With absolute votes of confidence, Colonel Phan Huy Ngoc was elected to hold the position of Chairman of the People's Committee of Ha Giang province, term XVIII, 2021 - 2026.

On the morning of December 30, the 18th term People's Council of Ha Giang province held the 21st session (special session) for the 2021-2026 term, including organizing cadres according to authority.

Provincial People's Council delegates voted to elect Chairman of the Provincial People's Committee Colonel Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Director of the Provincial Police.

With 100% of the delegates present, Colonel Phan Huy Ngoc was elected to hold the position of Chairman of the People's Committee of Ha Giang province, term XVIII, 2021 - 2026.

Previously, on December 27, at the 29th Conference of the Executive Committee of the Ha Giang Provincial Party Committee, term XVII, 2020 - 2025, Member of the Standing Committee of the Provincial Party Committee, Director of Ha Giang Provincial Police Phan Huy Ngoc was elected to hold the position of Deputy Secretary of the Ha Giang Provincial Party Committee, term 2020 - 2025 with 100% of the votes in agreement.

Colonel Phan Huy Ngoc was born on January 12, 1972; his hometown is Nghia Hung commune, Vinh Tuong district, Vinh Phuc province. He has the following qualifications: Doctor of Law, Bachelor of Economics, Bachelor of English Pedagogy; Senior in political theory. Mr. Phan Huy Ngoc has held positions such as: Chief of Phu Tho Town Police (Phu Tho province); Deputy Director of Phu Tho Provincial Police; Member of the Provincial Party Standing Committee, Secretary of the Party Committee, Director of Ha Giang Provincial Police; Deputy Secretary of Ha Giang Provincial Party Committee.

On behalf of the leaders of Ha Giang province, Mr. Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council congratulated Mr. Phan Huy Ngoc on being elected by the Provincial People's Council to the position of Chairman of the Provincial People's Committee.
