Accordingly, to implement the Project "Investing in the construction of at least 1 million social housing apartments (NƠXH) for low-income people and industrial park workers in the period of 2021-2030", the Prime Minister assigned Ho Chi Minh City to develop 69,700 NƠXH by 2030. In addition, Ho Chi Minh City's housing development program also sets a target of developing 93,000 NƠXH apartments in the above period.

However, according to the results from 2021 to June 2023, the total newly constructed area reached 15.35 million m2/50 million m2, only achieving 30.7% of the target set for the period 2021 - 2025. Of which, social housing developed 32,668 m2 of floor space, accounting for 1.31% of the target.

To achieve the set goals, the Department of Construction believes that it is necessary to supplement the supply of social housing projects and worker accommodation to increase the feasibility of implementing the housing floor area target in the 2021-2025 period and the 2026-2030 period according to the approved housing development program.

Ho Chi Minh City is promoting the development of social housing.

Through synthesizing proposals and evaluating the locations of planned social housing projects, the People's Committees of Thu Duc City districts have proposed 13 land plots planned for social housing and worker housing development. Of these, 8 land plots were already on the list of housing development in Ho Chi Minh City for the period 2021-2025 and from 2021-2022 before.

The remaining 5 land plots are assessed as suitable for project implementation locations with detailed construction planning, the ability to connect technical infrastructure, social infrastructure in the area, with the program, and the 5-year housing development plan approved by Ho Chi Minh City. The Department of Construction agreed to propose to synthesize these locations into the adjustment period of the Ho Chi Minh City housing development plan for the period 2021-2025.

In addition, to implement the Prime Minister's Project to develop 1 million social housing apartments for low-income people, the Department of Construction continues to review locations/land plots with orientations to develop social housing projects and worker accommodation, which is 21 locations/land plots.

In summary, the Department of Construction has proposed that Ho Chi Minh City add 26 project land plots with orientation to develop social housing projects and worker accommodation, with a total expected land area of ​​547.8 hectares in the adjustment period of Ho Chi Minh City's housing development plan for the period 2021-2025.

The land plots are divided into specific areas as follows: The existing inner city area includes districts 4, 8, Binh Thanh, Tan Binh with 4 land plots with an expected increase of about 10.73 hectares. The developing inner city area (districts 7, 12, Binh Tan) with 6 land plots with an expected increase of about 14.95 hectares;

The suburban district area includes Binh Chanh, Nha Be, and Cu Chi districts with 10 land plots with an expected increase in land area of ​​about 187.9 hectares;

Thu Duc City area with 6 land plots with expected additional land area of ​​334.13 hectares.

Previously, regarding the budget for developing social housing and workers' housing, the Department of Construction submitted a document to the City People's Committee to propose adjusting the expected capital source. Specifically, the expected budget capital for investing in the construction of state-owned social housing accounts for 5% of the total expected capital for investing in the construction of social housing, about 1,177 billion VND. Meanwhile, according to the Ho Chi Minh City Housing Development Program for the period 2021 - 2030, the budget capital for developing social housing is expected to be about 3,770 billion VND for the period 2021-2025 and about 8,640 billion VND for the period 2026-2030.

Therefore, the Department of Construction proposed to adjust the estimated budget capital for social housing development from about VND 1,177 billion to about VND 3,770 billion; Add about VND 326 billion to the budget capital for developing public housing in the Ho Chi Minh City housing development plan for the period 2021-2025.
