Attending the meeting with voters were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Bui Hoang Ha, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; leaders of a number of departments and branches of the province and Ninh Binh city.

At the conference, voters listened to the representative of the provincial National Assembly Delegation announce the expected time and agenda of the 6th session of the 15th National Assembly. Accordingly, the 6th session of the 15th National Assembly is expected to take place from October 23 to November 29; focusing on reviewing and approving 9 draft laws, 2 draft resolutions, giving opinions on 8 draft laws and reviewing and deciding on other important issues.

Speaking at the meeting, voters of the two wards proposed the following key contents: Consider selecting a set of common standard textbooks, unifying content at all levels and ensuring stability; consider whether interdisciplinary integration is appropriate to facilitate teaching and learning for teachers and students; research and strictly manage enrollment work, improve the quality of university education; pay attention to developing educational infrastructure, building, upgrading and expanding more schools, especially at the general education level, improving teaching equipment and preferential policies for teachers; move some universities outside of Hanoi and Ho Chi Minh City to reduce urban traffic congestion and pressure on student accommodation.

In the health sector, voters requested the National Assembly and the Government to direct the Ministry of Health to urgently complete the legal framework for purchasing medical equipment, supplies, and medicines to ensure the people's right to medical examination and treatment. Strengthen management functions, strictly handle violations, and overcome violations in the drug business. Have policies to attract and prioritize good doctors to work at lower-level hospitals to reduce the workload and create even development. Pay attention to investing in facilities and increasing human resources for ward and commune health stations to ensure good preventive medicine work.

In the fields of land, housing construction, and environmental resources, voters proposed specific policies and planning, and strict management of rice and food crop land to ensure long-term national food security; proposed to increase the area when changing the purpose of rice land use from 50 hectares or more, the locality must report to the Prime Minister instead of 10 hectares as currently regulated; the massive auction of land use rights in localities, people with real demand for residential land cannot afford to bid, while many plots of land purchased for speculation are left empty, causing waste of land resources...

Voters also recommended that the implementation of the 2019 Law on Public Investment, revised in 2022, still has shortcomings, causing different interpretations and difficulties in application; the transfer of civil servants between district and commune levels faces many difficulties in implementation; there needs to be equality between civil servants at all levels in the system to facilitate the rotation and transfer of cadres.

The opinions and recommendations of voters of Thanh Binh and Bich Dao wards have been received, discussed, answered and clarified by leaders of departments and branches according to their authority.

Speaking at the conference, Comrade Nguyen Thi Thanh, member of the Party Central Committee, Head of the Delegation Affairs Committee of the National Assembly Standing Committee, Deputy Head of the Central Organization Committee, accepted the opinions and recommendations of voters and said that the opinions raised by voters were very legitimate. She discussed and clarified issues of concern to voters.

Regarding the proposal on the implementation of joint mobilization of civil servants at district and commune levels, he said: The content of this proposal has been responded to in writing by the Ministry of Home Affairs. According to the provisions of the Law on Cadres and Civil Servants, communal-level cadres and civil servants and cadres and civil servants from district level and above are all subject to the Law. The regulations on recruitment, employment, conditions, and policies for these two groups of subjects are increasingly similar, not too different. Currently, the fundamental difference between communal-level cadres and civil servants and district-level cadres and civil servants comes from the provisions of the Law on Cadres and Civil Servants, according to which cadres and civil servants from district level and above are appointed to ranks and are included in the total administrative payroll; communal-level cadres and civil servants are appointed to positions and titles according to their job positions and are not appointed to ranks. However, along with the salary reform roadmap, the salary scale and table system is also being built on the basis of job positions, applied uniformly throughout the political system. The Ministry of Home Affairs has noted the above recommendations to study, summarize and fully assess the impact, and report to competent authorities when comprehensively amending the Law on Cadres and Civil Servants in the coming time.

Regarding the recommendations on shortcomings in the implementation of the 2019 Law on Public Investment, revised in 2022, he requested that the leaders of the province's competent departments synthesize voters' opinions for review and send a document to the Provincial National Assembly Delegation for consideration and submission to the National Assembly (if there are real problems).

Responding to issues related to the education sector, Comrade Nguyen Thi Thanh informed: On September 18, 2023, the National Assembly Standing Committee issued Resolution No. 686/NQ-UBTVQH15 on thematic supervision of the implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education textbooks, which stated specific tasks and solutions to perfect institutions and policies, improve the effectiveness and efficiency of State management on innovation of general education programs. At the same time, she emphasized: Within their authority and duties, the National Assembly Delegation and the Provincial National Assembly Delegation will supervise the implementation of innovation of general education programs. The Delegation will also receive and continue to reflect recommendations on the situation of university graduates not being able to find jobs and the issue of moving some universities out of the inner city of Hanoi and Ho Chi Minh City. However, he noted that voters also need to provide guidance for their children in choosing a training major and career that is appropriate to their abilities, qualifications and practical situation.

Regarding recommendations related to the health sector, comrade Nguyen Thi Thanh agreed with the response of the Department of Health leaders at the meeting with voters and added: The amendment of the Law on Pharmacy and the Law on Social Insurance will soon be included in the National Assembly's program in the coming time, to improve the quality of health examination for the people.

He also answered and clarified recommendations related to the fields of land and natural resources and environment. He emphasized that the Government has assigned the Ministries of Natural Resources and Environment, Justice, and Finance to strengthen inspection and examination of the implementation of legal provisions on land use rights auctions, strictly handle violations of the law on auctions, and profiteering in land use rights auctions; direct the summary and assessment of implementation; propose amendments and supplements to a number of articles of the Law on Property Auctions to be submitted to the National Assembly for comments at the 6th session. The Provincial National Assembly Delegation would like to take note of voters' opinions and study them to contribute to the draft Law amending and supplementing a number of articles of the Law on Property Auctions and the Land Law at the 6th session.

Regarding the issue of rice land management, comrade Nguyen Thi Thanh said: On November 13, 2021, at the 2nd session of the 15th National Assembly, the National Assembly passed Resolution No. 39/2021/QH15 on national land use planning for the period 2021 - 2030, with a vision to 2050, the 5-year national land use plan 2021 - 2025, which clearly states "maintaining stability of 3.5 million hectares of rice land". At the 2nd extraordinary session, the National Assembly continued to pass Resolution No. 81/2023/QH15 on the National Master Plan for the period 2021 - 2030, with a vision to 2050. The Resolution clearly states: Managing the rice land area of ​​3.5 million hectares. Within the appropriate area, allow flexible conversion of crop and livestock structures on rice-growing land without changing the nature and conditions of rice-growing land use so that it can be converted back to rice cultivation when necessary. Strictly control the conversion of rice-growing land, especially land specialized in wet rice cultivation, to non-agricultural land, while ensuring the interests of rice growers and rice-growing localities. To ensure consistency in order to improve the effectiveness of land management and use, the Government has submitted to the National Assembly the Draft Land Law (amended) which has been discussed by the National Assembly at two sessions, and is expected to be approved at the 6th session. Land use planning and planning is one of the issues that National Assembly deputies are interested in discussing.

Regarding the proposal to increase the area that must be reported to the Prime Minister when converting the purpose of rice-growing land use, the Provincial National Assembly Delegation would like to accept it for study and presentation at the meeting.
