The Central Inspection Commission disciplined and proposed to discipline many individuals.

According to the Central Inspection Commission (CIC), on July 15 and 16, in Hanoi, the CIC held its 43rd meeting, chaired by Comrade Tran Cam Tu, Politburo member, Secretary of the Party Central Committee, and Chairman of the CIC.

At this meeting, the Central Inspection Committee reviewed and concluded the following contents:

I. After reviewing the inspection results when there were signs of violations and reviewing, proposing disciplinary action against the Party Executive Committee of An Giang Provincial People's Committee , the Central Inspection Commission found that:

The Party Executive Committee of the An Giang Provincial People's Committee violated the principle of democratic centralism and working regulations; lacked responsibility and loosened leadership and direction, allowing the Provincial People's Committee and a number of organizations and individuals to violate Party regulations and State laws in the management and exploitation of natural resources and minerals in the province; a number of cadres and Party members were disciplined and criminally prosecuted.

The above violations have caused serious consequences, risking large losses of the state budget, causing bad public opinion, reducing the prestige of the Party organization and local government, to the point of requiring consideration and disciplinary action.

The main responsibility for the above violations and shortcomings belongs to the Standing Committee of the Provincial Party Committee for the terms 2015-2020, 2020-2025; the Party Committee of the Provincial People's Committee for the terms 2016-2021, 2021-2026; the Party Delegation of the An Giang Provincial People's Council for the term 2016-2021 and the following comrades: Nguyen Thanh Binh, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee (expelled from the Party and criminally prosecuted); Vuong Binh Thanh, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Le Van Nung, Standing Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Council; Le Van Phuoc, member of the Standing Committee of the Provincial Party Committee, Deputy Secretary of the Party Committee, Standing Vice Chairman of the Provincial People's Committee; Lam Quang Thi, Member of the Provincial Party Standing Committee, Secretary of Chau Doc City Party Committee, former Member of the Party Executive Committee, Vice Chairman of the Provincial People's Committee and a number of other party organizations and party members.

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decides to take disciplinary action:

- Warning to the Party Executive Committee of the An Giang Provincial People's Committee for the terms 2016-2021, 2021-2026 and comrades: Vuong Binh Thanh; Nguyen Trong Thanh, Deputy Secretary of the Party Committee, Deputy Director of the Department of Natural Resources and Environment; Pham Thanh Nhon, Deputy Secretary of the Town Party Committee, Chairman of the People's Committee of Tinh Bien Town; Dinh Minh Hoang, Deputy Director of the Center for Trade and Investment Promotion of An Giang Province.

- Reprimand the Party Delegation of the An Giang Provincial People's Council for the 2016-2021 term and comrades: Le Van Nung, Le Van Phuoc, Lam Quang Thi; To Hoang Mon, Deputy Director of An Giang Provincial Urban Environment Joint Stock Company.

The Central Inspection Commission requested competent authorities to consider and discipline the Standing Committee of the An Giang Provincial Party Committee for the 2015-2020 and 2020-2025 terms. The Central Inspection Commission requested the Standing Committee of the Provincial Party Committee and the Party Committee of the An Giang Provincial People's Committee to promptly remedy the violations and shortcomings pointed out; consider and handle organizations and individuals with violations according to their authority.

II . Considering the proposal of the Standing Committee of the Party Committee of the Central Agencies on disciplining Party members who violate the law , the Central Inspection Commission found that: Comrade Le Thanh Van, Standing Member of the Finance and Budget Committee of the National Assembly, Deputy of the 15th National Assembly, has degraded in political ideology, morality, lifestyle, "self-evolution", "self-transformation"; violated Party regulations and State laws in performing assigned duties and tasks; was negative, took advantage of his position and power for personal gain, violated the Law on Anti-Corruption; violated regulations on what Party members are not allowed to do and the responsibility to set an example; caused very serious consequences, very badly affected the reputation of the Party organization and the agency, the working unit, to the extent that disciplinary action must be considered and taken.

Pursuant to Party regulations, the Central Inspection Committee decided to expel comrade Le Thanh Van from the Party .

III . Considering the Report proposing disciplinary action against a number of Party members who violated the Party Committee of Binh Thuan province , the Central Inspection Commission found that comrades Phan Doan Thai, former member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Education and Training; Xa Duong Thang, former member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Construction, former Secretary of the Bac Binh District Party Committee, Binh Thuan province, had degraded in political ideology, morality, and lifestyle; violated Party regulations and State laws in performing assigned duties and tasks; violated regulations on what Party members are not allowed to do and the responsibility to set an example, causing very serious consequences, public outrage, and very bad influence on the reputation of the Party organization, agency, and work unit, to the point that disciplinary action must be considered and taken.

Based on Party regulations, the Central Inspection Committee recommends that competent authorities consider and discipline comrades Phan Doan Thai and Xa Duong Thang.

IV . Continuing to implement the conclusion of the Central Inspection Commission at the 40th session regarding the Standing Committee of Vinh Phuc Provincial Party Committee and a number of related Party organizations and Party members ; based on Party regulations, the Central Inspection Commission decided to take disciplinary action:

- Warning to comrades: Bui Hong Do, Party Secretary, Director of the Department of Culture, Sports and Tourism; Phan Tue Minh, Party Secretary, Chairman of the Provincial Union of Science and Technology Associations; Le Nguyen Thanh Trung, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Vinh Tuong District; Dinh Van Muoi, Deputy Director of the Department of Labor, Invalids and Social Affairs; Do Trang Quang, former Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Phuc Yen City; Dang Quang Thuy, former member of the Standing Committee of the District Party Committee, Vice Chairman of the People's Committee of Vinh Tuong District, Vinh Phuc Province.

- Reprimand comrades: Dao Anh Dung, Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Phuc Yen City; Tran Ngoc Hai, Member of the Standing Committee of the City Party Committee, Chairman of the People's Council of Vinh Yen City; Hoang Trong Loi, Member of the City Party Committee, Vice Chairman of the People's Committee of Phuc Yen City, Vinh Phuc Province.

V. Implementing the conclusions and directions of the Central Inspection Commission, after reviewing the results of the review of the responsibilities of a number of party members who committed violations and shortcomings related to projects and bidding packages implemented by the International Progress Joint Stock Company (AIC) at the Ministry of Finance and localities and units: Hanoi, Nghe An, Ha Tinh, Ben Tre, Hau Giang, Vinh Long, the Government Office, the Central Inspection Commission requests party organizations and party members to continue to promptly correct the violations and shortcomings that have been pointed out.

VI . Reviewing the results of the supervision of the Central Secretariat of the Ho Chi Minh Communist Youth Union and the First Secretary and Standing Secretary of the Central Youth Union , the Central Inspection Commission requested the Central Secretariat of the Youth Union and the supervised party members to continue to promote their strengths; review their responsibilities, promptly overcome violations and shortcomings in leadership, direction, development and implementation of the Operating Regulations; organizational and personnel work; in management, use of finance, assets, investment and declaration of assets and income.

VII . Reviewing the results of the inspection of the implementation of inspection, supervision and disciplinary enforcement tasks within the Party, the inspection of Party finances for the Standing Committee of the Provincial Party Committee and the Provincial Party Committee's Inspection Commission; the inspection of the declaration of assets and incomes for cadres under the management of the Politburo and the Secretariat in Ha Nam and Khanh Hoa provinces, the Central Inspection Commission found that: in addition to the basic advantages, the inspected Party organizations and Party members also had a number of violations and shortcomings in leadership, direction, and organization of the implementation of inspection, supervision and disciplinary enforcement tasks; in the management and use of Party finances and assets; and the declaration of assets and incomes. The Central Inspection Commission requested the inspected Party organizations and Party members to continue to promote their strengths; seriously review, learn from experience, promptly overcome the violations and shortcomings that have been pointed out, and report the results to the Central Inspection Commission.

VIII . Also at this session, the Central Inspection Committee resolved 1 party disciplinary complaint and considered and concluded a number of other important contents.
