On the morning of December 13, at the discussion session of the 15th session of the 10th term of the Da Nang City People's Council for the 2021-2026 term, many delegates discussed the flooding situation and urban drainage solutions.
According to delegate Le Van Dung, the delegation of the People's Council of Hai Chau district, heavy rains have shown that the flooding situation in some areas in Da Nang is becoming more complicated. Statistics on the rains in 2022 and 2023 show that the locality has about 50 flooded areas, including some heavily flooded areas such as Me Suot, Cau Da Co; Yen The - Bac Son - Ton Duc Thang; Alley 96 Dien Bien Phu...
There are many objective and subjective reasons such as the city's drainage system and regulating lakes are overloaded. Rapid urbanization leads to concreting, significantly reducing the permeability, reducing the area of ponds, lakes, and low-lying areas for water regulation. Some major drainage projects have not been completed. Dredging and clearing work is not synchronized...
“I think the main reason is the extreme change in weather. From 1979 to 2021, the average annual rainfall was about 50mm/hour and the maximum was 100mm/3 hours. However, in 2022, the rainfall was 150mm/1 hour and 407mm/3 hours. In 2023, the average rainfall was 73mm/1 hour and 145mm/3 hours…
The main drainage network has not fully exploited its natural advantages. The drainage lines are circular, long, and concentrated in the same discharge area, leading to conflicts and mutual obstruction of flow." - said delegate Dung.
To solve the overall flooding situation, according to delegate Dung, large resources and a long time are needed. In the immediate future, in addition to dredging, clearing, and speeding up the construction progress to complete the unfinished main drainage lines, the city needs to prioritize resources to immediately handle some locations. Invest in some new drainage routes to rivers and bays to divide the current drainage routes and exploit the advantages of being adjacent to rivers and seas. The city must focus resources on flood prevention projects.
Regarding this issue, Mr. Phung Phu Phong, Director of the Department of Construction of Da Nang, said that this is a problem in all urban areas, not just in Da Nang. The locality has had instructions from city leaders at all levels to assess and identify existing shortcomings in the drainage system, especially after the historic rain on October 14, 2022. Urban flooding is caused by urban management. Accordingly, some flooded areas have not yet invested in drainage infrastructure, the situation of people building houses on agricultural land...
In 2024, in addition to regular tasks, the city will continue to rectify from districts to departments and branches to carry out dredging, proactively prepare for rains, forecast work, etc. At the same time, the locality will purchase equipment and improve the ability to handle urban flooding.
Regarding the "flood center" of Me Suot, the People's Committee of Da Nang City has assigned the competent authorities to study and propose a drainage culvert on Phung Hung Street (section from Hoa Minh Ward to Da Nang Bay) to reduce the load on Phu Loc Canal, completing the appraisal of the dossier in the first quarter of 2024. In the immediate future, the city has directed the review of the flow, assessing the shortcomings for appropriate handling in January 2024.
According to Mr. Phong, the City People's Committee has directed to speed up the progress of ongoing drainage projects; survey and evaluate to promptly dredge and renovate the regulating lake before the rainy season.
In the long term, the authorities will research and develop an early warning system. The city is implementing a specialized plan for water supply and drainage with input data from rains and climate change calculations... It is expected that the report will be submitted for approval in June 2024.
Mr. Luong Nguyen Minh Triet, Chairman of the People's Council of Da Nang City, acknowledged that this is a legitimate concern, and voters have reported it quite a lot. Mr. Triet suggested that the construction industry as well as other industries must work synchronously, from the investment stage, funding for procurement, to the planning stage, the technical stage and the propaganda stage to mobilize people's participation. In particular, prioritizing resources to completely resolve each severely flooded area, not investing widely.
"The regulating lake is also difficult to dredge and dump the mud, I see that it has been half a year and still no answer. This is our problem and cannot be blamed on the mechanism, policies, and legal regulations. This is the result of coordination and direct resolution from our own cause. Identifying that problem comes with solutions to resolve it completely. I request the People's Committee of Da Nang City to pay attention to this matter," Mr. Triet emphasized.
