On January 6, the Dak Lak Department of Transport said it had reported to the Provincial People's Committee on the implementation status and difficulties and problems related to component projects 2 and 3 of the Khanh Hoa - Buon Ma Thuot expressway construction project phase 1.
Accordingly, the Khanh Hoa - Buon Ma Thuot Expressway project has a total length of more than 116 km, divided into 3 component projects. Of which, component project 2 is 36.9 km long, managed by the Ministry of Transport, with a need for construction materials including stone, sand, and soil at 28 mine locations. Component project 3 is more than 48 km long, managed by the Dak Lak Provincial People's Committee, with a need for construction materials including stone, sand, and soil at 39 mine locations.
However, of the 28 material mine locations of component project 2, only 19 mines have been licensed for exploitation, including 12 stone mines and 7 sand mines. The remaining 9 new mines have not been licensed for exploitation, of which 7 mines are not included in the mineral planning of Dak Lak province.

For component project 3, only 19 mining locations have been licensed, including 9 stone mines, 7 sand mines, and 3 soil mines. The remaining 20 new mining locations have not been licensed for exploitation, including 10 stone mines, 2 sand mines, and 8 soil mines; of which 13 mines are not included in the province's mineral planning.
In total, there are up to 29 material mine locations that have not been licensed for exploitation, accounting for more than 43% of the mines in the dossier serving the Khanh Hoa - Buon Ma Thuot highway.
Dak Lak Department of Transport stated that the fact that many material mines have not been licensed for exploitation has caused many difficulties and obstacles for units in implementing the expressway project. Notably, Dak Lak Department of Natural Resources and Environment has not yet received the application for a license to exploit common construction material mines included in the survey dossier for material mines serving the project because the Dak Lak Provincial Planning for the period 2021-2030, with a vision to 2050, has not been approved by competent authorities.
Speaking to Thanh Nien reporter, Mr. Tran Van Sy, Deputy Director of Dak Lak Department of Natural Resources and Environment, said that recently the Dak Lak Provincial Planning for the period 2021-2030, with a vision to 2050, was approved by the Government (December 30, 2023), serving as a basis for preparing exploitation dossiers for material mines in accordance with the planning for mineral exploration, exploitation and use of Dak Lak province in accordance with regulations.
However, Mr. Sy admitted that it takes time to license the exploitation of material mines for the expressway project. The investors of component projects 2 and 3 of the expressway project, in the process of proposing additional material mines to the project's material survey dossier, must consider and evaluate specifically and fully the contents and information on the reserves and quality of the mines to ensure service for the project and favorable land procedures.
