Specifically, for the project to merge the Provincial Party Committee's Propaganda and Education Department and the Provincial Party Committee's Mass Mobilization Department, the name after the merger is the Provincial Party Committee's Propaganda and Education Department. Regarding the organizational structure, the leadership of the department includes the Head of the Department and 4 Deputy Heads of the Department. At the time of merger, the number of leaders of the Department may be higher but not exceed the total number of leaders of the department before the merger.

Regarding the project to establish the Party Committee of the provincial Party agencies, the name, term, functions and tasks of the Party Committee will be implemented according to the regulations and instructions of the Central Committee. The Party Committee of the provincial Party agencies of Nghe An province, consists of 17 grassroots party organizations, with 692 party members, including grassroots party organizations: advisory and support agencies of the Provincial Party Committee, Provincial Political School, Nghe An Newspaper, Provincial National Assembly Delegation, Provincial People's Council, Provincial Fatherland Front and provincial socio-political organizations, Provincial People's Procuracy, Provincial People's Court.

Regarding the project to establish the Provincial People's Committee Party Committee, the name, term, functions and tasks of the Party Committee shall be implemented according to the regulations and instructions of the Central Committee. The Party Committee has 69 grassroots Party organizations and nearly 7,400 Party members, including 53 grassroots Party organizations and more than 5,500 Party members under the Provincial Party Committee of the Provincial Agencies and 16 grassroots Party organizations and more than 1,800 Party members under the Provincial Party Committee of the Provincial Enterprises.

The Standing Committee of the Provincial Party Committee issued a Decision to end the operation of the Provincial Cadre Health Care and Protection Board; Establish the Provincial Cadre Health Care and Protection Board (operating concurrently); Complete the Professional Council; Maintain the Provincial Cadre Health Clinic at Nghe An General Hospital.
In addition, the provincial Fatherland Front maintains 4 internal focal points. The provincial Labor Federation reduces 1 committee and 4 industry unions. The provincial Women's Union dissolves the Vocational Training and Job Introduction Center. The provincial Youth Union, the provincial Farmers' Association, and the provincial Veterans' Association continue to maintain their current apparatus.

Accordingly, for specialized agencies and equivalents at the provincial level, before the arrangement, there were 21 departments, branches, and equivalents. After the arrangement, there were 15 departments, branches, and equivalents, a reduction of 6 departments. The number of constituent units under the department before the arrangement was 151 departments, after the arrangement, there were 122 departments, a reduction of 229 departments. The number of public service units under the department decreased from 201 units to 190 units, a reduction of 11 units. For the district-level People's Committee, the total number of specialized agencies under the district-level People's Committee before the arrangement was 257 departments and equivalents. After the arrangement, there were 208 departments, a reduction of 49 departments. The total number of public service units under the district-level People's Committee before the arrangement was 1,449 units, after the arrangement, there were 1,401 units, a reduction of 48 units. Regarding the public service units under the Provincial People's Committee, the total number of units before the arrangement was 12, after the arrangement there were 11 units, a decrease of 1 unit. The number of constituent units of the public service units before the arrangement was 84 departments, after the arrangement there were 61 departments, a decrease of 23 organizations.

The Department of Construction will be merged with the Department of Transport, after the rearrangement there will be 10 departments, a reduction of 4 departments. There will be 5 affiliated public service units, a reduction of 1 unit. The Department of Information and Communications will be merged with the Department of Science and Technology, after the merger there will be 7 departments, a reduction of 2 departments; there will be 4 public service units. The Department of Natural Resources and Environment will be merged with the Department of Agriculture and Rural Development, after the merger there will be 16 departments, a reduction of 6 departments; there will be 24 public service units, a reduction of 5 units. The Department of Labor, War Invalids and Social Affairs will be merged with the Department of Home Affairs, after the merger there will be 10 units, a reduction of 3 units. The Department of Culture and Sports will be merged with the Department of Tourism, after the merger there will be 8 departments, a reduction of 4 departments; there will be 9 public service units, a reduction of 1 unit. The plan to reorganize and reduce the provincial government apparatus also clearly states the review of the internal organization of departments, branches, and sectors and the reorganization plan at public service units.

Concluding the meeting, Comrade Nguyen Duc Trung, Secretary of the Provincial Party Committee, Head of the Steering Committee, highly appreciated the efforts of the assigned agencies and relevant agencies in implementing the projects and plans to reorganize the apparatus. Affirming that the work of reorganizing and streamlining the apparatus is an indispensable task, even though it is difficult, it must be done. The Provincial Steering Committee and the Standing Committee of the Provincial Party Committee agreed to submit to the Provincial Party Committee for consideration and decision according to their authority on the contents based on the reports of the Provincial Party Committee's Organization Committee and the Provincial People's Committee's Party Committee. Regarding the plan to reorganize the apparatus of the Party bloc at the provincial and district levels, the Fatherland Front and socio-political organizations at the provincial level, agreed on the following projects: Merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; establishing Party Committees of provincial Party agencies and the Provincial People's Committee's Party Committee; terminating the activities of the Provincial Cadre Health Care and Protection Department and reorganizing; end the activities of the Party Committee of the Provincial Agencies and the Party Committee of the Provincial Enterprises and end the activities of the Party Executive Committees. To implement the projects, the Provincial Party Secretary assigned the Provincial Party Committee's Organization Board to preside over and coordinate with relevant units to complete the draft Proposal of the Provincial Party Committee Standing Committee to submit to the Provincial Party Executive Committee for consideration and decision on the above contents and related contents.

At the same time, coordinate with relevant agencies and units to carefully review and complete regulations related to the functions, tasks, and organizational structure of the Provincial Party Committee's Propaganda and Mass Mobilization Department; regulate the functions, tasks, organizational structure and draft working regulations of the Party Committees of the provincial Party agencies and the Provincial People's Committee Party Committee to submit to the Provincial Party Committee Standing Committee for consideration, after being approved by the Provincial Party Committee Executive Committee; Guide the Party Committees of the provincial Party agencies and the Provincial People's Committee Party Committee to promulgate regulations on the functions, tasks, and organizational structure of specialized advisory and support agencies as appropriate. The Provincial Party Committee Office and the Department of Finance provide guidance on the transfer of finance and collateral assets according to regulations; especially regarding the working headquarters, agreeing on the view that only one working location will be arranged.
Regarding the projects and plans to arrange and streamline the provincial government apparatus, the Provincial Party Secretary emphasized that he agreed with the proposal of the Party Committee of the Provincial People's Committee and requested that relevant agencies and units complete the project to arrange the apparatus for approval, ensuring that the apparatus after the merger and arrangement can operate immediately, without creating gaps, ensuring effectiveness and efficiency. For units that have not completed the project, continue to study the arrangement of internal contacts.

The Provincial Party Secretary especially noted that issues that have been approved by the Central Committee, the Provincial Steering Committee and the Provincial Party Executive Committee must be urgently completed and all conditions must be prepared for implementation. The contents under the authority of the province with specific characteristics and features must continue to be studied and decided in the spirit of convincing explanations. Regarding personnel work, the Provincial Party Secretary emphasized that the Provincial Party Standing Committee will consider and decide according to its authority; issues that have been decentralized will be considered during the implementation process. Emphasizing the urgent implementation time, Provincial Party Secretary Nguyen Duc Trung requested that the plan to rearrange the organization of the Party apparatus at the provincial and district levels, the Vietnam Fatherland Front and socio-political organizations at the provincial level must be completed before February 15, 2025. The plan to rearrange and streamline the organization of the provincial government must be completed no later than February 21, 2025. To ensure the progress and quality of the plans for organizational restructuring, Provincial Party Secretary Nguyen Duc Trung requested that they be seriously and fully implemented to meet the requirements. During this process, it is necessary to continue to pay attention to doing a good job of ideological work for cadres and party members.
