Gia Lai establishes working group to remove obstacles in disbursing public investment capital...

The Chairman of the Gia Lai Provincial People's Committee assigned four vice chairmen of the Provincial People's Committee to be the Heads of four working groups to inspect, urge, and remove difficulties and obstacles in disbursing public investment capital and collecting state budget in the area in 2025.

The members of the working groups include leaders of the Departments of Finance, Construction, Agriculture and Environment, Health, Education and Training, Ethnicity and Religion and a number of related agencies. The specific members of each working group are decided by the Head of the Working Group. The Directors of Departments and heads of agencies are responsible for participating or sending department leaders and agency officials to participate in the Working Group.

The Chairman of the Provincial People's Committee also assigned the Department of Finance to act as the standing body of Working Groups No. 1 and 2; the Department of Construction to act as the standing body of Working Group No. 3; and the Department of Agriculture and Environment to act as the standing body of Working Group No. 4. The standing bodies of the Working Groups are responsible for assisting the Head of the Working Group in preparing the general report of the Working Group at the inspection session and reporting the inspection results, proposals and recommendations of the Working Group after the Working Group has conducted the inspection.

The working groups are responsible for directly inspecting a number of assigned departments, branches, sectors and localities and have inspection forms suitable for the remaining departments and localities, clearly identifying difficulties and bottlenecks at the grassroots level and the authority to resolve them; on that basis, directly directing the resolution of difficulties or synthesizing difficulties beyond their authority to report to competent authorities, ensuring quality, practicality and efficiency, in order to promote the disbursement of public investment capital, national target programs, and improve the efficiency of capital use.

The Team is also responsible for assessing the implementation of solutions to promote disbursement of public investment capital according to the direction of the Government and the Prime Minister in Resolution No. 01/NQ-CP dated January 6, 2023, Resolutions of regular Government meetings; directive documents of Government leaders on promoting disbursement of public investment capital in 2025; assessing the implementation of budget revenue estimates of each locality, relevant units assessing each revenue item and tax; summarizing difficulties and obstacles; analyzing the causes of difficulties and obstacles in the implementation process; reviewing responsibilities in leadership, direction, urging, inspection, review, and handling of difficulties, obstacles, and bottlenecks in public investment disbursement and state budget collection at each agency and locality, including the responsibility of the head; performing other tasks as assigned and directed by the Head of the Working Group.

The implementing teams shall report the inspection results and propose specific solutions to promote the disbursement of public investment capital, and send them to the Chairman of the Provincial People's Committee within 5 working days from the date of completion of the inspection. The inspection period is from the 10th to the 25th of each month.
