On the afternoon of February 24, General Secretary To Lam chaired a working session with the Central Policy and Strategy Committee on the growth target set for 2025 at 8% or more, creating a solid foundation for double-digit growth in the following years.

Attending the meeting were comrades: Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; Tran Luu Quang, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee; Nguyen Chi Dung, Party Central Committee member, Deputy Prime Minister; comrades of the Party Central Committee, representatives of leaders of a number of central departments, ministries and branches; leaders of the Central Policy and Strategy Committee; experts and economists at research institutes.

After listening to the opinions of scientists, economists and representatives of ministries and branches, in his concluding remarks at the Conference, General Secretary To Lam basically agreed with the 10 strategic solutions proposed by the Central Policy and Strategy Committee; highly appreciated the frank, enthusiastic and useful comments of economic experts and representatives of ministries and branches, helping the Party and Government to make decisions to achieve the goal of sustainable development at 8% or more for 2025 and double digits for the following years.

The General Secretary suggested a number of specific contents for the Central Policy and Strategy Committee, ministries, branches, and economic experts to continue studying; emphasizing the promotion of economic development from both the supply and demand sides, stepping up the removal of barriers, bottlenecks, and "bottlenecks" for economic development, with special attention to the private economy.

General Secretary To Lam emphasized that in order for socio-economic development, the most important thing is to mobilize all people to participate in labor to create material wealth. If everyone and every household is enthusiastic about working, and all economic sectors actively participate in socio-economic development, economic growth will inevitably increase. Therefore, policies and mechanisms to ensure that all economic sectors respond and participate are especially important.

Promoting supply-side reform, the General Secretary said that it is necessary to continue institutional reform, improve the business environment, and require the investment and business environment to strive to reduce at least 30% of administrative procedure processing time; at least 30% of business costs, especially customs, regulatory compliance costs, and informal costs; abolish at least 30% of unnecessary business conditions; and strive for Vietnam's investment environment to be in the Top 3 of ASEAN within 2-3 years.

The General Secretary suggested that it is necessary to boldly apply a specialized legal framework. Currently, Vietnam's legal system still has many points that have not kept up with the development speed of the digital economy, innovation and international integration, especially financial technology, artificial intelligence (AI), platform economy, e-commerce and special economic zones; propose a controlled testing legal framework for new technology industries; propose a separate legal framework for special economic and technology zones: a special preferential tax mechanism; a specific mechanism for resolving commercial disputes in special zones.

Land and real estate policies need to speed up real estate transactions and attract capital into the market.

Promote urban areas to become the driving force of national growth with solutions such as: Completing a high-quality and synchronous infrastructure system for urban areas; building a national digital map system on planning and land prices; establishing a "National Housing Fund" to develop low-cost housing in large cities.

Applying open financial policies for international financial center models; creating a "Duty Free Port" model to turn Vietnam into a major logistics center; applying a "National Investment One-Stop Portal" to support foreign investors to quickly enter Vietnam; promoting the development of science and technology and innovation; thoroughly handling air pollution in Hanoi and Ho Chi Minh City...

The General Secretary emphasized that it is necessary to implement policies to attract talent and special policies for officials and civil servants who achieve achievements in their work, and have a mechanism to remove from the apparatus those who do not have the capacity and qualities.

Further concretize the policy of encouraging and protecting cadres who dare to think and dare to do. Continue to perfect the state apparatus organization system, including the mechanism of decentralization and delegation of power. Strengthen decentralization and delegation of power to localities. In addition, it is necessary to pay attention to policies to respond to population aging.

Promoting economic growth on the demand side, the General Secretary noted, increasing investment: Increasing government investment in the country's strategic and fundamental infrastructure system, in terms of quantity, quality and consistency; promoting private investment through creating a favorable, transparent, safe, low-cost investment environment with easy access to credit capital.

Promoting domestic consumption, only when promoting domestic consumption can help sustainable GDP growth; increasing net exports. Promoting the export of processed agricultural, forestry and fishery products, which have a high rate of added value and thus contribute effectively to GDP growth, the General Secretary said that it is necessary to develop the agricultural economy instead of purely agricultural production; industrialize agriculture; adjust land use policies to facilitate land accumulation; encourage piloting new forms of cooperation in agriculture.

Regarding some specific measures to promote growth from the demand side, the General Secretary pointed out that it is necessary to implement an expansionary fiscal policy; flexible monetary policy, and cautious monetary easing...

Regarding the management of digital currency, the General Secretary emphasized that we must not be slow, not lose opportunities, not create distance or distinction with new financial forms as well as modern transaction methods./.
