On the afternoon of December 19, in Hanoi, the Central Inspection Commission held a national conference to review the work of inspection, supervision and party discipline enforcement in 2024 and deploy tasks for 2025.

The conference was held in person and online to locations across the country. General Secretary To Lam chaired and directed the conference.

Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, Head of the Central Inspection Commission and Deputy Heads of the Central Inspection Commission chaired the conference.

Attending the conference were members of the Politburo, Secretariat, Central Party Committee; leaders of central departments, ministries, branches and agencies.

Determination, determination in inspection and supervision work

According to the report at the conference, in 2024, the Central Executive Committee, the Politburo, the Secretariat and Party committees at all levels regularly paid attention to leading, directing and directly implementing inspection and supervision work with very high political determination; the system of regulations and procedures on inspection, supervision and party discipline work continued to be improved. Thereby, helping Party committees and inspection committees at all levels to more effectively implement tasks according to the provisions of the Party Charter.

The inspection and supervision contents focused on the leadership, direction and organization of the implementation of resolutions, directives, regulations, conclusions of the Party, and laws of the State; signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; cases and incidents that caused public outrage. The inspections have contributed to maintaining strict Party discipline, promptly meeting the requirements and demands of practice, improving the effectiveness and efficiency of leadership and direction in the implementation of political tasks and Party building work of Party committees and organizations at all levels.

The Central Inspection Commission and the Inspection Commissions of localities and units shall comprehensively carry out tasks according to the provisions of the Party Charter and the tasks assigned by the Politburo, the Secretariat, and the Central Steering Committee on preventing and combating corruption, waste, and negativity assigned by the Party Committee with a very large workload and very high requirements.

Notably, the innovation in methods, determination and drasticness in leadership, direction and organization of inspection of party organizations and party members related to cases and incidents monitored and directed by the Steering Committee. Up to now, the Central Inspection Committee and Inspection Committees at all levels have inspected, concluded, handled and proposed strict and timely handling of party organizations and party members who violated the law, including many high-ranking officials of the Party and State.

Through inspection and handling, it has contributed to preventing and repelling ideological, political, moral and lifestyle degradation among cadres and Party members; creating positive and strong changes in Party building and rectification work; strictly maintaining Party discipline; strengthening high solidarity and unity within the Party, contributing to maintaining political stability, promoting socio-economic development, strengthening national defense and security, and consolidating people's trust in the Party and the State.

Specifically, in 2024, Party committees at all levels inspected 55,075 Party organizations and 308,028 Party members. Of which, the Politburo and the Secretariat established 10 inspection teams for 20 Party organizations. Considering the proposals of the Central Inspection Commission and relevant agencies, the Politburo reported to the Central Executive Committee to remove 11 cases from their positions, and the Secretariat decided to remove 3 cases from their positions due to violations and shortcomings in performing assigned duties and tasks. Through inspections, Party committees at localities and units concluded that 1,709 Party organizations (accounting for 3.1%) and 6,058 Party members (accounting for 1.97%) had shortcomings and violations; 35 Party organizations and 189 Party members had to be disciplined.

Party committees at all levels also inspected 344 party organizations and 2,379 party members when there were signs of violations. The inspection concluded that 233 party organizations and 1,934 party members had violated the law; 98 party organizations and 1,326 party members had to be disciplined.

Also during the year, the Inspection Committees at all levels inspected 3,133 party organizations and 8,123 party members when there were signs of violations. The inspection concluded that 2,228 party organizations and 6,685 party members had violated the law; 262 party organizations and 2,716 party members had to be disciplined.

In 2024, Party committees and Inspection Committees at all levels paid attention to carrying out regular and thematic supervision. Of which, Party committees at all levels supervised 42,843 Party organizations and 148,632 Party members. Through supervision, it was concluded that 1,239 Party organizations and 2,905 Party members had violations and shortcomings; 7 Party organizations and 62 Party members were transferred for inspection when there were signs of violations. Inspection Committees at all levels supervised 30,173 Party organizations and 41,730 Party members. Through supervision, it was concluded that 1,493 Party organizations and 1,755 Party members had violations and shortcomings; 32 Party organizations and 103 Party members were transferred for inspection when there were signs of violations.

In particular, the Thanh Hoa Provincial Party Committee's Inspection Committee was highly appreciated, when supervising 1,893 party organizations and 3,534 party members.

In their discussions, delegates focused on analyzing and clarifying the advantages, achievements, causes of problems and limitations of inspection, supervision and party discipline enforcement work in 2024. At the same time, they shared effective ways to organize and implement inspection, supervision and party discipline enforcement work in ministries, branches and localities.

In addition, delegates also contributed solutions to focus on implementation in the coming time. At the same time, they proposed and recommended that the Central Inspection Commission pay attention to supporting training and fostering to improve professional skills in inspection, supervision, and party discipline enforcement for ministries, branches, and localities.

Emphasizing the key and central tasks that the entire Party and people will carry out in the coming time, especially the preparation work for Party Congresses at all levels, towards the 14th National Party Congress, General Secretary To Lam requested Party committees and Inspection Committees at all levels to continue to synchronously implement solutions to prevent and combat corruption and negativity, strictly handle violations on the principle that if there are violations, there must be conclusions and handling, and the spirit of no forbidden areas and no exceptions, in order to strengthen the building of a clean and strong Party, meeting the requirements in the new situation.

To carry out the assigned tasks, the General Secretary requested Party committees, Party organizations, and Inspection Committees at all levels to focus on organizing and implementing well 5 groups of tasks and solutions. In particular, it is necessary to urgently reorganize the Party and State apparatus in accordance with the spirit of Resolution No. 18-NQ/TW of the 12th Central Executive Committee on a number of issues to continue innovating and reorganizing the apparatus of the political system to be streamlined and operate effectively and efficiently.

The Central Inspection Commission urgently studies, reviews, and advises on timely amendments to the Party's regulations on inspection and supervision work to suit the organizational model after the restructuring. Advises on the promulgation of coordination regulations in inspection, supervision, and enforcement of Party discipline after the restructuring of the apparatus.

Continue to strongly innovate inspection and supervision methods and approaches, promote digital transformation, and apply information technology to further improve the quality and effectiveness of inspection, supervision, and discipline enforcement work of the Party.
