Kinhtedothi - On the afternoon of February 12, discussing in the hall about the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly, National Assembly deputies proposed that in order to implement the policy of decentralization and delegation of power, it is necessary to boldly increase the power of the National Assembly Standing Committee.
Authorize the Standing Committee of the National Assembly to resolve more quickly
Expressing his views on the completion of this law amendment, including the rearrangement of the National Assembly's apparatus and agencies, National Assembly delegate Ta Van Ha (National Assembly delegation of Quang Nam province) agreed with the policy of clearly defining the authority between the National Assembly, the National Assembly Standing Committee, the Government and other State agencies.
However, according to the delegate, to implement the policy of decentralization and delegation of power, it is necessary to boldly increase the power of the National Assembly Standing Committee. This could include adding powers, such as in important national projects, issues related to the budget, the area of protected forest land, and decisions previously stipulated by the National Assembly.
"If the investment policy for the projects is already available and the National Assembly has already decided, then these additional matters may fall under the authority of the National Assembly, but it is also necessary to boldly authorize the National Assembly Standing Committee to resolve them more quickly," said National Assembly delegate Ta Van Ha.
In addition, National Assembly delegate Ta Van Ha said that the National Assembly needs a mechanism to re-evaluate important decisions, to ensure that decisions not only bring national benefits but also avoid costly losses. Accordingly, there should be a provision clearly defining the responsibilities and control mechanisms for important decisions, to improve the effectiveness of the National Assembly's work, and at the same time help control and accurately evaluate the decisions of State power agencies.
Concerns about the name "extraordinary session"
Welcoming the National Assembly's holding of irregular sessions to promptly resolve many important issues of the country, however, National Assembly delegate Nguyen Anh Tri (National Assembly Delegation of Hanoi) said that "calling it an extraordinary session sounds a bit tense", the delegate agreed that it should be called "irregular session".
“The National Assembly meets when the people and the country need it. Meetings are effective, reasonable and save time,” said delegate Nguyen Anh Tri.
Vice Chairman of the National Assembly's Law Committee Ngo Trung Thanh shared that not only National Assembly deputies but also many voters are concerned about the name "extraordinary session". The Constitution stipulates that the National Assembly meets twice a year and the conditions for extraordinary meetings, but does not specify the specific name "extraordinary session".
“Therefore, this time the law is amended is an opportunity to specify and stipulate that in addition to the two regular sessions, the National Assembly will hold irregular sessions, and can even name the session numbers. This session should completely resolve the name” – delegate Ngo Trung Thanh expressed his opinion.
Expressing his agreement with the delegates, Deputy Head of the National Assembly Delegation of Dak Nong Province, Duong Khac Mai, affirmed that during this term, the National Assembly held 9 irregular sessions, resolving many important issues, contributing to liberating the country's resources.
“Anything that is unusual becomes normal. If we can change the name from “abnormal” to a special topic, it will be easier, so that each meeting becomes a normal task of the National Assembly in solving important issues of the country” - according to delegate Duong Khac Mai.
Sharing the same view, Deputy Head of the National Assembly Delegation of Bac Lieu Province Nguyen Huy Thai proposed considering a more suitable name or adding a regulation on the name "special session".
