On April 22, the Vinh Linh District Forest Protection Department (Quang Tri) said that the unit had sent a report to the Quang Tri Forest Protection Department and the Vinh Linh District People's Committee about Truong Danh Joint Stock Company, the contractor for the construction of the route connecting the eastern branch of Ho Chi Minh Road with the western branch of Ho Chi Minh Road passing through Vinh O Commune (Vinh Linh District), illegally leveling some areas of natural forest.
Accordingly, the total area of natural forest leveled is 1,098 m2 , of which the area outside the road design boundary is 1,032 m2 , the area within the boundary is only 66 m2 . The current status of the leveled area is poor evergreen forest, with protective function at lot 21, compartment 10, sub-area 580, Vinh O commune, under the management of the Ben Hai River Basin Protective Forest Management Board.
Regarding the incident, previously, Vinh Linh District Forest Protection Department received information from the Ben Hai River Basin Protection Forest Management Board, discovering that Truong Danh Joint Stock Company had illegally leveled some natural forest areas under the management of this unit.
Upon receiving the information, Vinh Linh District Forest Protection Department coordinated with the forest owner and local authorities to go to the scene to inspect, make a record of the violation and request Truong Danh Joint Stock Company to temporarily stop construction, keep the scene intact to report to the authorities for handling.
Because the construction unit used bulldozers to level the entire forest, it was impossible to measure the specific quantity and volume of damaged trees. At the time of inspection, Truong Danh Joint Stock Company could not provide relevant documents permitting construction through this forest area.
The route connecting the eastern branch of Ho Chi Minh Road with the western branch of Ho Chi Minh Road passing through Vinh O Commune is 11 km long, with a total forest area that needs to be converted to a different use purpose of more than 16.7 hectares. Of which, natural forest is nearly 1 hectare, and planted forest is more than 15.8 hectares.
The project has been under construction since 2023, but some sections passing through natural forests have not yet been constructed because the investor has not completed the procedures for converting forest use purposes.
