Monitoring the implementation of the Youth Law and the Vietnam Youth Development Strategy

Today, August 23, the Central Working Group of the Ho Chi Minh Communist Youth Union led by Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, Chairman of the Central Committee of the Ho Chi Minh Communist Youth Union Ngo Van Cuong worked with the People's Committee of Quang Tri province to monitor the implementation of the Youth Law and the Vietnam Youth Development Strategy for the period 2021-2030. Quang Tri province currently has 45,542 members of the Youth Union, currently operating in 9 district-level units and 125 grassroots associations. The total number of young people gathered into the association accounts for 78% of the total number of young people of age. The total number of union members is 36,432, accounting for 28.8% of the total number of young people.

In recent years, the direction and implementation of the Youth Law and Youth Development Strategy in the province have always been focused on and achieved positive results.

Agencies, units and localities have proactively coordinated to deploy, fully and promptly implement mechanisms, policies and tasks related to youth and youth work, contributing to promoting the strengths of youth in socio-economic development and national construction and protection. Awareness of youth work has been raised, youth have been cared for and given favorable conditions to exercise their rights and obligations; dialogue and foreign affairs activities on youth have also been strengthened and expanded...

Every year, the provincial budget allocates 1-2 billion VND to implement youth development programs, projects and tasks; the local budget is entrusted through the provincial Social Policy Bank with 2-4 billion VND/year for young people to borrow capital to start a business. Propaganda, dissemination and legal education for young people; improving knowledge and skills, creating conditions for young people to have equal opportunities to study, research and innovate; vocational training and creating sustainable jobs for young people are always focused on.

In addition, the work of protecting, caring for and improving the health of young people; improving the cultural and spiritual life of young people; promoting the role of young people in participating in socio-economic development and protecting the Fatherland has brought about many remarkable results. The program "Educating revolutionary ideals, ethics, and cultural lifestyle for young people, teenagers, and children in cyberspace in the period of 2022-2030" and the implementation of the goals of phase 1 (2022-2025) have achieved positive results.

In order to effectively implement policies and laws on youth, meeting the goal of comprehensive youth development according to the perspective of the Youth Development Strategy, Quang Tri province requests central ministries and branches to promptly complete the development and promulgation of programs and projects assigned in the Vietnam Youth Development Program, so that localities have a basis for implementation to ensure the set progress.

Build a mechanism to enhance responsibility in coordination between agencies, units and localities so that state management of youth goes into depth and achieves practical effectiveness for society.

Propose that the Ministry of Home Affairs issue a document on launching emulation; guide the emulation and reward work to implement the Youth Development Strategy according to Decision No. 1113/QD-BNV dated October 17, 2021 of the Minister of Home Affairs on the Plan to implement the Vietnam Youth Development Strategy for the period 2021-2030...

Speaking at the monitoring session, Vice Chairman of the Provincial People's Committee Hoang Nam emphasized: In recent years, the Provincial People's Committee has directed agencies, units and localities to actively and proactively advise on the issuance of many documents to implement the Youth Development Strategy in the province and bring about high efficiency.

The Youth Development Program of Quang Tri province has identified 6 specific goals and 7 tasks and solutions; assigned agencies and units to advise on the issuance and implementation of 30 tasks, of which 21 tasks are programs and projects assigned by the Prime Minister and 4 programs and projects developed by the province.

It is recommended that the central government continue to pay attention and create favorable conditions to support funding for implementing youth development programs and projects; research to increase the limit and expand the scope of youth supported to borrow capital for labor export.

On the same day, the Central Working Group of the Ho Chi Minh Communist Youth Union worked with the People's Committee of Dakrong district to monitor the implementation of the Youth Law and the Vietnam Youth Development Strategy for the period 2021-2030 and receive recommendations and proposals from the locality.

Concluding the monitoring program, Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union Ngo Van Cuong highly appreciated the achievements of Quang Tri province in implementing the Youth Law and the Vietnam Youth Development Strategy for the period 2021-2030.

It is recommended that Quang Tri province in the coming time continue to raise awareness of the political and social system about the position and role of youth, youth work, and the contribution of youth to the development of the province.

Review, amend, supplement and replace documents that are no longer appropriate after the Youth Law 2020 and the Decrees implementing and enforcing the law are issued. Strengthen coordination between departments, branches, sectors and socio-political organizations of the province in implementing laws, strategies and programs for youth development in the province.

Continue to pay attention to, direct and organize dialogues between chairmen of People's Committees at all levels and union members and youth, thereby promptly removing difficulties and obstacles in implementing policies and guidelines related to youth.

Promote the application of information technology and digital transformation in the implementation of laws, strategies, youth development programs and legal documents and policies related to youth. Strengthen the role of supervision and social criticism of the Youth Union at all levels in the implementation of the Youth Law, strategies and policies related to youth.

Regarding the recommendations and proposals of the People's Committee of Quang Tri province and the People's Committee of Dakrong district with central ministries and branches, the working delegation recorded and synthesized them to propose solutions in the coming time.
