After listening to the reports of ministries, branches, agencies and units and concluding the meeting, Prime Minister Pham Minh Chinh requested relevant ministries, branches and agencies to complete the complete dossier to serve the US negotiating delegation; take diplomatic measures to request the US side to first postpone the implementation of reciprocal tariffs on Vietnam for at least 45 days to have a basis for negotiation, preparation and transition status.
Approach and negotiate with the United States to balance sustainable trade, beneficial to both sides in the spirit of harmonious interests, shared risks, beneficial to consumers of both countries, without affecting international commitments and trade agreements that Vietnam has signed; strive to have bilateral agreements.
Regarding taxes, negotiations are required to follow the direction of the phone call between General Secretary To Lam and President Donald Trump on the evening of April 4.

Regarding trade solutions, the Prime Minister requested to continue to increase the import of more items that the US has strengths in and Vietnam has demand for, including items related to national security and defense; and promote the early delivery of Boeing aircraft to Vietnam Airlines.
Continue to resolve issues related to requests from US businesses; review and continue to thoroughly and effectively resolve issues of concern to the US.
Properly handle issues related to monetary policy in accordance with Vietnamese law and international practices to stabilize interest rates and exchange rates in a balanced manner, suitable for the Vietnamese economy.

For non-tariff issues, the Government Office is requested to review issues of concern to the US side, assign ministries and branches to research, and provide satisfactory responses that are close to the actual situation.
The Prime Minister requested the Ministry of Industry and Trade to review and control the origin of goods according to Vietnamese law, to prevent unfortunate incidents from happening.
Regarding copyright and intellectual property issues, the Prime Minister requested the Ministry of Science and Technology to review and strictly implement Vietnamese regulations and effectively organize implementation to protect the legitimate rights and interests of organizations and individuals with initiatives, inventions, and intellectual property; and to combat counterfeit, fake, and disguised goods from entering Vietnam.

Regarding the group of solutions to support businesses, the Prime Minister proposed building a credit package to support businesses related to seafood, textiles, footwear, electronics, wooden products, etc.; continuing to expand credit packages for seafood and researching credit packages for other products.
Continue to reduce interest rates for goods that may be affected by US tax policies; defer and extend taxes and land rents for businesses in difficult times; review and continue to study and propose to competent authorities to refund value-added tax, reduce administrative procedures, and reduce inconvenience for people and businesses; propose to reduce value-added tax.

Continue diplomatic measures through various channels to influence relevant US agencies to come up with solutions suitable to Vietnam's conditions and circumstances, and suitable to the comprehensive strategic partnership between the two countries.
