Hanoi planning has 14 routes, but only 2 routes have been implemented.
This afternoon (July 2), the Hanoi People's Council gave its opinion on the Master Plan for investment in the construction of the capital's urban railway system, voting with 83/89 delegates present in favor of adding this content to the Resolution on key tasks of socio-economic development, security, national defense and budget revenue and expenditure in the last 6 months of 2024.
In which, the City People's Council assigned the City People's Committee to receive opinions to complete the Project and submit it to competent authorities for approval.

Discussing the project, delegate Pham Thi Thanh Mai (Nam Tu Liem Group) proposed that, to ensure strictness and caution, the City People's Council agreed to give opinions, the City People's Committee will complete the content of the Project to continue reporting to competent authorities.
Delegate Tran Khanh Hung (Ba Vi Group) highly agreed with the view that the City People's Council should give opinions on the contents for the People's Committee to study and propose to competent authorities, because the Project proposes 23 mechanisms and policies that have a great impact on the city's socio-economic development.
Delegate Vu Duc Bao (Gia Lam Group) said that what needs to be discussed is the mechanism for implementing the Project, but currently the City People's Committee has not had many solutions for implementation. Delegate Vu Duc Bao suggested that the City People's Council agree to include this content in the key tasks of socio-economic development, security, national defense and budget revenue and expenditure for the last 6 months of 2024.

Chairman of the Hanoi People's Council Nguyen Ngoc Tuan emphasized that the urban railway issue of Hanoi is very urgent; according to the planning, Hanoi has 14 routes, but currently the city has only implemented 2 routes.
The Chairman of the City People's Council also agreed that the People's Council should contribute comments to the Project so that the City People's Committee can promptly complete it and report to competent authorities; at the same time, this content will be included in the Resolution on key tasks of socio-economic development, security, national defense and budget revenue and expenditure in the last 6 months of 2024.
More than 55 billion USD needed to build nearly 600km of urban railway
According to the previous report of the City People's Committee, the goal of the Project is to develop a synchronous and modern urban railway system, meeting the city's public transport needs, contributing to restructuring the city's transport methods in a sustainable, harmonious and reasonable direction; striving for the public passenger transport rate to reach 50-55% in 2023; after 2035, it will reach 65-70%.
Based on the identified viewpoints, goals and principles, the city proposes "1 plan, 3 phases" of investment as follows:
Phase 2024-2030: Complete construction of 96.8km (including lines 22, 3, 5); carry out investment preparation work for 301km (including lines 1, 2A extending to Xuan Mai, 4, 6, 7, 8, and connecting satellite cities). Preliminary capital demand for this phase is about 14.602 billion USD.
Hanoi needs more than 55 billion USD to complete its urban railway network.
Phase 2031-2035: Complete construction investment of 301km. Preliminary capital demand is about 22.572 billion USD. Regarding transport capacity, after 2030, urban railways will handle 35-40% of public passengers and the total capital demand by 2035 is about 37.174 billion USD.
Phase 2036-2045: Complete investment in construction of 200.7km of urban railway lines, adjusted and supplemented according to the approved Capital Planning and adjusted Capital Master Planning. Preliminary capital demand is about 18.252 billion USD.
Regarding Hanoi's mobilization plan, the report stated that the total ability to balance the capital sources that can be mobilized by the city by 2035 is about 28.560 billion USD. Thus, from now to 2035, the city needs the Central Government to support about 8.614 billion USD in the two medium-term periods of 2026-2030 and 2031-2035.
After 2035, Hanoi city will proactively mobilize capital to invest in additional urban railway lines.
