The power of the "magic sword"
Throughout the process of leading the Vietnamese revolution, the Communist Party of Vietnam has always affirmed its pioneering and core role in leading the cause of building and defending the Fatherland. To fulfill that mission, building a clean and strong Party is not only an inevitable requirement but also a prerequisite to ensure that the Party always maintains the trust and support of the people.
One of the important solutions to achieve that goal is the work of inspection, supervision (KTGS) and strict discipline within the Party. It is considered a "sword" because of its extremely important role in maintaining discipline, law and purity of the Party. This is not only a method to help the Party self-rectify and self-renew, but also an effective tool to prevent degradation, corruption and negativity, contributing to strengthening the strength of the Party and the political system.

Yen Bai Provincial Party Committee with over 63 thousand party members, the work of inspection and supervision has been focused on by Party committees at all levels from the province to localities and has many innovations, from strengthening thematic inspections, regular supervision to strictly handling violations.
The province has issued documents to lead, direct and implement the work of inspection and supervision according to its authority, ensuring synchronization, comprehensiveness, and limiting overlap between the Party's inspection and supervision work with the State inspection, supervision of the People's Council and socio-political organizations.
The focus is on Directive No. 43-CT/TU dated December 22, 2023 of the Provincial Party Standing Committee on improving the quality and effectiveness of regular supervision work of Party committees at all levels, inspection committees (ICs) and specialized agencies advising and assisting Party committees at all levels in the Provincial Party Committee; Regulation No. 50-QD/TU dated April 15, 2024 on controlling power, preventing corruption and negativity in inspection and supervision work, enforcing Party discipline and in inspection and auditing activities in Yen Bai province; Conclusion No. 728-KL/TU dated October 25, 2023 on orientations for developing programs and plans for inspection and supervision in 2024...
Consistently upholding the Party's principles and discipline, ensuring that all Party organizations and Party members strictly comply with the Party's Charter, resolutions, directives and regulations; promptly preventing and handling violations, protecting the purity and strength of the Party, the Provincial Party Committee pays special attention to improving the quality and effectiveness of regular supervision work; strengthening inspections when there are signs of violations, ensuring the process and quality of inspections and comprehensively completing the Inspection and Supervision Program.
In 2024, the province directed the Provincial Party Committee's Inspection Commission to conduct inspections when there were signs of violations against the Standing Committee of the Party Committee of 6 communes under the Tram Tau District Party Committee; the Party Executive Committee of the Department of Natural Resources and Environment, and to inspect signs of violations against leaders and Party members. Party committees at all levels periodically supervised 300 Party organizations and nearly 1,500 Party members (948 Party committee members); periodically inspected nearly 500 Party organizations and over 3,400 Party members (nearly 1,700 Party committee members).
The Provincial Party Committee Standing Committee inspected when there were signs of violations against the Party Committee of the Provincial People's Committee. Through investigation and verification, it was determined that 13 Party organizations and 42 Party members were involved; it was concluded that 5 Party organizations and 19 Party members had violated the law, and 3 Party organizations and 19 Party members were disciplined. The grassroots Party Committee inspected 1 Party organization and 2 Party members for delaying the transfer of Party activities, and arbitrarily going abroad without reporting to the direct management Party Committee and the Party Committee where they were working. Through inspection, it was concluded that 2 Party members violated to the extent that disciplinary action was required, and 1 Party member was disciplined.
The Provincial Party Standing Committee disciplined 3 Party organizations by reprimand and warning. Party committees at all levels and Party cells disciplined 162 Party members (38 Party committee members) by reprimanding 130 Party members, warning 21 Party members, dismissing 1 Party member, and expelling 10 Party members. Inspection Commissions at all levels supervised 284 Party organizations and 570 Party members, including over 540 Party committee members; inspected 11 Party organizations and 55 Party members (35 Party committee members) when there were signs of violations; inspected the implementation of inspection and supervision tasks for over 660 Party organizations; inspected the consideration of Party discipline for 665 lower-level Party organizations; disciplined 2 Party organizations by reprimand; Disciplinary action was taken against 86 party members (22 committee members) by various means, including dismissal of 1 party member and expulsion of 40 party members. Party financial inspection of 1 financial agency of the same-level committee; Party financial inspection of the lower-level committees of 5 party organizations; inspection of the collection, payment, management and use of party fees for over 570 organizations; and resolution of disciplinary complaints against 1 party member.
Strengthen control of asset and income declaration
At the same time, Yen Bai directed the strict implementation of Decision No. 56-QD/TW dated February 8, 2022 of the Politburo "On promulgating the Regulation on coordination between agencies controlling assets and income".
Accordingly, the Provincial Party Committee's Inspection Commission and the Inspection Commissions of the District Party Committees, Town Party Committees, and City Party Committees have received and managed nearly 2,100 asset and income declarations of people who are required to declare according to regulations; of which, the Provincial Party Committee's Inspection Commission has received and managed 457 asset declarations of people who are required to declare who are cadres under the management of the Provincial Party Committee Standing Committee and people who are required to declare working in the Party agencies of the province; verified assets and income in 2024 for 170 cases...
The province also pays great attention to improving the quality of the team of KTGS cadres. Last year, the Deputy Head of the Inspection Committee of Yen Bai City Party Committee, Tram Tau District Party Committee, and the Party Committee of the Provincial Agencies and Enterprises Bloc were strengthened; 2 full-time members of the Inspection Committee of Nghia Lo City Party Committee, 1 full-time member of the Inspection Committee of Yen Binh District Party Committee and 1 full-time member of the Inspection Committee of Luc Yen District Party Committee were strengthened.
In particular, thousands of cadres and party members in the province have been trained, updated their knowledge, fostered, and improved their political, professional, and technical qualifications... That shows the great care and attention of the province to build a team of cadres and party members with good qualities, ethics, and capacity, meeting the requirements of tasks in the new situation.

Strengthening faith
Looking at the work of Party Inspection and Supervision in 2024 and the number of 50 Party members who had to be expelled from the Party, we cannot help but feel regretful but have more confidence in the strictness of Party discipline. Party committees at all levels and Party organizations in the Provincial Party Committee have not concealed the shortcomings of their organizations, their cadres, Party members and comrades. It can be seen that when Party Inspection and Supervision is carried out in a methodical and serious manner, it helps to prevent from the root the signs of degradation in political ideology, morality, lifestyle, "self-evolution" and "self-transformation" within the Party.
At the same time, regular supervision helps strengthen the sense of responsibility and raise the awareness of self-cultivation and training of cadres and party members. Inspections not only detect violations early but also help prevent, deter and warn against violations.
With the viewpoint that Party discipline does not stop at handling violations but more importantly aims to educate, deter, help cadres and party members recognize mistakes to correct, at the same time create a transparent, democratic and responsible working environment, the work of Party discipline inspection is directed by the Provincial Party Committee towards the highest goal of Party discipline, which is to build a team of cadres with qualities, capacity, courage, serving the people and the country.
The number of Party members who violated Party discipline and were forced to leave the Party ranks is very small compared to the 1,900 new Party members admitted to the Party last year. Building a clean and strong Party through strict discipline and inspection is not only the responsibility of the Party organization but also the task of each cadre, Party member and the entire people. The Provincial Party Committee has set a requirement for the inspection work to be truly innovated and improved in quality according to the motto "Regular supervision, focused and key inspection", proactively grasping the situation, promptly detecting and handling arising issues right at the grassroots level.
In particular, special attention is paid to the quality of the staff doing inspection work at all levels, ensuring that they meet the requirements and tasks in the new situation. President Ho Chi Minh affirmed: "To lead the revolution, the Party must be strong. A strong Party is due to good Party cells. Good Party cells are due to good Party members". Reality has shown that each good Party member has been and is a healthy cell to build our Party clean and strong.
