In recent times, the departments, branches and functional units of the province have resolutely implemented many solutions to complete the tasks of the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030" (Project 06).
Plan No. 46/KH-UBND dated February 19, 2023 of the Provincial People's Committee clearly identifies 41 specific tasks belonging to 7 groups of tasks of Project 06. In particular, focusing on key tasks related to collecting and cleaning population data, registering, activating and upgrading electronic identification accounts on the VNeID application; digitizing, updating and cleaning specialized databases linked to the National Population Database; deploying essential public services online...
By the end of 6 months of 2024, the departments, branches and functional units of the province have completed 7/41 assigned tasks; of which 5/6 time-bound tasks have been completed. Notably, the completion of updating and standardizing information for more than 1.5 million mobile subscribers in the province, reaching a rate of 100%. The province has organized a conference to launch and introduce 45 pilot models of Project 06, with the aim of promoting and introducing the benefits of the Project to the community, people and businesses. Along with that, the task of digitizing and updating civil status data in the province has been completed; officially bringing data and the Civil Status Registration and Management Information System to build and create data for the National Electronic Civil Status Database.
In addition, the member units of the Provincial Project 06 Working Group completed consulting on the organization and assignment of tasks, took charge of the implementation of tasks; reported and proposed rewards for outstanding achievements in performing unexpected and arising tasks and reviewed and criticized groups and individuals who did not complete their tasks. Thereby creating motivation to promote awareness, consciousness and responsibility in implementing the key tasks of Project 06.
Colonel Nguyen Thuan, Deputy Director of the Provincial Police, Deputy Head of the Working Group implementing Project 06 provinces, shared: In addition to the completed tasks with deadlines, the member units of the Working Group have actively implemented and achieved many positive results in the regular maintenance tasks, quickly implementing the remaining tasks. However, there are still some tasks that have reached the deadline, or have a deadline in the second quarter of 2024 that have not been completed, the progress is still slow, and there are many difficulties. The most notable are the difficulties in converting to using only VNeID accounts to log in to the Provincial Public Service Portal; digitizing records, creating shared data warehouses, implementing the Provincial Open Data Portal; implementing online public services on databases, etc.
The working group reviewed, analyzed the causes, pointed out solutions and assigned specific tasks to each department, branch and functional unit. First of all, it is necessary to coordinate the cleaning of specialized data on the basis of the National Population Database; actively deploy the utilities of Project 06 for key sectors and fields directly related to people's lives, such as: Health, education, tax, transportation, Labor - Invalids and Social Affairs, Social Insurance... At the same time, quickly review and evaluate existing databases or databases that can be built to put into operation and use to serve the settlement of administrative procedures; report to the Provincial People's Committee to issue a decision approving the list of administrative procedures to reduce the number of documents, simplify and standardize administrative procedures to facilitate people and businesses.
In particular, many key tasks of Project 06 are currently closely related to upgrading the province's administrative procedure settlement system. Therefore, the urgent requirement is to accelerate the progress of upgrading the Public Service Portal and the province's electronic one-stop system; complete the integration of using VNeID to log in to the Public Service Portal. At the same time, advise on issuing documents directing the assignment of online public service targets in 2024 for each department, branch, and locality; approve the proposal for the level for 100% of the province's information system. Departments, branches, and functional units are also developing plans and implementing inspections of compliance with regulations on ensuring security, safety, and protection of state secrets of databases, specialized software, machinery and equipment connected to and exploiting information from the National Population Database, in order to ensure safety during the implementation of Project 06 at departments, branches, branches, and localities.
