On February 28, comrade Vu Hong Thanh, member of the Party Central Committee, Vice Chairman of the National Assembly, together with the working delegation of the National Assembly's Economic and Financial Committee and the Ministry of Construction, surveyed and worked on recommendations and proposals to improve the effectiveness of urban management and development in Quang Ninh province. Working with the delegation on the side of Quang Ninh province were comrades: Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation.
Quang Ninh is one of the leading localities in establishing and approving urban and construction planning. Up to now, in addition to the Quang Ninh Provincial Planning for the period 2021-2025, with a vision to 2030 approved by the Prime Minister, 13/13 districts, towns and cities have had district construction planning and approved urban master planning. 92 zoning plans have been approved with a total area of over 215,600 hectares. The coverage rate of urban zoning planning in the whole province is about 67.5%, higher than the national average. Based on the approved Provincial Planning, Quang Ninh province has directed the completion and approval of the Quang Ninh Province Urban Development Program to 2030.
Based on the planning, programs, urban development plans, and urban infrastructure development, Quang Ninh province has allocated resources and called on many strategic investors to implement key infrastructure projects. From there, it has created a new look for urban areas, becoming a driving force for local socio-economic development. To date, the province has 13 urban areas, including: 1 type I urban area directly under the province; 3 type II urban areas, 2 type III urban areas, and 3 type IV urban areas. The urbanization rate is about 75%.
At the meeting, Quang Ninh province proposed to the National Assembly and central agencies to study and amend a number of current legal provisions to remove difficulties and obstacles in urban management and development. Especially issues related to inadequacies and overlaps in regulations on the establishment, approval and implementation of planning; standards, norms, and technical and economic norms for urban technical infrastructure works of special nature; strengthen decentralization and delegation of power to local authorities; amend in accordance with current regulations on mobilizing non-budgetary resources for urban development...
Speaking at the meeting, Mr. Vu Hong Thanh, member of the Party Central Committee and Vice Chairman of the National Assembly, highly appreciated the achievements in socio-economic development of Quang Ninh province in recent times. In particular, more than 10 years ago, Quang Ninh completed and approved 7 strategic plans, creating a foundation for long-term and sustainable development. In particular, the urban appearance of the province has fundamentally changed, contributing to improving and enhancing the quality of life of the people. This is also a solid premise for Quang Ninh to achieve the goal of becoming a centrally-governed city before 2030.
Regarding some contents related to the survey activities, Vice Chairman of the National Assembly Vu Hong Thanh requested the province to provide more information to the working delegation about the methods and models of urban management and development that have been effectively implemented by the province. Especially the solutions to attract investment resources to replace degraded apartment buildings in the area. At the same time, he requested that in the process of urban development in the coming time, the province continue to pay attention to sustainable development criteria; linking urban development with the development of mountainous, border and island areas that are still facing difficulties in the area.
The Vice Chairman of the National Assembly also requested the National Assembly's Economic and Financial Committee and the Ministry of Construction to absorb the contents of the proposals and recommendations of Quang Ninh province, especially the difficulties and problems arising from the practical management process in the locality. On that basis, complete the content of the Draft Law on Urban Development Management to submit to the National Assembly for consideration and decision in the coming time.
Previously, the Vice Chairman of the National Assembly and the working delegation surveyed a number of urban development projects associated with industrial parks in Quang Yen town and a number of urban development projects in Ha Long city.
