The festival is held to celebrate the 1,057th anniversary of Dinh Bo Linh's ascension to the throne (968-2025) and the 1,020th anniversary of the death of Emperor Le Dai Hanh (1005-1025).

Hoa Lu Festival is increasingly spreading strongly at national, regional and world levels.

Speaking at the ceremony, Deputy Prime Minister Le Thanh Long emphasized that Ninh Binh is a land imbued with the historical and cultural values ​​of the nation, with the center being the famous Hoa Lu city - where the hero Dinh Bo Linh ascended the throne in 968 and established the capital of Dai Co Viet - the first centralized feudal state of Vietnam, starting the feudal dynasties in the history of the nation.

Commemorating and expressing gratitude for the great contributions of the ancestors, predecessors, national heroes, and generations of people of the ancient capital of Hoa Lu, Ninh Binh, who have worked hard to build, cultivate, and preserve the Temple of King Dinh Tien Hoang, King Le Dai Hanh, along with many temples, shrines, and architectural works; passing down festivals, songs, and dances, creating a unique cultural space in the ancient capital, expressing the unique folk culture and history of the country through the dynasties: Dinh, Tien Le, and the early period of the Ly Dynasty.

Not only is it a traditional festival, oriented towards the origin of building and defending the country of the nation, Hoa Lu Festival is also a national intangible cultural heritage, constantly being upgraded in scale, organization methods with many innovations, creativity, rich and diverse content, increasingly having a strong influence at the national, regional and world levels.

On behalf of the Party and State leaders, Deputy Prime Minister Le Thanh Long acknowledged and highly appreciated the efforts and dedication of the Party Committee, government and people of Ninh Binh province and Hoa Lu city, along with the important results achieved in the cause of preserving historical, cultural and natural heritage values ​​of the ancient capital, especially preserving and promoting the good values ​​of Hoa Lu Festival, contributing significantly to promoting famous landscapes and unique cultural features of the country and people of Vietnam.

Realizing the goal of turning Ninh Binh into a Heritage City

In the new development stage, in order to continue promoting heritage values, including Hoa Lu Festival, arousing patriotism, pride and the spirit of great national unity in the cause of national construction and defense and international integration; at the same time contributing to the early realization of the goal of turning Ninh Binh into a Millennium Heritage City and a creative city, Deputy Prime Minister Le Thanh Long requested Ninh Binh province, firstly, to focus on effectively implementing the set strategic goals and tasks.

In particular, taking tourism and cultural industry as key industries, applying scientific and technological achievements, innovation and digital transformation as breakthroughs; further promoting the outstanding global value of the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex; developing commensurate with the historical tradition and special value of the ancient capital of Hoa Lu, Ninh Binh.

Third, continue to research, deepen and focus on disseminating and raising awareness, especially for the younger generation, about the historical and cultural values ​​of the ancient capital Hoa Lu and Dai Co Viet State.

In particular, strengthen the preservation, exploitation and promotion of the value of Hoa Lu Festival; step up investment in building infrastructure, preserving the sacred spiritual space of the Festival; have training programs, equip and widely disseminate knowledge about history, culture, beliefs, customs and practices for the community, especially the human resources serving the Festival; closely link activities to preserve and promote the value of Hoa Lu Festival with tourism activities at the historical and cultural relic site of Hoa Lu Ancient Capital.

In his opening speech, Mr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee, said that this year, the contents of the ceremony and traditional cultural and sports activities held at the Hoa Lu Ancient Capital National Special Relic Site, the opening night and a number of contemporary cultural and artistic activities held at Dinh Tien Hoang De Square are to expand the cultural space and further enhance the scale of organization and influence of the Festival, better serving the spiritual and cultural needs of the people and the participation of tourists.
