The Department of Public Asset Management (Ministry of Finance) has just reported on the progress of the general inventory of ministries, central agencies and localities. Accordingly, as of this morning, March 21, 13 ministries, central agencies, 18 organizations and 7 localities have completed sending reports. The units include: Ministry of Planning and Investment, Ministry of Home Affairs, State Bank of Vietnam, Central Party Office, Ho Chi Minh National Academy of Politics, Central Committee of the Vietnam Fatherland Front...
The localities that have completed the project include: Hai Phong City, Dong Nai Province, Hai Duong Province, Hau Giang Province, Hoa Binh Province, Lang Son Province, and Tuyen Quang Province.
There are 2 ministries, central agencies and 4 localities about to complete the report including: Ministry of Agriculture and Rural Development, Supreme People's Procuracy; Hanoi city, Ha Giang province, Vinh Long province, Quang Ninh province and Ninh Thuan province.
Besides the units that have implemented the inventory work well, there are still many ministries, branches and localities that send and approve inventory results reports on the General Public Asset Inventory Software slower than the general progress of the whole country.
Specifically, 5 ministries and central agencies have very slow progress (the rate of sending reports on fixed assets is below 50%) including: Government Office, Central Agency of Vietnam Veterans Association, Ministry of Labor, War Invalids and Social Affairs, Ministry of Education and Training, Hanoi National University.
Ministries, branches and localities with slow progress (The rate of sending reports on fixed assets is from 50% to less than 90%) include 15 ministries, central agencies and 6 localities: Ministry of Health, Ministry of Information and Communications, Ministry of Culture - Sports - Tourism, Ministry of Science and Technology, Ministry of Transport, Government Inspectorate, Vietnam Cinema Association, Office of the National Assembly, Ho Chi Minh City National University, Vietnam Farmers' Association, State Audit, Central Committee of Ho Chi Minh Communist Youth Union, Vietnam Television, Vietnam Union of Friendship Organizations, Dien Bien Province, Long An Province, Nam Dinh Province, Bac Giang Province, Binh Phuoc Province, Ha Nam Province.
According to Mr. Nguyen Tan Thinh, Director of the Department of Public Asset Management, Ministry of Finance, up to this point, ministries, branches and localities have basically completed the counting and data entry. However, the next concern is the quality of the inventory data.
“Through the use of the technique on the General Inventory of Public Assets Software for review, some asset information entered on the software needs to be further improved, such as: Inventory of assets that are not the headquarters of organizations that are not socio-political organizations into fixed assets at agencies, organizations, and units; inventory of quantity indicators according to accounting books that do not match the accounting status indicators of assets; some assets are houses and lands with too large areas; assets are roads with unreasonable lengths…”, said Mr. Nguyen Tan Thinh.
To ensure both the quality of inventory data and the progress of public asset inventory, the Director of the Department of Public Asset Management requests ministries, branches, and localities to direct units, agencies, organizations, and enterprises that are subject to inventory under their management to complete the actual inventory work and enter data into the General Public Asset Inventory Software, ensuring the accuracy, completeness, and logic of the data, with a completion deadline of before March 31, 2025.
At the same time, ministries, branches and localities are required to direct the direct superior management agencies of the inventory subjects to carefully review the logic and accuracy of the asset data before approving the inventory unit's report. The approval of the inventory report must be done promptly, immediately after the inventory subject submits the report on the General Public Asset Inventory Software.
“The Ministry of Finance requires competent agencies of ministries, branches and localities to conduct direct inspections at some units with slow progress and inventory data that does not ensure logic in order to urge, speed up progress and correct data. Handle the responsibilities of collectives and individuals who do not perform or do not fully perform their responsibilities in performing inventory, approving inventory data, synthesizing inventory data, affecting the progress and quality of inventory data of ministries, central agencies and localities,” the leader of the Department of Public Asset Management emphasized.
