At this Session, the Central Inspection Commission (CIC) reviewed and concluded the following contents:
I- Implementing the conclusions and directions of the Central Steering Committee on preventing and combating corruption and negativity, after reviewing the inspection results when there are signs of violations and the review results, proposing disciplinary action against the Party Executive Committee of the Ministry of Finance, the Central Inspection Committee found that:
The Party Executive Committee of the Ministry of Finance violated the principle of democratic centralism and working regulations; lacked responsibility and loosened leadership and direction, allowing the Ministry of Finance and a number of organizations and individuals to violate Party regulations and State laws in state management and advising and promulgating mechanisms and policies on the issuance and trading of individual corporate bonds, including enterprises belonging to Van Thinh Phat Group and An Dong Group; in state management of the budget related to Tien Bo Quoc Te Joint Stock Company (AIC) and enterprises in the AIC ecosystem.
The above violations have caused serious consequences that are difficult to overcome, with the risk of loss and waste of large amounts of state budget and damage to bond investors, negatively affecting the investment and business environment and social order and safety, causing negative public opinion, resentment, and reducing the prestige of party organizations and state management agencies, to the point where disciplinary action must be considered.
The main responsibility for the above violations and shortcomings belongs to the Party Committee of the Ministry of Finance for the 2016-2021 term and comrades: Dinh Tien Dung, Politburo member, Secretary of the Hanoi Party Committee, former Secretary of the Party Committee, Minister of Finance; Vo Thanh Hung, Party Committee member, Deputy Minister; former Party Committee members, Deputy Ministers: Huynh Quang Hai, Do Hoang Anh Tuan, Vu Thi Mai and a number of other Party organizations and Party members.
Considering the content, nature, level, consequences, and causes of violations; based on Party regulations,
1- The Central Inspection Committee decided to take disciplinary action:
- Warning to the Standing Committee of the Party Committee of the General Department of Customs for the 2015-2020 term; the Party Committee of the Department of Planning and Finance for the 2015-2020 term; the Party Cell of the Department of Administrative Finance, the Party Cell of the Department of State Budget for the 2015-2017, 2017-2020, 2020-2022 terms and comrades: Huynh Quang Hai; comrade Pham Van Truong, Party Cell Secretary, Director of the Department of State Budget; Nguyen Truong Giang, Party Cell Secretary, Director of the Department of Administrative Finance; Nguyen Duong Thai, former Deputy General Director of the General Department of Customs; Pham Van Viet, former Party Cell Secretary, Director of the Department of Finance and Administration, General Department of Customs, Ministry of Finance.
- Reprimand the Party Cell of the Department of Finance of Banks and Financial Institutions for the 2017-2020 and 2020-2022 terms and comrades: Do Hoang Anh Tuan, Vu Thi Mai, Vo Thanh Hung; comrade Phan Thi Thu Hien, Party Cell Secretary, Director of the Department of Finance of Banks and Financial Institutions; Le Ngoc Khoa, former Party Committee Secretary, Director of the Department of Planning and Finance, Ministry of Finance.
2- The Central Inspection Committee proposed that competent authorities consider and discipline the Party Executive Committee of the Ministry of Finance for the 2016-2021 term and comrade Dinh Tien Dung.
3 - The Central Inspection Committee requests the Party Executive Committee of the Ministry of Finance to lead and direct the timely correction of violations and shortcomings pointed out; coordinate in reviewing and handling the responsibilities of organizations and individuals with violations according to their authority.
II - After reviewing the inspection results when there were signs of violations and the review results, proposing disciplinary action against the Party Executive Committee of the People's Committee of Ninh Thuan province, the Central Inspection Commission found that:
The Party Executive Committee of the Ninh Thuan Provincial People's Committee violated the principle of democratic centralism and working regulations; lacked responsibility, and loosened leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to violate Party regulations and State laws in implementing wind power and solar power projects and construction investment projects.
The above violations have caused serious consequences, risking large losses of the state budget, causing bad public opinion, reducing the prestige of the Party organization and local government, to the point of requiring consideration and disciplinary action.
The main responsibility for the above violations and shortcomings belongs to the Party Committee of the Ninh Thuan Provincial People's Committee for the 2016-2021 term and the following comrades: Luu Xuan Vinh, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Pham Van Hau, Deputy Secretary of the Provincial Party Committee, former member of the Party Committee, Vice Chairman of the Provincial People's Committee; Phan Tan Canh, member of the Provincial Party Standing Committee, Secretary of the Ninh Hai District Party Committee, former member of the Party Committee, Vice Chairman of the Provincial People's Committee; Pham Dong, former member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Planning and Investment; Nguyen Van Truong, former member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Finance; Bui Anh Tuan, former Secretary of the Party Committee, Director of the Department of Natural Resources and Environment and a number of other party organizations and party members.
Considering the content, nature, level, consequences, and causes of violations; based on Party regulations,
1- The Central Inspection Committee decided to take disciplinary action:
- Warning to the Party Executive Committee of Ninh Thuan Provincial People's Committee for the 2016-2021 term and comrade Luu Xuan Vinh.
- Reprimand the Party Committees of the Departments of Planning and Investment, Finance, Construction, Natural Resources and Environment for the 2015-2020 term and comrades: Pham Van Hau, Phan Tan Canh, Pham Dong, Nguyen Van Truong, Bui Anh Tuan; comrade Le Ngoc Thach, former Deputy Secretary of the Party Committee, Deputy Director of the Department of Natural Resources and Environment.
2 - The Central Inspection Commission requests the Standing Committee of the Ninh Thuan Provincial Party Committee to seriously review and draw profound lessons; lead and direct the Party Committee of the Provincial People's Committee to promptly overcome the violations and shortcomings pointed out; consider and handle the responsibilities of organizations and individuals with violations according to their authority.
III- Considering the Report on the results of the investigation, verification and proposal to discipline comrade Nguyen Van Yen, Deputy Head of the Central Internal Affairs Commission, Member of the Standing Committee of the Party Committee, Chairman of the Inspection Committee of the Party Committee of the Central Internal Affairs Commission, the Central Inspection Commission found that:
Comrade Nguyen Van Yen lacked self-cultivation and training, degraded in political ideology, morality, and lifestyle; violated Party regulations and State laws in performing assigned duties and tasks; violated regulations on what Party members are not allowed to do and the responsibility to set an example, causing very serious consequences, public outrage, and negatively affecting the reputation of the Party organization, agency, and work unit, to the point that disciplinary action must be considered and taken.
Based on Party regulations, the Central Inspection Committee recommends that competent authorities consider and discipline comrade Nguyen Van Yen.
IV- Considering the Report proposing disciplinary action against a number of party members who violated the regulations in the Party Committees of the provinces: Binh Dinh, Binh Duong, Long An, Ba Ria - Vung Tau, the Central Inspection Commission found that:
Comrade Nguyen Dinh Kim, former member of the Provincial Party Committee, Secretary of the Vinh Thanh District Party Committee, Binh Dinh Province, has degraded in political ideology, morality, and lifestyle; violated Party regulations and State laws in performing assigned duties and tasks; violated regulations on what Party members are not allowed to do and the responsibility to set an example; caused very serious consequences, outraged public opinion, negatively affected the reputation of the Party organization and local government, to the point that disciplinary action must be considered.
Comrades: Le Thanh Cung, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Binh Duong province; Tran Van Can, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Long An province; Nguyen Van Trinh, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Ba Ria - Vung Tau province violated the regulations of the Party and the laws of the State in performing their assigned duties and tasks; in leading and directing the implementation of bid packages carried out by the International Progress Joint Stock Company (AIC) and enterprises in the AIC ecosystem; violated regulations on what party members are not allowed to do and the responsibility to set an example; caused serious consequences, bad public opinion, reduced the prestige of the Party organization and local government, to the extent that disciplinary action must be considered.
Pursuant to Party regulations, the Central Inspection Commission decided to impose disciplinary warnings on comrades Le Thanh Cung, Tran Van Can, and Nguyen Van Trinh. The Central Inspection Commission requested competent authorities to consider and impose disciplinary action on comrade Nguyen Dinh Kim.
V- Reviewing the results of the inspection of the implementation of inspection, supervision, and disciplinary enforcement tasks within the Party, the inspection of Party finances for the Standing Committee of the Provincial Party Committee and the Provincial Party Committee's Inspection Commission; and the inspection of the declaration of assets and income for the Standing Committee members of the Provincial Party Committees of the provinces: Tuyen Quang, Hoa Binh, Bac Giang, the Central Inspection Commission found that:
In addition to the basic advantages, the inspected party organizations and party members also had some violations and shortcomings in leadership, direction, organization of inspection, supervision and enforcement of party discipline; in management and use of party finance and assets; and declaration of assets and income. The Central Inspection Commission requested the inspected party organizations and party members to continue to promote their advantages; seriously review, learn from experience, promptly overcome the violations and shortcomings that have been pointed out, and report the results to the Central Inspection Commission.
VI- Also at this Session, the Central Inspection Committee reviewed and resolved the denunciations of 2 cases and reviewed and concluded a number of other important contents./.
