On the afternoon of September 24, Vice Chairman of the Provincial People's Committee Nghiem Xuan Cuong, Head of the Provincial People's Committee's working delegation, worked with Binh Lieu district on the situation and results of implementing the goals and targets according to Resolution No. 20-NQ/TU dated November 27, 2023 of the Provincial Party Committee Executive Committee and Conclusion No. 1144-KL/TU dated May 17, 2024 of the Provincial Party Committee Standing Committee; the damage situation and work to overcome the consequences caused by storm No. 3.
Implementing Resolution No. 20 dated November 27, 2023 of the Provincial Party Committee, in the first 9 months of 2024, the production value of Binh Lieu district is estimated at over 1,613 billion VND, reaching 59.14% of the plan and 113.94% of the same period. Total state budget revenue in the area by September 15, 2024 reached 144,545 million VND, equal to 83.99% of the estimate, equal to 147.01% of the same period. The economic structure continues to shift towards increasing the proportion of the service sector to 52.88%, industry - construction to 18.75%, agriculture, forestry and fishery to 28.37%. Results of implementing the set of criteria for building advanced new rural areas in the period of 2021-2025 by July 15, 2024, Binh Lieu district achieved 6/9 criteria and 33/38 targets, equal to 86.84% of the total target.
Regarding the implementation of Conclusion No. 1144 dated May 17, 2024 of the Provincial Party Standing Committee, Binh Lieu district proposed 6 recommendations, up to now, 1 recommendation has been resolved by departments, branches and sectors based on the local proposal document related to the request for the Provincial People's Committee to support provincial budget capital for the district to implement the project: Renovation and upgrading of the road connecting National Highway 18C to the terraced fields scenic area of Luc Hon commune, Binh Lieu district to exploit the potential and advantages of the natural landscape of the Luc Hon terraced fields scenic area to develop tourism in the district. The remaining 5 recommendations are being resolved.
Regarding the impact of storm No. 3, Binh Lieu district suffered damage of about 317,970 million VND, of which the agricultural sector suffered the most damage with 220,124 billion VND including the damage of Binh Lieu Forestry One Member Co., Ltd. Based on the damage, Binh Lieu district proposed that the Provincial People's Committee consider and provide additional funds for entrusted loans through the social policy bank to increase capital for people to borrow to restore production; issue specific policies to support bank loans with appropriate interest rates so that people and businesses have the opportunity to borrow capital to immediately repair damaged forest areas as well as reinvest in production and business; soon have support policies for households with houses in dangerous areas at high risk of landslides due to storm No. 3 that cannot stay and have to move to another place; arrange funds to support the district to overcome the consequences of storm No. 3.
After listening to the discussion and conclusion at the conference, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, requested Binh Lieu district to continue to focus resources to overcome the damage caused by storm No. 3 in the district, and soon restore activities to stabilize life. In particular, it is necessary to focus on strengthening the work of reviewing and making detailed statistics of assets and damages, especially damaged forests and rice crops; providing support for households and crop areas affected by the storm; building and repairing damaged houses in the spirit of flexibly utilizing support resources and social resources; promoting the restructuring of the agricultural sector in the district; proactively reviewing and having plans to evacuate people from dangerous areas; doing a good job of repairing facilities and infrastructure damaged by the storm to serve professional activities; firmly grasping the national security situation and border residents to prevent complicated situations of security and order in the area; Continue to implement solutions to improve the quality of economic growth, mobilize and effectively use all resources to promote and improve the quality of economic, cultural and social growth, ensure social security, and improve the quality of people's lives. Relevant departments and branches strengthen support and promote the development of autumn and winter tourism in Binh Lieu district, associated with economic recovery.
Regarding the proposals of Binh Lieu district, the Vice Chairman of the Provincial People's Committee agreed with the proposals of Binh Lieu district according to the draft assessment and continued to record the recommendations for implementation. At the same time, he requested the district to continue to carry out the work of building new rural areas and carefully review and evaluate the capabilities to build and complete the criteria for advanced new rural areas, and consider adjusting the implementation tasks if necessary.
