Kinhtedothi- On March 7, Lao Cai province held a 2-level online and in-person conference to deploy the plan to implement national target programs (NTPs) in the province in 2025.
Standing Vice Chairman of the Provincial People's Committee, Standing Deputy Head of the Provincial Steering Committee for National Target Programs Hoang Quoc Khanh chaired the Conference.
According to the report at the Conference, in 2024, Lao Cai province has implemented and completed the work of perfecting the organization and apparatus for directing the implementation of national target programs at 3 levels (province, district, commune). Developed and issued over 183 management documents, organizing and directing the implementation of national target programs at the local level. Organized 3 working groups to monitor and evaluate the implementation of 3 national target programs in the whole province in 2024.
The whole province has organized over 8,300 propaganda conferences with over 427,000 participants; 1,500 propaganda programs and columns with about 13,000 news and articles; distributed nearly 17,200 leaflets, hung 3,300 banners. Thereby, mobilized businesses, organizations, and people to support and contribute over 237 billion VND in cash and in kind; nearly 209,000 working days, donated over 400,000 m2 of land for roads and other projects...
The total central budget capital plan to implement the 3 National Target Programs in 2024 (including capital in 2023 extended to 2024) is nearly 2,419 billion VND. By January 31, 2025, 1,782 billion VND had been disbursed, reaching 73.7% of the assigned plan; of which investment capital reached 87.2% and public service capital reached 63.3% of the plan.
The National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas disbursed 71.3% of the plan; the National Target Program on New Rural Development disbursed 80.7% of the plan; the National Target Program on Sustainable Poverty Reduction achieved 77.1% of the plan. The total central budget investment capital in 2024 is expected to be transferred to 2025 to continue implementing nearly 134.6 billion VND, equal to 12.8% of the assigned estimate.
In 2024, the implementation of national target programs in the province achieved many results: the poverty rate in poor districts decreased by 6.29%; the poverty reduction rate among ethnic minorities was 5.95%; 62 communes met new rural standards, 4 communes met advanced new rural standards; an average of 12.63 new rural criteria/commune, an increase of 0.61 criteria compared to 2023; districts, towns and cities recognized 1 more new rural village and 3 model villages (to date, the whole province has 252 new rural villages and 204 model villages).
The average income per capita (GRDP) of the whole province by the end of 2024 will reach 97.5 million VND/year; in rural areas, it will reach 47.29 million VND/person/year. Investment will be made in over 638 essential commune-level works, of which 170 new works will be started and 226 works will be completed and put into use.
The province has built more than 847 km of roads, supported the construction and repair of 5,537 houses. Implemented 347 projects to support production development with a total state budget support of over 251.5 billion VND. Post-investment maintenance and repair of works and natural disaster recovery have been organized and implemented in a timely, synchronous and effective manner.
The implementation of the national target programs has achieved some results but is not really sustainable; there are still many difficulties and challenges. The progress of implementation and disbursement of capital for projects and sub-projects (residential arrangement, support for residential land, production land, investment in developing precious medicinal areas, support for production development), especially disbursed capital for public services, is still low.
Some targets have not been achieved as planned, such as: poverty reduction rate, number of communes completing new rural areas, advanced new rural areas... The capacity of some investors is still limited, investment preparation is slow and adjustment contents have not been proposed in a timely manner, affecting the overall implementation results of the program...
In 2025, Lao Cai province has set a number of main targets to implement 3 national target programs on socio-economic development in ethnic minority and mountainous areas, building new rural areas, and sustainable poverty reduction such as: reducing 4.6% or more of poor households in ethnic minority areas; 57.3% of working-age people receive vocational training; 3 district-level units meet new rural standards/complete new rural tasks; Bao Thang district strives to meet advanced new rural district standards; the whole province strives to recognize 22 more communes meeting new rural standards (84/126 communes in total) and 30 more communes being recognized as meeting advanced new rural standards (34/84 communes in total); 265 new rural villages, 230 model villages; on average, each commune meets 14 new rural criteria; the average income per capita of the whole province (GRDP) reaches 112 million VND/year; Average income in rural areas is about 50 million VND/person/year...
The total capital mobilized to implement the 3 national target programs in 2025 is expected to be 2,595 billion VND. To successfully implement the goals and tasks of the national target programs in 2025 requires great efforts from sectors, levels, localities and people in the province.
Speaking at the Conference, representatives of a number of agencies, units and organizations in Muong Khuong, Bao Yen, Bao Thang, Si Ma Cai districts, Sa Pa town and the Department of Construction, Department of Agriculture and Environment exchanged and informed about outstanding results, experiences and effective solutions for implementation: labor export to work abroad contributing to poverty reduction in the commune; sharing good models and good practices in poverty reduction; implementing the "Smart Village" model associated with digital transformation in new rural construction; implementing the elimination of temporary and dilapidated houses in the district; projects to support production development according to value chains under national target programs; implementing specific policies and mechanisms to implement national target programs; promoting the role of prestigious people in implementing national target programs at the grassroots level; replicating the model of changing "thinking and working methods" to enhance economic empowerment for women; promote gender equality and address urgent issues of women and children; build and develop effective cooperatives; implement the One Commune One Product program...
Speaking at the Conference, Standing Vice Chairman of the Provincial People's Committee, Standing Deputy Head of the Steering Committee for National Target Programs of Lao Cai Province Hoang Quoc Khanh emphasized that in 2024, with the determination, drastic, creative and flexible leadership of the Provincial Party Committee, People's Council and Provincial People's Committee; the participation of the entire political system, Party committees and authorities at all levels in implementing national target programs, Lao Cai province has proactively and promptly reviewed the regulations and instructions of the Central Government to promptly issue mechanisms and policies at the local level, facilitating the implementation of national target programs at the grassroots level and promoting the strength of the entire political system to compete in implementing national target programs.
Although 2024 still faces many difficulties, especially the severe impact of storm No. 3, Lao Cai province has allocated certain resources of about 300 billion VND to respond to the implementation of national target programs in the area. With the determination of the local authorities, especially the district and commune levels, great efforts have been made to achieve and complete the criteria of the national target program on New Rural Construction.
Poverty reduction work is also of interest to all levels and sectors, with close leadership; striving to achieve the poverty rate of the whole province, reduce the poverty rate in ethnic minority areas according to the targets assigned by the Central Government to the locality and set by the province.
The program to eliminate temporary and dilapidated houses must be completed by the end of May 2025. This is a very heavy task, but with high determination and active participation of the political system and the people, it is expected that the program will achieve its set goals. The disbursement rate of national target programs of Lao Cai province in 2024 is higher than in 2023, demonstrating the great efforts of agencies, units and localities.
Mr. Hoang Quoc Khanh said that although all levels, sectors and localities have made great efforts, some results have not been achieved as expected and set goals, and frankly and directly mentioned each limitation, problem and difficulty of Lao Cai province in implementing the National Target Programs, requiring serious lessons learned and solutions to effectively implement the 3 programs.
In 2025, Lao Cai's socio-economic development targets are very high; the province has requested departments, branches and localities to develop plans and scenarios from the beginning of the year to achieve the set goals. In particular, it is necessary to strengthen the leadership and direction of the implementation of national target programs by Party committees and authorities at all levels, especially at the commune level, striving to complete the goals and tasks of the national target programs in 2025 and the period 2021 - 2025; linking the role and implementation results with the responsibility of the head, closely linked with the work of organizing cadres, emulation and rewards.
At the same time, review, promptly adjust and supplement regulations related to the organization, direction and management of national target programs at provincial, district and commune levels after the work of arranging and streamlining the administrative apparatus at all levels is completed. Urgently review and clarify the functions of the synthesizing agencies and standing agencies of national target programs for appropriate adjustment and effective operation.
In addition to the 3 national target programs currently being implemented, in 2025, the province will deploy 2 new national target programs: "Cultural Development for the period 2025 - 2035" and "Drug Prevention and Control to 2030"; therefore, it is necessary to have prior preparation for proactive and active implementation.
The Deputy Head of the Committee also requested to strengthen information, propaganda and mobilization work in an innovative direction to raise awareness and actively participate in responding to national target programs of both the political system and the people.
Continue to review and promptly develop complete mechanisms and policies to implement national target programs to ensure consistency and conformity with central guidelines and local conditions.
Focus on directing strongly, speeding up the disbursement of capital sources to implement national target programs right from the beginning of the year, both investment capital and career capital. Strengthen the work of reviewing, checking and monitoring the results of implementing national target programs.
On this occasion, the Chairman of Lao Cai Provincial People's Committee awarded Certificates of Merit to 10 collectives and 11 individuals with outstanding achievements in implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas; building new rural areas; sustainable poverty reduction by 2024.
