Determined to start construction of resettlement area for households in the Mong village reservoir project phase 1 before April 30

On the afternoon of March 27, a working delegation of the Ministry of Agriculture and Environment led by Deputy Minister Nguyen Hoang Hiep inspected the implementation of the compensation, support and resettlement component of the project "Phase 1 of Ban Mong Reservoir, Nghe An Province" in Nhu Xuan district.

The working group inspected the resettlement area for 107 households in Dong Trinh village, Xuan Hoa commune.

The delegation included comrade Le Duc Giang, member of the Provincial Party Committee, Vice Chairman of the People's Committee of Thanh Hoa province; leaders of relevant departments and branches of the province and specialized departments and offices of Nhu Xuan district.

The Ban Mong Reservoir Project is built on the Hieu River, with a reservoir area of ​​25 km2, mainly located in Nghe An province and partly in Nhu Xuan district (Thanh Hoa).

Implementing the Project "Ban Mong Reservoir Phase 1, Nghe An Province", the People's Committee of Nhu Xuan District was assigned as the investor of the Compensation, Support and Resettlement Component in the district.

After the inspection, at the working session, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep highly appreciated the attention and direction of Thanh Hoa Provincial People's Committee, the efforts of the investor, contractors and related sectors and localities in the project implementation process. However, according to the Deputy Minister of Agriculture and Environment, the implementation progress is still slow and needs to be further promoted in the coming time.

By December 25, 2024, the District Land Clearance Council (GPMB) had completed the pricing and publicly posted the compensation, support and resettlement plan for 110/110 households, families and individuals in the resettlement area in Xuan Hoa commune. However, by December 31, 2024, the District People's Committee had only approved the first phase of compensation and support for 34 households and individuals eligible for compensation and support and Thanh Hoa Rubber One Member Co., Ltd. with a total cost of 19,605 million VND...

The remaining 107 households with an area of ​​266.85 hectares are not eligible for compensation. The District People's Committee has sent a document to the Provincial People's Committee to consider submitting to the Provincial People's Council a request for a special support mechanism with a total cost of 64,017,572,788 VND. However, the Provincial People's Committee is requesting a review before submitting to the Provincial People's Council to issue a special support mechanism.

For the departure area in Thanh Son village, Thanh Hoa commune, by December 20, 2024, the Land Acquisition Council had completed the inventory of 154 hectares belonging to 119 households. However, there is currently no basis for approving the compensation, support and land acquisition plan, because the resettlement area has not been completed. After completing the resettlement area, the District People's Committee will deploy the approval of the compensation, support and land acquisition plan in accordance with the provisions of the 2024 Land Law.

For the additional border marker placement package at a scale of 1/1000, on March 24, 2025, the District People's Committee signed a contract with a consulting unit. The consulting unit is currently implementing the project and is expected to be completed before April 30, 2025. For the consulting package to develop a plan for exploiting and utilizing forest products, a contract has been selected and signed with a consulting unit to prepare a dossier for exploiting and utilizing forest products. At the meeting, Nhu Xuan district requested the Ministry of Agriculture and Environment to consult with the Vietnam Rubber Industry Group to consider supporting care wages during the basic construction period for 34 households with contracts with Thanh Hoa Rubber One Member Co., Ltd.; pay attention to directing the approval of compensation, support and land recovery plans for 107 households in Xuan Hoa area; request the Provincial People's Committee to promptly issue a document reporting to the Ministry of Agriculture and Environment for consideration and agreement so that the District People's Committee has a basis to approve adjustments and supplements to the 1/500 planning to implement resettlement for the above households according to regulations.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Duc Giang thanked the working delegation of the Ministry of Agriculture and Environment for their attention, direction and guidance in removing existing problems and obstacles so that Nhu Xuan district could speed up the implementation progress of the project's components.

Concluding the meeting, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep emphasized: The Ban Mong Reservoir Project is a national key project. To complete the project as planned, localities need to be more proactive and determined in directing the implementation.

The Deputy Minister requested the People's Committee of Thanh Hoa province to advise the Provincial People's Council to issue a special support policy for 107 households living and cultivating on the land of Thanh Hoa Rubber One Member Co., Ltd., as a basis for the Compensation and Support Council of Nhu Xuan district to approve the compensation and support plan and issue a decision to reclaim the land. The People's Committee of Nhu Xuan district will speed up the approval of the construction drawing design, then carry out the procedures to select the construction unit and start the construction of the resettlement area before April 30, 2025.

He agreed with the proposal to add 21 households to the resettlement area, and assigned the District People's Committee to adjust and supplement the 1/500 planning for implementation. The Ministry of Agriculture and Environment will work with the Vietnam Rubber Industry Group to consider the proposal to support wages for rubber tree care during the basic construction period for 34 households with contracts with Thanh Hoa Rubber One Member Co., Ltd.
