On January 20, a survey team led by Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong visited the XL6 construction site through Cu Chi District (Ho Chi Minh City) to survey the progress of site clearance and implementation of the Ho Chi Minh City Ring Road 3 project. On this occasion, the team also visited and gave Tet gifts to engineers and workers at the construction site for working through Tet to ensure the project's progress.
Mr. Le Ngoc Hung, Deputy Director of the HCM City Traffic Construction Investment Project Management Board (abbreviated as the Traffic Board) said that the project has 14 construction and installation packages, including 10 main construction and installation packages (4 packages have been implemented) and 4 packages for operation and exploitation.
To date, the project has received 1,433/1,694 cases of site handover (84%), while 261 cases have not agreed to handover. The site area has been handed over more than 98% but there are still some locations that are not synchronized, affecting the progress of the package implementation. Mr. Hung recommended that localities continue to mobilize people to hand over the site before April 30.

Provinces pledge to support Ho Chi Minh City Ring Road 3 project with 9 million cubic meters of sand
Regarding the sand supply for the project, the Department of Transport has coordinated with the Department of Natural Resources and Environment of Ho Chi Minh City to work with the Department of Natural Resources and Environment of the Mekong Delta provinces (Vinh Long, Tien Giang, Ben Tre) to commit to support the project with about 9 million m3 .
"In 2024, we will deploy the remaining 6 construction packages, basically completing the work of handling weak soil on the highway section and the substructure of the bridges on the main route," said Mr. Hung, adding that he will coordinate with the 3 provinces of Dong Nai, Binh Duong, and Long An to complete the highway section by the end of 2025 and complete the entire project by the end of 2026.
Mr. Phan Cong Bang, Deputy Director of the Ho Chi Minh City Department of Transport, noted that the project construction unit must ensure traffic safety and environmental sanitation when constructing on existing roads.
Ho Chi Minh City leaders present gifts to outstanding households handing over land for the Ring Road 3 project.
At the survey, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong commented that the Ring Road 3 project has many innovations, especially the implementation of the policy of counting and measuring before issuing compensation decisions and approving the land price adjustment coefficient twice (the first time for agricultural land and households with residential land who agree, the second time for the remaining households).
Mr. Bui Xuan Cuong suggested that it is necessary to organize regular meetings, advise on immediate resolution of arising issues, and absolutely not let any congestion occur at any stage. For the 261 cases that have not yet handed over the land of Ho Chi Minh City's Ring Road 3, the units should focus on resolving them, ensuring social consensus and harmonizing the interests of the people.
Previously, leaders of the Ho Chi Minh City People's Committee and the working delegation also presented gifts to typical households handing over land for the Ring Road 3 project in Tan Thoi Nhi commune (Hoc Mon district) and Binh My commune (Cu Chi district).
On June 18, 2023, Ho Chi Minh City Ring Road 3, the largest project ever in the Southeast region, officially started construction. The project is very important, has a spreading effect, and creates momentum for the socio-economic development of Ho Chi Minh City in particular and the provinces in the Southeast region in general.
According to the Ministry of Transport, Ho Chi Minh City Ring Road 3 is 76 km long with a total investment of VND75,378 billion. The project passes through 4 localities: Ho Chi Minh City, Dong Nai, Binh Duong, Long An. Ho Chi Minh City Ring Road 3 has 8 component projects, each locality does 2 projects including construction and site clearance.
