On the morning of July 16, at the Provincial Convention Center, the 16th Provincial Congress of the Vietnam Fatherland Front (VFF) for the 2024-2029 term continued its second working day, completing all contents and achieving great success.
Attending the congress on the Central side were comrade Hoang Cong Thuy, member of the Party Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front; leaders and experts of specialized departments and offices of the Central Committee of the Vietnam Fatherland Front.
On the side of Lao Cai province, there were comrades: Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lao Cai province; Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades members of the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Council, People's Committee, Vietnam Fatherland Front Committee of the province; the delegation of the Provincial National Assembly; former leaders of the province, leaders of the Vietnam Fatherland Front Committee of the province through the periods; delegations of the Vietnam Fatherland Front Committee of Yen Bai province, Lai Chau province; leaders of departments, branches, sectors, socio-political organizations of the province; leaders of districts, towns, cities, representatives of member organizations, enterprises; religious organizations, typical individuals, prestigious people and 312 delegates, representing the strength of solidarity of all classes of people, ethnic groups, religions of 25 ethnic groups in the province.
With the theme "Solidarity - Democracy - Creativity - Development", the congress focused on evaluating the achievements in the 2019 - 2024 term. The political report of the 16th Provincial Congress of the Vietnam Fatherland Front for the 2024 - 2029 term stated: During the past term, despite many difficulties and challenges, especially the severe impact of the Covid-19 pandemic, fluctuations in the world and regional situation, under the leadership and direction of the Provincial Party Committee, the guidance of the Central Committee of the Vietnam Fatherland Front, close coordination with the government and member organizations, the Vietnam Fatherland Front Committee of Lao Cai province has successfully completed the assigned political tasks, 10/10 targets achieved and exceeded the set plan, all 5 programs achieved important and comprehensive results. Successfully coordinated the organization of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021 - 2026 term; Movements and campaigns continue to be widely deployed, creating a ripple effect in society. The people's mastery continues to be expanded. People actively participate in Party building and government building. People's foreign affairs activities are well implemented, contributing significantly to the successful implementation of the Party's foreign policy and the State's diplomacy; the Front's organizational system from the provincial to the grassroots level continues to be consolidated and improved; the method of organizing activities has many clear innovations, bringing practical results. The role and position of the Vietnam Fatherland Front are increasingly affirmed, meeting the requirements of the political tasks assigned by the Party and the People...
Typically, in implementing the Campaign "All people unite to build new rural areas and civilized urban areas", the whole province mobilized people to contribute, donate land, labor; contribute ideas converted into cash of nearly 500 billion VND; mobilized contributions to the "Fund for the Poor" of more than 67.6 billion VND, supported the construction of 1,823 great solidarity houses, examined and treated the poor, carried out the work of promoting education, encouraging talents, supporting production development... Timely allocated more than 20 billion VND from the Relief Fund at all levels to support people affected by natural disasters, fires, and serious incidents, contributing to helping people inside and outside the province overcome the consequences and stabilize their lives.
During the term, the Vietnam Fatherland Front at all levels coordinated to organize 3,384 meetings with voters and deputies of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, attracting 321,035 voters to participate, receiving 23,840 opinions and recommendations; chaired the organization of 99 "Direct Dialogue with the People" conferences...
For the 2024 - 2029 term, the congress set out the directions and goals, which are: Promoting the core political role and responsibility of the Vietnam Fatherland Front in building the great national unity bloc, strengthening social consensus; representing and protecting the legitimate and legal rights and interests of the people; focusing on improving the quality of supervision, social criticism, fighting against corruption and negativity; actively participating in building a strong Party and government; promoting cultural values and endogenous strength of all classes of people to contribute to realizing the aspiration to develop Lao Cai homeland to become increasingly rich, prosperous, civilized and happy. The congress also set out 8 targets and 5 action programs for the 2024 - 2029 term.
The congress took time for delegates to discuss and clarify the results of the implementation of the coordination program between the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee for the period 2021 - 2026; promoting the role of monks, nuns, and Buddhists in participating in humanitarian and charitable activities, environmental protection, and social security activities in the province; Lao Cai youth taking the initiative, promoting the start-up and innovation movement, participating in digital transformation...
Speaking at the congress, comrade Hoang Cong Thuy, member of the Party Delegation, Vice Chairman of the Central Committee of the Vietnam Fatherland Front and comrade Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation both expressed their joy at the achievements of the Fatherland Front at all levels in the province. They also raised a number of contents and solutions for delegates to discuss and reach agreement (Lao Cai Newspaper has a summary of the important speeches of the two comrades).
At the congress, the first meeting of the Provincial Fatherland Front Committee was held to consult and elect positions in the Standing Committee of the 16th term for the 2024 - 2029 term. Mr. Ly Van Hai, member of the Provincial Party Standing Committee, Secretary of the Party Delegation of the Vietnam Fatherland Front of Lao Cai province, member of the Provincial Fatherland Front Committee of the 16th term was elected to hold the position of Chairman of the Provincial Fatherland Front Committee of the 2024 - 2029 term; 3 Vice Chairmen including: Duong Duc Toan, Ma En Hang, Nguyen Ngoc Linh. The congress also consulted and elected a delegation to attend the 10th Congress of the Vietnam Fatherland Front, term 2024 - 2029, including 6 official delegates and 2 alternate delegates.
On this occasion, 1 individual was awarded the title "National Emulation Fighter" by the Prime Minister; 17 individuals were awarded the Medal for the cause of national solidarity; 4 collectives and 5 individuals received Certificates of Merit from the Chairman of the Provincial People's Committee for their outstanding achievements in performing Front work for the 2019-2024 term.
The Congress also voted to pass the Resolution of the 16th Congress of Delegates of the Vietnam Fatherland Front of Lao Cai province for the 2024-2029 term.
