Continuing the working program with localities of Quang Ninh province, on October 11, Inspection Delegation No. 1349 of the Politburo led by Comrade Nghiem Phu Cuong, Deputy Head of the Central Inspection Commission, Deputy Head of the Delegation, had a working session with the Standing Committee of Binh Lieu District Party Committee to inspect the leadership, direction, dissemination and implementation of the Resolution of the 13th National Party Congress.
Attending and accompanying the delegation, on the side of Quang Ninh province, there were comrade Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Duc Thanh, Chairman of the Provincial Party Committee's Inspection Committee.
Since the beginning of the term, Binh Lieu district has focused on leading, directing, and effectively implementing the general goal of implementing the Resolution of the 13th National Party Congress and the action program of the Provincial Party Committee.
Accordingly, direct and organize the research, study and dissemination of the Resolution in the spirit of focusing on core contents and new issues with the goal of "arousing the aspiration to develop a prosperous and happy country"; 12 orientations for national development in the period of 2021-2030, 6 key tasks and 3 strategic breakthroughs. The work of inspection, supervision and urging the organization of research, study, dissemination and dissemination of the Resolution has always been of interest to the district Party Committee, closely following the regulations of the Central Government.
On the basis of closely following the Resolution and the action program of the province, Binh Lieu district has concretized into 21 main targets, up to now, 17/21 targets have been completed in the fields of Party building, socio-economics and environment. The targets achieved up to this point, many of which have been achieved 1 to 2 years ahead of schedule. In particular, the district has many new and effective ways of doing things, thereby contributing to improving the quality of life of local people; exploiting the potentials and advantages of natural landscapes and unique cultural values to develop tourism; firmly ensuring national defense and security; maintaining political stability, order, social security, national border sovereignty...
At the working session, members of the inspection delegation highly appreciated the leadership, direction and organization of the implementation of the Resolution of the 13th National Party Congress of the Standing Committee of Binh Lieu District Party Committee; the reporting work to serve the inspection delegation ensured objectivity and honesty, clearly showing the quite comprehensive results from the beginning of the term until now of the locality.
However, after reviewing, the delegates participating in the inspection team pointed out some unclear and existing points. From there, they suggested adding and focusing on the district's action programs; proposals and recommendations need to be more specific to have a basis for consideration and implementation; some socio-economic indicators such as average income per capita, employment rate... for border localities and mountainous areas with high ethnic minority proportions are not closely following the actual local conditions, making the implementation of the goal posing many challenges.
Speaking at the meeting, Comrade Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: Although it is a mountainous district with many difficulties, the innovation in the direction of development of Binh Lieu has been clearly recorded over the years. The district authorities at all levels have made great efforts to deploy and effectively implement the Resolution of the 13th National Party Congress with many new ways. These results have made important contributions to the task of implementing the Resolution of the 13th National Party Congress of the Provincial Party Committee.
He suggested that Binh Lieu district absorb the opinions of the inspection team, continue to complete the report on leadership, direction and organization of the implementation of the Resolution of the 13th National Party Congress on the basis of closely following the goals, targets, tasks and solutions according to the province's action program; at the same time, continue to complete and supplement the province's report.
Concluding the working session, Comrade Nghiem Phu Cuong, Deputy Head of the Central Inspection Commission, shared the difficulties of Binh Lieu district in the process of implementing the Resolution of the 13th National Party Congress. He acknowledged and highly appreciated the efforts and responsibility of the Standing Committee of Binh Lieu District Party Committee in leading and directing the implementation of the Resolution; the seriousness in the inspection preparation work and the close coordination with the Inspection Team.
The results of the work have provided the Inspection Team with further assessments of the organization, study, understanding and implementation of the Resolution of the 13th National Party Congress. He suggested that Binh Lieu district draw experience, study, adjust and supplement the contents that the Inspection Team had discussed. In particular, it is necessary to deepen the results achieved, closely following each specific target and task; there must be evidence, supplementary data, accompanied by full relevant documents and records as a basis for the Inspection Team to synthesize and review on the basis of a number of contents related to the inspection. In particular, the district needs to deepen the new and unique ways of doing things of the locality.
Through the working session, it can be seen that Binh Lieu is a locality with many difficulties. The Deputy Head of the Central Inspection Commission requested the district to continue to review, propose and make more specific and detailed recommendations for the Inspection Team to discuss with the Provincial Party Committee Standing Committee and report to the Politburo. He believes that Binh Lieu district will continue to have innovations and breakthroughs to further develop, becoming one of the typical mountainous districts of Quang Ninh province.
