Deputy Prime Minister Nguyen Hoa Binh requested ministries, branches and localities to promote the achieved results, synchronously implement solutions to overcome limitations, speed up the implementation progress, and continue to create fundamental changes in the implementation of Project 06.
On the afternoon of November 14, at the headquarters of the Ho Chi Minh City People's Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a combined in-person and online conference on promoting the tasks of Project 06 in 12 provinces and centrally-run cities.
Attending the conference were Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; leaders of the ministries of Public Security, Information and Communications, Justice, Health, Natural Resources and Environment, Planning and Investment, Finance, Government Office; leaders of 12 localities including Ho Chi Minh City, Binh Duong, Dong Nai, Kien Giang, Quang Nam, Thanh Hoa, Phu Tho, Thai Nguyen, Thai Binh, Nam Dinh, Ninh Thuan, Binh Phuoc.
Important component of national digital transformation
On January 6, 2022, the Prime Minister issued Decision No. 06/QD-TTg approving the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030" (Project 06).
Project 06 has 7 major guiding viewpoints with the general goal of applying the national population database, electronic identification and authentication system in the national digital transformation process by 2025, with a vision to 2030 to serve 5 groups of utilities: Handling administrative procedures and providing online public services; serving socio-economic development; serving digital citizen development; perfecting the ecosystem serving connection, exploitation, supplementation and enrichment of population data; serving direction and administration at all levels.
Project 06 has achieved initial positive results, receiving the approval, support and high appreciation from people and businesses. Thereby contributing to changing management methods and improving the quality and efficiency of citizen management; saving time and effort; creating an important foundation for deploying online public services to serve people and businesses, contributing to promoting the development of digital government, digital economy and digital society.
The report of the Ministry of Public Security at the conference affirmed that after nearly 3 years of implementation, Project 06 has gone deep into every "nook and cranny", the awareness of 4 levels from the Central to local levels, is an important component of the current national digital transformation program.
The Government and the Working Group have identified and agreed on 5 principles to effectively and consistently implement Project 06, which are: Completing 5 issues on law, technology infrastructure, data, security and safety, and allocating resources (funds and people) for implementation; 4 are consistent from the Central to the provincial, district and communal levels; 3 values are social civilization, economic development and crime prevention and control; 2 are perceptions that are correct in the actual situation at the ministry, branch and locality and have creative and appropriate solutions; 1 is determination that the heads of units must be determined and resolute in directing and operating, demonstrated by the method of directing, clearly assigning people, clearly assigning tasks, clearly assigning time, and having inspection and monitoring mechanisms.
According to statistics, to date, the whole country has integrated 14.8 million citizen information into the Electronic Health Book on the VNeID application. As of November 13, 2024, 47 localities have deployed the issuance of Criminal Record Certificates on VNeID with 24,887 records (an increase of 45 localities compared to October 2, 2024).
At the same time, the digitization of over 46 million land plots in 461/705 districts nationwide has been completed, and 15 localities have completed the digitization of civil status data. Some localities have coordinated well with ministries and branches in implementing models to promote Project 06 in the area.
At the conference, delegates objectively assessed the current situation, achievements as well as difficulties and limitations that still exist in nearly 3 years of implementing Project 06, from incomplete data, lack of infrastructure, to legal issues and resources; shared good experiences, valuable lessons, and creative ways of doing things of units and localities; pointed out the contents that are still behind schedule, the issues that still have institutional, mechanism and policy problems that need to be focused on; proposed key solutions in the coming time to ensure the progress and effectiveness of the contents that need to be focused on such as data digitization, electronic health books, issuance of Judicial records, etc.
At the same time, leaders of central ministries and branches also discussed, answered and clarified issues of concern to localities related to handling and removing difficulties and obstacles, promoting the implementation of Project 06 in localities.
Speed up the implementation of Project 06
After listening to the opinions of leaders of ministries, branches and localities, and concluding the conference, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that digital transformation, digital economic development and digital society are inevitable, objective and global trends.
In recent times, the Government has paid special attention to promoting digital transformation with the Prime Minister's strong and close direction, the core of which is the implementation of Project 06. The Ministry of Public Security has closely monitored, urged, and worked responsibly in implementing Project 06. The initial positive results achieved have partly demonstrated the efforts of ministries, branches, and localities.
However, the Deputy Prime Minister also pointed out that, through the monitoring of the Working Group implementing Project 06, there are still some localities that have not achieved the expected results. The implementation of pilot models is still formalistic, without clear results; the role of Project 06 in socio-economic development and social management has not been well promoted. Some localities are at risk of not completing the digitization of civil status data in 2024. Many mechanisms and policies for the implementation of Project 06 are still lacking and need to be supplemented and completed soon;...
Emphasizing that Project 06 is an important political foundation, contributing to better governance of the country in the spirit of putting people and businesses at the center, and taking serving the people as the highest priority, Permanent Deputy Prime Minister Nguyen Hoa Binh requested ministries, branches and localities to promote the achieved results, synchronously implement solutions to overcome existing limitations, speed up the implementation progress, and continue to create fundamental changes in the implementation of Project 06.
In particular, ministries and functional branches need to pay more attention to training, resource allocation, supplementing and perfecting the lists and criteria in their fields to create favorable conditions for localities in implementation; promptly remove obstacles for localities within the scope and fields of their management.
Localities also need to be more proactive and make more efforts in implementing the tasks and requirements in the digital transformation plan in general and Project 06 in particular in the spirit of closely following the plan, having a roadmap and feasible solutions for implementation.
The report of the Ministry of Public Security also pointed out the localities that are still implementing slowly, or implementing weakly, lacking content. Therefore, localities need to pay close attention to reviewing and promptly finding effective and thorough solutions in the process of implementing the Project in the coming time.
At the conference, under the witness of Deputy Prime Minister Nguyen Hoa Binh and leaders of ministries, branches and localities, the Working Group implementing Project 06 signed a Plan of coordination with Binh Duong and Dong Nai provinces on data digitization and reuse of digitization results in handling administrative procedures in the fields of residence and land; signed a Plan of coordination with Kien Giang province in promoting the implementation of Project 06 in Phu Quoc city; launched an application linked with VNeID of Ho Chi Minh City.
