NTM with the highest goal and destination of improving people's lives is a solid foundation to promote sustainable socio-economic development in Viet Cuong. The clearest evidence of these efforts of this locality is that the average income of the people has reached over 65 million VND/year, far exceeding the target set by the Resolution of the Commune Party Committee for the term 2020 - 2025.

For that achievement, the people are the direct beneficiaries. For that reason, in the early stages, mobilizing people to join hands to build new rural areas in the locality was difficult, but later on, people became more voluntary and responsible. Talking to people to understand and voluntarily participate in building new rural areas is no longer difficult" - Secretary of the Party Committee of Hoang Viet Bien commune confided.

Clearly defining that building a new rural area has only a starting point, not an ending point - it is the task of the entire political system, done by the people, benefited by the people, supported by the State. Viet Cuong sets the goal of building an advanced new rural area towards "Developed agriculture, civilized countryside and happy farmers".

The Party Secretary of Hoang Viet Bien commune said: "Only when there is consensus and active participation of the people, will the construction of advanced rural areas be successful and sustainable. We must make people fully aware of their roles, responsibilities, and rights in the construction of advanced rural areas, so that the requirements become the needs of the people, receive the people's consensus and response, and create a vibrant emulation movement that spreads more and more widely."

The propaganda method is not heavy on theory but is rustic, simple, and practical with the living needs, living environment, living conditions of each family, each village, and the practical life of the community; using the exemplary and positive examples of cadres and party members to encourage people to respond and follow.

Along with the funding support from the superiors, with the method of socialization, the people have contributed to the implementation of construction items worth over 85 billion VND. Up to now, 100% of communal and village roads in the commune have been solidified, of which 100% of communal roads and over 85% of village roads have lighting systems; 100% of intersections between communal roads and provincial roads have traffic signs and over 70% of roads have shade trees; over 90% of alleys and hamlets have been concreted; 100% of roads to production areas have been newly opened and upgraded to ensure convenient travel for agricultural production.

The national grid ensures safety and stability for 100% of households. Schools and clinics have been invested in and upgraded to meet the needs of teaching and learning as well as medical examination and treatment of the people. The commercial infrastructure has gradually met the trading needs of the people in the area and neighboring communes.

NTM has really created a strong qualitative change when the local agricultural economy has made a breakthrough. Viet Cuong has planned and developed concentrated commodity production areas linked to the value chain associated with product consumption with a tea growing model of over 100 hectares, linking households to synchronously apply technical stages from land preparation, planting, care, and intensive cultivation of clean tea production. The strong crops and new crops in Viet Cuong are cinnamon, four-season lemon, Bat Do bamboo shoots... which have been and are promoting economic efficiency.

In particular, the Dao ethnic group has developed a concentrated cinnamon growing area of ​​about 2,000 hectares; established Dong May Cinnamon Cooperative, the goal is not only to process raw products but also to develop cinnamon products in the direction of deep processing. The four-season lemon tree with over 70 hectares is also a crop that is giving economic value 5-6 times higher than the rice plant planned for the area... Currently, the commune has 2 products that meet the 3-star OCOP standard: Aqua Viet Cuong Pure Water, Viet Cuong Bat Tien Tea, ensuring food safety requirements, with packaging, labels and have been sold on Yen Bai e-commerce channel.

In fact, building a new rural area is not only a socio-economic development program but also a long-term strategy to improve the quality of life for the people. The construction of an advanced new rural area has made Viet Cuong a truly livable countryside. The appearance of the countryside and the material and spiritual life of the people have changed significantly. The rural environment is brighter - greener - cleaner - more beautiful. The infrastructure system has been completed synchronously, meeting the requirements of local socio-economic development. Viet Cuong has no temporary or dilapidated houses; solid houses reach over 98%; the number of poor households in the commune has decreased to 0.59%. Currently, the commune has 7/12 villages meeting the standards of a model new rural village.

Building an advanced new-style rural commune, Viet Cuong commune has had over 600 households voluntarily donating land to build infrastructure works in the area, such as opening 3.2 km of new roads, connecting road between provincial road 172 - IC 12; expanding the road surface and building sidewalks on 1.2 km of the commune center road; upgrading Khe Do road, 2.2 km long...
