The Civil Aviation Authority of Vietnam has just reported to the Ministry of Construction on the survey of design and manufacturing standards for the COMAC C909 aircraft.
No accidents or incidents occurred with the C909 aircraft.
Regarding the licensing of operations in Vietnam of COMAC aircraft manufactured in China, from January 15 to 24, the Civil Aviation Authority of Vietnam worked directly with the Commercial Aircraft Corporation of China (COMAC) and the Civil Aviation Administration of China (CAAC) to survey and learn about the overview of techniques, operations, maintenance, and design standards, manufacturing, testing, and certification procedures for the ARJ21-700 (C909) aircraft.
COMAC C909 aircraft made in China
According to the report of the Civil Aviation Authority of Vietnam, the ARJ21-700 (C909) aircraft first applied for Type Certification (TC) on January 20, 2003 and was granted TC by CAAC on December 29, 2014.
The ARJ21-700 (C909) is a short to medium range passenger jet aircraft, with a capacity of 78-95 passengers, with a range of about 1200-2000nm.
Cruise speed is about 825km/h, maximum ceiling is 12,200m. Fuel according to GB6537 standard (Jet A-1 belongs to this type), fuel tank capacity is about 12,900 liters.
Previously, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Transport to preside over and coordinate with relevant agencies to urgently review current legal regulations, propose and recommend amendments in accordance with the actual situation to remove obstacles in the process of putting COMAC aircraft into operation in Vietnam.
The Ministry of Transport (now the Ministry of Construction) also sent an official dispatch to seek comments from the Ministry of Justice on applying the simplified procedures for drafting decrees and circulars to grant licenses for the operation of COMAC aircraft manufactured in China in Vietnam.
The main equipment installed on the aircraft includes two GE CF34-10A engines from General Electric (USA), Landing gear from Liebherr Aerospace (France), auxiliary power unit (APU) from Hamilton Sunstrand (USA)...
As of January 5, 2025, 160 C909 aircraft have been delivered to 12 airlines, including 11 Chinese airlines and 1 Indonesian airline, carrying more than 19.16 million passengers on 633 routes to 158 cities, 181 airports with accumulated flight hours of more than 550,000 hours and more than 330,000 takeoffs and landings.
According to COMAC's report, there have been no accidents or serious incidents with the C909 aircraft since it entered service.
In 2024, the average daily flight time of C909 aircraft will be about 5.2 hours with a reliability of more than 99%. The C909 fleet will have flown about 194,000 hours with more than 135,000 CHCs. The rate of technical disruptions is 3.77 per 1,000 flights, and the cancellation rate is 0.97 per 1,000 flights.
Through collected data, the Civil Aviation Authority of Vietnam assessed that China's airworthiness standards only have some minor differences related to the use of Chinese in aircraft labels.
Facilitating aviation in the context of aircraft shortage
The Civil Aviation Authority believes that the proposal to recognize China's design and manufacturing standards is the basis for facilitating civil aviation activities in the context of aircraft shortages, difficulties in expanding the fleet and flight routes, and creating new development space and momentum for the Vietnamese aviation industry.
By strengthening cooperation with the Civil Aviation Administration of China (CAAC), COMAC will also help the Civil Aviation Authority of Vietnam establish and enhance its capacity in the field of supervision, approval of aircraft designs, manufacture and maintenance of aircraft airworthiness.
To put COMAC aircraft into operation, the Civil Aviation Authority reported and recommended that the Ministry of Construction amend a number of articles of Decree No. 92/2016 of the Government regulating conditional business lines and occupations in the field of civil aviation, along with a number of articles of Circular No. 01/2011 of the Ministry of Transport promulgating the Civil Aviation Safety Regulations for aircraft and aircraft operations in the direction of recognizing China's airworthiness certification standards, as a basis for importing aircraft into Vietnam.
This agency has also registered to supplement the 2025 QPPL document development program and continues to closely coordinate with relevant agencies to implement it.
After ensuring the legal regulations on recognition of airworthiness certification standards, the Civil Aviation Authority of Vietnam will implement the process of recognizing Type Certificates (TC) for COMAC aircraft.
For wet-leased aircraft by Vietnamese airlines, the Civil Aviation Authority will recognize the Certificate of Airworthiness of each specific COMAC aircraft and carry out the assessment process to recognize the validity of the Foreign Air Operator Certificate according to the provisions of the Aviation Safety Regulations.
For dry lease aircraft, the Authority will carry out the process of adding new aircraft types to the Aircraft Operator Certificates of Vietnamese airlines and issue Airworthiness Certificates for each specific COMAC aircraft.
In addition, the Civil Aviation Authority of Vietnam will conduct safety inspection and supervision, discuss and agree with the Civil Aviation Administration of China on responsibilities and transfer safety supervision responsibilities when necessary for wet-lease aircraft.
For dry lease aircraft, comply with the provisions of the Aviation Safety Regulations and other provisions of current Vietnamese law.
