Lotes Vietnam Co., Ltd. (Lien Ha Thai Industrial Park) specializes in manufacturing electronic components. Although there are many solutions to attract human resources, especially qualified and skilled human resources, the labor shortage in this enterprise has not been completely resolved. The company is lacking about 1,000 employees in the positions of technical staff, processing departments, punching, plastic injection, and electroplating.
Ms. Nguyen Thi Diu, Head of the Company's Human Resources Department, said: In 2025, we are having difficulty recruiting skilled workers due to the current shortage of supply. To attract workers, we have many preferential mechanisms such as supporting food expenses, transportation expenses, dormitory expenses, and even housing expenses for workers. Our company hopes that Thai Binh province will pay attention to supporting and connecting the training of skilled workers to meet the recruitment needs of businesses in the province.

The shortage of qualified and skilled human resources has also occurred at Headway Company Limited (Tien Hai) for a long time. As a textile and garment manufacturing enterprise, the Company currently provides jobs for 450 workers. However, for positions requiring professional skills or in senior management positions, the Company is lacking about 50 employees.
Mr. Cui Zhiyong, Director of Headway Co., Ltd. shared: The shortage of qualified workers has occurred in the past 5 years. Although the average salary of workers at our company is quite high compared to the general level in Tien Hai district, recruiting workers, especially skilled workers, is not easy.
In recent years, Thai Binh province has attracted large enterprises and corporations to invest. The whole province currently has 1 economic zone, 10 industrial parks and 50 industrial clusters with over 11,000 registered enterprises. Enterprises in the fields of garment, footwear, electronics, mechanics, and construction materials production are in great need of qualified and skilled workers.
Mr. Tang Quoc Su, Head of the Department of Labor - Employment, Department of Home Affairs, said: The shortage of skilled workers in enterprises is a "quite a headache" problem in many industries, especially in the fields of manufacturing, technology, construction and technical services. The cause of this situation is that the training programs of vocational training institutions have not kept up with the actual needs of enterprises, leading to a shortage of human resources with suitable expertise. Workers' income is still low; many skilled workers choose to work in areas with higher salaries. Some enterprises do not have effective policies to attract and retain technical workers, causing skilled workers to change jobs continuously. In addition, the development of technology makes many industries require new skills, while workers have not had time to fully adapt.
To meet the recruitment needs of businesses and the demands of the labor market, training institutions and vocational education institutions in the province have actively and proactively innovated training content and methods to create human resources with qualifications and vocational skills.
Mr. Dang Nguyen Manh, Principal of Thai Binh Vocational College, said: We determine that only training quality is the basis for the school to meet the current requirements for human resource quality. The school focuses on improving the quality of lecturers; building, researching and adjusting training programs, editing teaching materials; and at the same time organizing and implementing training programs combining the school with businesses to improve the effectiveness of vocational training quality.

The population of Thai Binh province is currently over 1.9 million people, the labor force of working age is about 1.2 million people; the rate of trained labor is about 75.7% (of which over 26% have degrees and certificates). In the current digital and green technology era, training a quality labor force with vocational skills is a mandatory requirement to increase productivity and labor efficiency.
Mr. Dang Nguyen Manh, Principal of Thai Binh Vocational College, said: Training institutions must optimize resources, identify enterprises as the center and focus; consider scientific and technological development, innovation, and digital transformation as the only way to improve training quality. To do so, we must discover the essential needs of enterprises for human resource quality in order to have a direction to deploy and organize appropriate training activities.
