On February 18, the Project 06 Working Group and the Provincial Cyber Security and Safety Subcommittee held a conference to review the implementation of Project 06 and the work of ensuring cyber security and safety in the province in 2024; and deploy key tasks in 2025. Comrade Cao Tuong Huy, Vice Chairman of the Provincial People's Committee, chaired the conference. The conference was held online to 13 localities of the province.
According to the report at the conference, by the end of 2024, the province will complete 34/41 tasks specified in Plan No. 46/KH-UBND dated February 19, 2024 of the Provincial People's Committee on implementing Project 06 in 2024; at the same time, register with the Government Project 06 Working Group to deploy 13 more key tasks to promote Project 06; continue to maintain and replicate 33/45 utility development models of Project 06 and build 9 new models; complete the provision of 43/53 essential public services according to Project 06 on the National Public Service Portal...
Up to now, 100% of people in the province have had their information and personal identification numbers collected and updated on the National Population Database system, ensuring that the data is "correct, sufficient, clean, and alive". All eligible citizens have been issued chip-based ID cards, ID cards and electronic identification accounts; received more than 500 applications for electronic identification accounts for agencies and organizations; provided nearly 52,300 digital signatures for free to people... The "5-step process in the electronic environment" associated with the use of electronic digital signatures has been applied at all 3 levels; the rate of digitizing input files and returning electronic results is quite high...
In addition, 13 key tasks to promote Project 06 such as: Building the system and software for Electronic Health Book; piloting the implementation of digital primary school transcripts; collecting lump-sum taxes for individual business households, electronic invoices generated from cash registers; paying monthly pensions and social insurance benefits without using cash; digitizing household registration; digitizing records and results of handling administrative procedures; issuing Judicial Records on the VNeID application... continue to be maintained and effectively implemented.
In 2024, the province issued a plan and established a team to inspect and evaluate network safety and security at 17 departments, branches, and localities; chaired and organized 16 training conferences on ensuring network safety and security; organized a real-life cybersecurity drill in 2024 at the Department of Industry and Trade; deployed monitoring and early warning, ensured network safety and security according to the 4-layer model and deployed and put into operation a centralized anti-malware management system to ensure network information security for key information systems serving digital transformation...
Speaking at the conference, Mr. Cao Tuong Huy, Vice Chairman of the Provincial People's Committee, emphasized a number of tasks in implementing Project 06 in 2025, in which the most important task is to urgently implement the Project to upgrade the electronic one-stop system and the Provincial Public Service Portal. At the same time, the province maintains and continues to implement additional tasks to promote Project 06 registered with the Government Project 06 Working Group; continues to effectively implement the innovation of the one-stop mechanism, the interconnected one-stop mechanism in handling administrative procedures; immediately reuses digitized data through connection and data sharing; reviews and reduces the number of documents and papers, simplifies administrative procedures, and creates maximum convenience for people and businesses.
Continue to invest in and upgrade IT infrastructure, facilities, machinery and equipment, transmission lines; train, foster and improve the qualifications of staff performing digital transformation tasks and Project 06; replicate and promote the benefits from pilot models of Project 06; regularly and effectively maintain propaganda, fostering, training, and effectively promote the role of community digital technology teams...
In 2025, the province will continue to effectively implement the inspection and examination of compliance with regulations on network security and information security at departments, branches, and localities; organize drills on preventing and combating cyber attacks and disseminate and guide the work of ensuring network safety and security; research and propose investment, equipping systems, technical equipment and especially human resources to serve the work of ensuring network safety and security in the province; consolidate and put the activities of the provincial Network Safety and Security Subcommittee into order, with depth and practical effectiveness...
He requested departments, branches, units and localities to closely follow their functions and tasks, seriously implement the programs, plans and roadmaps, make efforts to avoid backlogs and "bottlenecks"; maintain the regular reporting regime to evaluate implementation results, review responsibilities and rewards; assign focal points and clearly define implementation responsibilities to ensure that after streamlining the apparatus, the tasks of Project 06 and the work of ensuring information security and safety continue to operate smoothly and effectively without interruption. Departments, branches, units and localities need to promote political determination and the exemplary leading role of heads and heads of agencies, units and localities; resolutely direct slow-progressing tasks, remove difficulties and bottlenecks according to the principle of "leading from the top down, organizing implementation and removing obstacles from the bottom up".
