Proposal to build railway to replace BRT bus on Le Van Luong street

Hanoi To develop public passenger transport, the city plans to study the construction of 6 urban railway lines, including a line along Le Van Luong Street.

The Hanoi People's Committee is organizing to collect public opinions on the draft Project to adjust the general planning of Hanoi Capital to 2045, vision 2065 (replacing planning 1259 issued on July 26, 2011).

According to the draft, public passenger transport is forecast to meet 27-31% of demand by 2025 (currently 9.5%), of which buses account for 18-19% and urban railways 4-7%. By 2030, the response rate of public passenger transport will increase to 35-40%, of which buses account for 20% and urban railways 10-14%.

In addition to the 10 urban railway lines that have been planned and are being implemented, the consulting unit proposed to study and add 6 routes. Of which, 3 new routes are prioritized for consideration and addition, including the route along Le Van Luong Street to replace the BRT bus; the route in the North Red River urban area parallel to route 4 and connecting with Long Bien, Gia Lam; the route along the southern axis (connecting the central urban area and districts along the southern development axis with the second airport in Hanoi).

The three routes that continue to be studied and considered for addition are the route along National Highway 18 (connecting Noi Bai Airport with Bac Ninh); the route along Beltway 1 and the route along Beltway 2.

Because it is only a proposal for consideration and research, the consultant has not yet proposed the scale, the form of underground or above ground construction and the construction schedule. Meanwhile, Le Van Luong Street (2 km long) is narrow, with each side of the road being 11.25 m wide, and the median strip being 3-7 m wide, so it is very difficult to build an above ground railway. Going underground will also be difficult when there are currently about 15 high-rise residential, office and commercial buildings on both sides of the road and some vacant land plots are continuing to be built on high-rise buildings.

Regarding BRT route 01 (Kim Ma - Yen Nghia), the consultant believes that the management unit's survey shows that this is one of the bus routes that operates effectively. However, public opinion still has many views on the effectiveness and suitability of this type of bus for Hanoi. Therefore, the consultant proposes to continue to evaluate the actual BRT route 01 to consider the remaining BRT routes after 2030.

The Capital Transport Plan issued in 2016 outlined a roadmap to build 11 BRT bus routes by 2030, but so far there is only one route, Kim Ma - Yen Nghia.

According to the plan until 2030, the capital will have 10 urban railway lines with a total length of 417 km, of which 342 km will be elevated and 75 km underground. Currently, only the Cat Linh - Ha Dong line will be in commercial operation from January 2022, the Nhon - Hanoi Railway Station line is expected to operate the elevated section from April 30 to May 1, 2024 and the entire line will be operational in 2027.

The routes under implementation such as route 2 Nam Thang Long - Tran Hung Dao are proposing to adjust the general layout of station C9, next to Hoan Kiem Lake; route 3 Hanoi station to Hoang Mai and route 5 Van Cao - Ngoc Khanh - Hoa Lac have been approved by the city for investment policy. Route 1 Yen Vien - Ngoc Hoi is selecting a technical design consultant.

The city has also assigned the Hanoi Urban Railway Management Board (MRB) to prepare the remaining routes including: Nam Thang Long - Noi Bai; Tran Hung Dao - Thuong Dinh; Co Nhue - Ring Road 3 - Linh Nam - Bat Trang - Duong Xa.

According to the plan, after organizing public consultation, the draft Project to adjust the master plan of Hanoi Capital to 2045, with a vision to 2065, will be completed and submitted to the Government for consideration and comments in December and submitted to the National Assembly for consideration and approval in 2024.
