordinating with localities in the province to promote awareness raising for agencies, organizations, businesses and people about the circular economy, requirements, policies and orientations for developing a circular economy in agriculture. At the same time, integrating circular economy content into programs and projects for green agricultural development, adaptation to climate change, organic production programs, synchronous application of science and technology in a closed cycle, reducing the use of chemical inputs. In particular, making the most of waste and by-products of this process as inputs for other production processes to minimize waste and post-harvest losses, creating safe, high-quality products and especially minimizing and eliminating waste that pollutes the environment.
Encourage organizations, individuals, businesses, and cooperatives to apply recycling technology, use agricultural by-products, and develop a circular economy. Along with that, the unit encourages organizations and individuals to apply and transfer biological technology, physical-chemical technology, information technology, green technology, etc. to serve production, save raw materials and energy, be environmentally friendly, and adapt to climate change.
