Proposal to review disciplinary regulations for party members having a third child

On the morning of October 26, at the National Assembly's group discussion session on the socio-economic situation, Delegate Nguyen Thien Nhan (HCMC) said that he had proposed to remove the disciplinary regulation on party members having a third child, to adapt to the new situation. Because in modern society, families who feel they cannot raise children will naturally have fewer children. Only families with good conditions to raise children will have more children.

In 2023, Vietnam's fertility rate will be 1.96, while the ideal replacement fertility rate is 2.1 children per woman. He said that 7 years ago, the Central Government requested to maintain the total replacement fertility rate, but so far it has not been maintained.

He stated that one of the targets set by the Central Government is to increase the total birth rate, but it is not included in the socio-economic report.

“We strongly recommend adding the national total fertility rate target to the National Assembly’s socio-economic report and supervision. If we can do it for 2 years, we will have a basis to include it in the next 5-year target. This is a matter of national importance because it is related to human development…”, delegate Nguyen Thien Nhan expressed.

According to Mr. Nhan, “we determine that people are the center, everything is for people, people are the driving force. In caring for people, caring for life is very important.”

Mr. Nhan also hopes that the Government will soon announce the minimum living standard and minimum living wage for a family of four. The minimum living wage is that a working person can support dependents and children. According to him, this will increase the birth rate, with each family having two children.

Delegate Pham Khanh Phong Lan (HCMC) said that Vietnam is trying to increase the birth rate, but up to now, party members who have a third child are still disciplined.

“We have to review the regulations in managing cadres and party members. Not to mention the appointment period is coming up, having a third child is considered the end,” Ms. Lan suggested.

According to the delegate, the policy of party members not having a third child was appropriate in the previous period, but now "when we change our viewpoint, we really need changes in policies, regulations and rules, especially for party members and cadres".

Also talking about the birth rate, delegate Tran Duc Thuan (Nghe An) mentioned the aging population situation as Vietnam prepares to enter the era of aging population. In 2017, the Central Government issued Resolution 21 on population policy in the new situation, on August 15, the Government issued Directive 27 on strengthening population work, in which the Ministry of Health was assigned to review to increase the birth rate.

Regarding long-term strategy, delegates suggested policies to increase the birth rate. “Many people told me that the issue of having two children only focuses on party members,” Mr. Thuan asked whether there should be a new policy.

Vietnam is moving towards population aging, the delegate emphasized, if there is no timely solution, it will be like other countries going through the aging stage.

Resolution 21 of the Central Committee clearly states "to promote the pioneering and exemplary role of each cadre and party member in implementing policies and guidelines on population work, especially having two children, focusing on raising good children, happy families, creating a widespread influence throughout society".
