(Dan Tri) - Over the past 6 months, the Chief Justice of the Supreme People's Court has submitted to the President the appointment of 16 new senior judges. The Supreme People's Court also proposed to develop a plan for the appointment of 3 Deputy Chief Justices of the Supreme People's Court for the 2026-2031 period.
This information is mentioned in the report sent to the National Assembly on the work of the courts. The report was signed by Chief Justice of the Supreme People's Court Nguyen Hoa Binh. According to statistics, as of March 31, the People's Court system had 13,833 positions, including 6,499 judges; 6,935 examiners, court clerks and equivalents, 81 officials and 318 other positions. In the 6 months (from January 20, 2023 to the end of March 2024), the Chief Justice of the Supreme People's Court submitted to the President for the appointment of 16 new senior judges, 99 intermediate judges and 101 primary judges. The Chief Justice of the Supreme People's Court also submitted the reappointment of 5 intermediate judges, 190 primary judges; and dismissed 3 judges. According to Chief Justice Nguyen Hoa Binh, the Supreme People's Court has proposed to supplement the planning of deputy chief justices of the Supreme People's Court for the 2021-2026 period, and at the same time develop a planning of deputy chief justices of the Supreme People's Court for the 2026-2031 period for 3 people. This agency also conducted the review process, took votes to recommend personnel to supplement the planning of leadership and management for the 2021-2026 term and the planning for the 2026-2031 term. Chief Justice Nguyen Hoa Binh's report stated that the Supreme People's Court has appointed or transferred to appoint, re-appoint leadership and management positions of the Supreme People's Court and High People's Court units for 46 cases; appointed, re-appointed the positions of chief justice, deputy chief justice of provincial/district People's Courts for 299 cases. Notably, the Supreme People's Court has issued a plan for the selection and promotion of judges in 2024 to supplement the number of judges lacking in the courts; and organized promotions for 193 people to the ranks of officers, specialists, senior specialists and equivalent. In a report to the National Assembly, Chief Justice Nguyen Hoa Binh said that the Supreme People's Court has established delegations to inspect the professional work in 2023 of high-level People's Courts and 2-level People's Courts in 25 provinces and centrally-run cities. This unit also organized 3 inspections and examinations of public service at the People's Court of Binh Duong province and 2 district-level People's Courts in Binh Duong; the People's Court of Cao Bang city, Cao Bang province and Cong Ly Newspaper, the mouthpiece of the Supreme People's Court. According to Mr. Binh, through the inspection and examination work, shortcomings and violations in the leadership and direction of the heads and the performance of professional duties of civil servants and judges have been pointed out. The courts have seriously reviewed and learned from experience. Referring to the tasks in the coming time, the Chief Justice of the Supreme People's Court affirmed that he will study innovation, improve the efficiency and quality of inspection and examination work, and tighten discipline and public service discipline. Thoroughly grasping the tasks of preventing and combating corruption and negativity, and completing the construction of a database on asset declaration work in the People's Court, Chief Justice Nguyen Hoa Binh emphasized the determination to prevent, repel, and strictly handle cadres and party members who have degraded in political ideology, ethics, and lifestyle.
