The leaders of Can Tho City People's Committee requested the two districts of Ninh Kieu, Binh Thuy and the Land Fund Development Center to speed up site clearance for the project to expand 7km of National Highway 91.


On March 26, Mr. Truong Canh Tuyen, Chairman of Can Tho City People's Committee and relevant departments inspected the progress of the project to upgrade and expand National Highway 91 (section from Km0 - Km7).

After inspecting the Binh Thuy bridge project, which is expected to start construction on April 30, Mr. Truong Canh Tuyen had a working session with local leaders of Ninh Kieu and Binh Thuy districts, where the project passes through.

The report of the Can Tho City Construction Investment Project Management Board (project investor) said that the total planned land area of ​​the project is nearly 27.3 hectares, of which the area requiring site clearance is nearly 7 hectares, and the State-managed land area is more than 20 hectares.

The total number of affected households, individuals and organizations is 1,066 cases, including 83 organizations, the rest are households and individuals.

The project's resettlement needs require 300 plots, of which Ninh Kieu district needs 80 plots and Binh Thuy district needs 220 plots.

Regarding compensation, support and resettlement, up to now, land recovery notices have been issued for 423 cases (104 cases in Ninh Kieu district, 319 cases in Binh Thuy). Up to now, the units have counted and prepared compensation records for all cases.

Currently, 101/303 cases have had decisions approving compensation and support plans with an amount of nearly 374 billion VND; of which, 77 cases have been paid with an amount of nearly 300 billion VND.

According to the People's Committee of Binh Thuy District, the district has provided locations for 40 plots of land in the Administrative Area and District Sports Center, but there is still no price for land use fee payment upon delivery, and 180 plots still have no locations.

Ninh Kieu district is asking the ODA Project Management Board (An Binh resettlement area) for 80 plots of land to arrange for the project because this resettlement area has 200 plots left. Currently, the ODA Project Management Board is asking for the World Bank's opinion to be able to hand over these plots to the locality for arrangement.

In addition, there are many obstacles hindering the site clearance work such as: some cases do not meet compensation conditions, land is located within the road corridor, road ditch land, expansion, encroachment...

Some land locations affected by the project do not have land prices for compensation; some cases of households and individuals building houses on relatives' land and on land that is not eligible for compensation; compensation for damage to houses and other construction works attached to land by organizations cannot yet develop compensation and support plans due to the lack of specific regulations.

Binh Thuy Bridge on Highway 91 is likely to miss its scheduled start date on April 30.

Listening to the difficulties of the investor and local authorities when implementing the project, Mr. Truong Canh Tuyen said that this is a very important project, a key project of the city.

"Investors, localities, and related units need to develop very detailed plans, assign specific people in charge, with the motto '5 clear' as directed by the Prime Minister - "clear people, clear work, clear responsibility, clear time, clear results", the Chairman of the Can Tho City People's Committee emphasized.

Mr. Tuyen requested Ninh Kieu and Binh Thuy districts, the Land Fund Development Center, the investor, and relevant departments to review and promptly settle previous costs (when the project was suspended in 2011).

From there, focus on resolving the issue to implement compensation, support, and resettlement. The leaders of Ninh Kieu and Binh Thuy districts have committed to having land available to start the project by April 30 this year. However, with the current progress, the City Chairman said that at the earliest, construction could start at the end of May or early June.

From this reality, Mr. Tuyen requested the Department of Finance, the Department of Agriculture and Environment, and related departments to speed up the steps to appraise the documents, some infrastructure items, need to pay close attention, focus on working in the spirit of no Saturdays, Sundays. The Land Fund Development Center will soon synthesize the recommendations of the localities and submit them to the City People's Committee.

The Chairman of the City People's Committee also emphasized the need to speed up concentrated resettlement areas, promote decentralized resettlement, and boldly propose anything that is beneficial to the people for the City to consider and resolve.

The project to upgrade and expand 7km of National Highway 91 has a total investment of more than 7,237 billion VND from the central and local budgets, of which compensation, support and resettlement costs are more than 5,556 billion VND.

The project implementation period is from 2023-2027. The project is expected to complete the transport infrastructure, build the city into a modern, civilized, basically industrial city. At the same time, it is an important traffic hub, regional and international transport, gradually completing the regional transport network.
