Complete the feasibility report of the National Target Program on cultural development, focusing on developing cultural and entertainment industries.

On the morning of April 6, Prime Minister Pham Minh Chinh chaired the regular Government meeting for March 2025 and the Government's online conference with localities, discussing many important contents.

The meeting focused on assessing the socio-economic situation in March and the first three months of the year, the disbursement of public investment capital, the implementation of the three national target programs; the direction and administration of the Government, the Prime Minister, ministries, branches and localities; the tasks and focuses in the coming time; and a number of other important contents.

Prime Minister Pham Minh Chinh delivered concluding remarks at the meeting.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized the unchanging general goals of stability and development, including internal and external stability, people's confidence, political stability, ensuring social order and safety; rapid, sustainable, inclusive, comprehensive development, leaving no one behind; and constantly improving the spiritual and material life of the people.

Along with the main task groups and solutions that were highly agreed upon at the conference, the Prime Minister emphasized some key contents:

Firstly, synchronously, resolutely and effectively implement the conclusions and resolutions of the Central Committee, Politburo, National Assembly and Government.

Second, in response to the policies of other countries, especially the reciprocal tariffs of the United States, the Prime Minister stated that the general spirit is not to panic, be confused, or be afraid, but to maintain courage, intelligence, and calmly handle proactively, creatively, flexibly, promptly, and effectively, grasp the situation, and propose plans and solutions both short-term and long-term, both direct and indirect, both tariffs and non-tariffs, trade and non-trade, with both comprehensive and strategic measures and specific, focused and broad-based solutions; to implement in accordance with the direction of the Central Committee, the Politburo, the Secretariat, and General Secretary To Lam. Consider this an opportunity to strive, rise up, and overcome, contributing to restructuring the economy, the market, production, and exports.

Third, continue to perfect institutions, streamline and reorganize the apparatus, arrange administrative boundaries, organize two-level local governments; promote administrative reform and digital transformation.

Fourth, prioritize promoting growth, renewing traditional growth drivers (investment, export, consumption), and promoting new growth drivers.

Fifth, maintain macroeconomic stability, control inflation, and ensure major economic balances.

Sixth, continue to effectively handle outstanding and long-standing issues.

The Prime Minister assigned the Ministry of Culture, Sports and Tourism to preside over the completion of the feasibility report of the National Target Program on Cultural Development, focusing on developing the cultural industry and entertainment industry.

Along with that, the Prime Minister requested to strengthen discipline and administrative discipline; step up the fight against corruption, negativity and waste, paying special attention to the handling of assets after merging localities; strengthen national defense and security; maintain social order and safety; strengthen foreign affairs and international integration. Strengthen information and communication work, create social consensus, ministries, branches and localities actively and proactively coordinate with news agencies and newspapers to promote policy communication./.
