Building a strong defense zone for Hanoi City
In recent years, the impact of the Covid-19 pandemic; the Russia-Ukraine conflict and the Gaza Strip has lasted for a long time, the global economy has grown slowly, but the capital's economy has continued to grow sustainably. The city's gross regional domestic product (GRDP) has increased by an average of 5.67% per year, and the average income per capita has reached over 150 million VND per year.
The economic structure has shifted in a positive direction, becoming increasingly modern; the proportion of service, industry and construction sectors has increased; service sectors with high added value, high-level and high-quality services continue to develop. Tourism technical facilities have been invested in and developed. The number of tourists has reached over 10 million people/year.
Along with the development of the economy and society, the military and national defense work has always been given attention, leadership, direction and comprehensive implementation by the Hanoi Party Committee and People's Committee. Hanoi is one of the leading localities in the country in promulgating and effectively implementing resolutions, directives, action programs, and plans for local military and national defense work; promoting the combination of socio-economic development with strengthening national defense, security and foreign affairs; effectively implementing the planning and plan for socio-economic development until 2030, with a vision to 2045, in conjunction with consolidating the position, enhancing national defense potential, building a strong city defense area, meeting the task of protecting the capital both in the short and long term.
Thoroughly grasp and implement the 2018 Law on National Defense; Conclusion No. 64-KL/TW, dated October 30, 2019 of the Politburo on promoting the implementation of Resolution No. 28-NQ/TW dated September 22, 2008 on continuing to build provinces and centrally-run cities into strong defense zones in the new situation; Resolution No. 44-NQ/TW, dated November 24, 2023 of the 13th Party Central Committee on "Strategy for protecting the Fatherland in the new situation"; Decree No. 21/2019/ND-CP, dated February 22, 2019 of the Government on defense zones.
Implementing the direction of the Central Military Commission and the Ministry of National Defense, Hanoi City organized a defense zone exercise. This is the largest-scale exercise ever conducted by the City. The Central Military Commission and the Ministry of National Defense mobilized a large number of forces and vehicles from units stationed in the city (16 focal units: Air Defense - Air Force Service; Corps 12; Command 86; Border Guard Command; Coast Guard Command; Arms; Academies; Schools; Central Military Hospital 108...) to participate in the exercise, participate in joint military and service combat practice with many forms of combat, using many types of modern weapons and equipment produced by us (General Department of Defense Industry); using information technology applications, transmitting images during the exercise.
Organize defense zone drills with 4 phases
From September 28 to October 2, 2024, Hanoi City coordinated with military branches, academies, and schools located in Hanoi to organize a city defense area exercise including the following contents: Civil defense exercise; operating mechanisms and combat shooting practice.
Attending and directing the exercise were leaders of the Central Military Commission, the Ministry of National Defense; leaders of central departments, ministries, branches and 8 localities in the Northern region; Standing Committee of the Hanoi Party Committee, People's Council, and People's Committee; leaders and commanders of military branches and services; representatives of functional agencies of the Ministry of National Defense and Hanoi City.
Participants in the exercise include: Comrades in the Standing Committee of the City Party Committee, Standing Committee of the People's Council, leaders of the People's Committee, Vietnam Fatherland Front, departments, branches, socio-political organizations, Hanoi armed forces (Hanoi Capital Command and City Police); Party committees, authorities, armed forces of 3 districts: Chuong My, Quoc Oai, Thach That and affiliated units of the military and service branches reinforced by the Ministry of National Defense to participate with the Hanoi Capital Command.
The exercise focuses on two main contents, including civil defense exercises and Hanoi city defense area exercises.
Hanoi City Defense Area Exercise 2024, aiming to improve the leadership and direction capacity of the Party Committee and the administration. The advisory role of military agencies, police and departments, branches, sectors, and socio-political organizations when moving the city into defense status.
Enhance the ability to coordinate and cooperate among forces in defensive operations. Create unity in awareness and action of cadres, party members and people of all walks of life in building and operating the city's defense zone. Through drills, continue to adjust and supplement combat plans to meet the requirements and tasks in the new situation.
In the civil defense drill, agencies and units focused on handling issues and situations according to assumptions. Specifically: The district-level civil defense command implemented the "4 on-site" motto in responding to fires and explosions; The Hanoi City Civil Defense Command deployed measures, mobilized forces and means to respond to disasters of fire, explosions, collapsed structures, and toxic chemicals at An Thinh Industrial Park in Thach That District and Quoc Oai District when the enemy launched a fire attack. Deploying disaster response by air; the city's field hospital organized the treatment of victims; overcame the consequences and stabilized the lives of people where the disaster occurred. In particular, the main content was practicing disaster response to "fire, explosion, toxic chemicals, and enemy fire attacks at the Industrial Park".
Regarding the defense area exercise, Hanoi is divided into 4 phases.
Phase 1: Focus on shifting the armed forces from a state of regular combat readiness to a state of high combat readiness; shifting localities into a state of national defense emergency; shifting the armed forces from a state of high combat readiness to a state of full combat readiness; shifting localities into a state of wartime.
Phase 2: Organizing preparations for defensive operations, with the following issues: Adjusting determination; Assigning tasks, organizing coordination, providing assurance instructions; approving determination and plans of agencies and units.
Phase 3: Practicing defensive operations, with issues of handling combat situations on the sand table including: Fighting enemy fire attacks; attacking enemy airborne landings.
Phase 4: Combat shooting practice at the following locations: TB1 Shooting Range (Cam Son Commune, Luc Ngan District, Bac Giang Province; Hoa Thach Shooting Range (Hoa Thach Commune, Quoc Oai District, Hanoi); Dong Doi Shooting Range (Van Hoa Commune, Ba Vi District, Hanoi); Xuan Bang Shooting Range (Bac Son Commune, Soc Son District, Hanoi).
