National Assembly Delegate Au Thi Mai: Speed ​​up the disbursement of public investment capital for projects under the Socio-Economic Recovery and Development Program

Delegates basically agreed with the report on the results of thematic supervision of the implementation of Resolution No. 43/2022/QH15. Delegates said that this is a resolution issued and implemented in a special context, when the COVID-19 pandemic is taking place and negatively affecting the country's socio-economic development and people's lives.

The implementation of Resolution No. 43 has achieved many positive results, contributing significantly to the prevention and control of COVID-19, bringing social life back to normal, promoting the economy to overcome difficulties, recover, grow, maintain macroeconomic stability, and ensure social security.

Some policies have been put into practice, brought into effect in a timely manner, and promoted the effectiveness of investment projects, contributing to supporting people, workers, and businesses to overcome difficulties, maintain and restore production and business...

However, in addition to the results achieved, some policies have not met the set plans and goals. Policies to support people and workers in some localities are still slow and confusing; the appraisal and settlement of support funds for beneficiaries are slower than required.

The procurement and supply of medicines, vaccines, and medical equipment to medical facilities is slow; the progress of implementation and disbursement of investment projects does not ensure the prescribed deadline in 2022-2023.

At the 6th Session of the 15th National Assembly, it was necessary to allow the extension of the implementation and disbursement time of projects using capital from the Program. Delegates also pointed out some causes of the existing problems and limitations.

To overcome the above shortcomings and limitations, delegate Au Thi Mai highly agreed with the proposals of the Supervisory Delegation, and at the same time recommended: The National Assembly should continue to allow the implementation of the 2% interest rate support policy for enterprises, cooperatives, and business households according to Resolution No. 43/2022/QH15 with easy-to-quantify loan conditions or hand over to Commercial Banks for appraisal and responsibility for loan conditions, to create favorable conditions for enterprises, cooperatives, and business households in accessing capital sources.

The delegate also requested the Government to consider and supplement the subjects eligible for loans for ethnic minority households and individuals living in communes and villages in ethnic minority and mountainous areas to ensure compliance with the beneficiaries specified in Section b, Point 3, Article 1 of Resolution 88/2019/QH14.

Regarding the social housing loan program under Decree 100/2015/ND-CP, Decree No. 49/2021/ND-CP proposes to supplement preferential lending regulations for individuals and households investing in building houses for low-income people to rent.

For the Central Ministries and branches, it is necessary to implement solutions to remove legal barriers and administrative procedures that are not favorable for production and business activities; continue to cut and simplify administrative procedures, improve the investment and business environment, etc. Along with that, review, amend and supplement inadequate legal documents to effectively implement Resolution 43.

Localities need to speed up the disbursement of public investment capital for projects under the Socio-Economic Recovery and Development Program; promptly remove difficulties and obstacles related to land; accept and prepare payment records as soon as the volume is available; ensure the completion of projects and the effective handover of works and projects.

At the same time, promptly implement the Party and State's policies and guidelines related to banking activities. Continue to promote the Bank-Enterprise connection program, increase people and enterprises' access to bank capital to develop production and business.

Along with that, continue to effectively implement timely support policies for people and workers in difficult circumstances due to the impact of the epidemic according to regulations.
