Da Nang establishes center for research, training, microchip design and artificial intelligence

On the morning of January 26, Da Nang City announced the decision to establish the Da Nang Center for Research and Training in Microchip Design and Artificial Intelligence (DSAC).

Attending the announcement ceremony were Mr. Nguyen Huy Dung, Deputy Minister of Information and Communications, leaders of the City Party Committee and People's Committee of Da Nang City; representatives of leaders of a number of domestic and foreign microchip design and artificial intelligence companies in Da Nang and interested in investing in Da Nang City; Da Nang University and universities in Da Nang City and neighboring areas.

Accordingly, this will be a unit under the Department of Information and Communications of Da Nang City. This center was formed on the basis of transferring, receiving and reorganizing the Center for Development of High-Quality Human Resources of Da Nang City under the Department of Home Affairs of Da Nang City. Mr. Le Hoang Phuc was appointed as Director of DSAC.

DSAC Center has a streamlined apparatus including a board of directors and 2 specialized departments and has 3 main functions: training and fostering in the fields of microchip design, semiconductors and artificial intelligence; supporting investment attraction in the fields of microchips, semiconductors and artificial intelligence; linking and cooperating with domestic and foreign partners to support and promote research activities, incubating startups in the fields of microchip design, semiconductors and artificial intelligence.

The duties and powers of DSAC include:

(1) Advise and consult the Department of Information and Communications to submit to competent authorities to issue and organize the Project "Development of semiconductor chips and microchips of Da Nang City";

(2) Coordinate the development of training programs and materials in the fields of semiconductors, circuits and artificial intelligence development;

(3) Preside over or coordinate domestically and internationally to carry out scientific research, conferences, scientific seminars, forecast activities, connect supply and demand of the human resource market, and apply solutions to the fields of semiconductors, microchips, and artificial intelligence;

(4) Preside over or coordinate with schools, training institutions, domestic and international enterprises to organize training, fostering, granting professional certificates, and certifications in the fields of semiconductors, circuits, and artificial intelligence development according to the provisions of law;

(5) Advise and implement solutions to attract domestic and foreign investors, businesses, experts, and scientists in the fields of semiconductors, microchips, and artificial intelligence development to live, work, and invest in Da Nang;

(6) Providing consulting, training, technology transfer, incubation and development services for start-ups (in the form of "spin-offs" or "start-ups") related to the fields of semiconductors, microchips and artificial intelligence development in accordance with the law;

(7) Coordinate the organization of international certification exams on semiconductors, microchips and artificial intelligence development according to regulations";

(8) Propagating and disseminating knowledge about semiconductors, microchips and artificial intelligence development;

(9) Manage civil servants, laborers, and manage finances and assets according to the regulations of the State and the City People's Committee....

Regarding the direction of tasks for the period 2024-2025, the DSAC Center focuses on implementing 4 main groups of tasks including completing the legal framework on organizational structure, job position project, consolidating and perfecting the human resources and facilities for the DSAC Center; proposing a draft policy mechanism for the development of the microchip and artificial intelligence fields in Da Nang City; implementing training and fostering activities; international cooperation activities, supporting businesses.

Mr. Le Trung Chinh, Chairman of the People's Committee of Da Nang City, said that the establishment of the Center is one of the activities to concretize the political determination of Da Nang City. On the basis of agreeing with the content of the direction and tasks for 2024-2025, he requested the Department of Information and Communications to direct and guide the DSAC Center to quickly complete the legal framework on the organizational structure of activities, job position project, consolidate and complete the personnel and facilities for the DSAC Center in February 2024. Develop an investment roadmap for Da Nang Software Park No. 2 to strive to put it into use in the second quarter of 2024, and at the same time invest in technology infrastructure for the DSAC Center to meet the requirements of training, fostering, research on microchip design and artificial intelligence. Urgently advise the city to draft a policy mechanism for the development of the microchip and artificial intelligence sector in Da Nang City. Proactively coordinate with Synopsys and Intel Corporation to effectively implement a training program for lecturers in the field of microchip design and artificial intelligence in 2024.

At the announcement ceremony, Mr. Nguyen Huy Dung, Deputy Minister of Information and Communications, said that Vietnam is currently the only country in the world that has a comprehensive strategic relationship with all semiconductor powers and the Ministry of Information and Communications is drafting a national strategy for semiconductor microchip development, expected to be submitted to the government for approval in the first quarter of 2024.

In which, the 3 important stages in the semiconductor industry include design, production, assembly, testing and packaging. Vietnam has identified a strategy to develop start-up businesses in design and design human resources. Manufacturing and producing modules as components, attracting FDI in joint ventures with Vietnamese enterprises for assembly, testing and packaging; building chip factories in the lower segment - the components that make up smartphones, electric vehicles, etc.

Regarding human resources, Vietnam strives to have about 50,000 chip design engineers, 200,000 semiconductor electronics engineers and 500,000 workers working in this field by 2030. The national strategy plans to select 5 training institutions as key training institutions for semiconductor human resources, including: Hanoi National University, Ho Chi Minh City National University, Hanoi University of Science and Technology, FPT University, and Da Nang University of Science and Technology.

In addition, international experience shows that it is necessary to establish a semiconductor manufacturing research center to provide research, manufacturing, packaging, testing, microchip design, and system integration services for research and training activities of schools. These centers can combine state budget or combine with social budget. The goal of developing a national network of semiconductor research and manufacturing centers, including 3 national centers located in Hanoi - Da Nang - Ho Chi Minh City, is to try to put them into operation as early as 2025. Da Nang is the pioneer in the country to establish a center for research and training, microchip design and artificial intelligence.

It is expected that in the afternoon of the same day, DSAC Center will sign and exchange memorandums of understanding (MOU) with Synopsys Corporation on cooperation in training microchip design and with Intel Corporation on cooperation in training Artificial Intelligence for future human resources.
