On the morning of January 27, in Ho Chi Minh City, the Association of Overseas Vietnamese Entrepreneurs (BAOOV) held its 4th Congress for the 2023-2028 term with the participation of typical overseas Vietnamese entrepreneurs and businesses representing overseas Vietnamese business associations from 40 countries and territories and more than 100 delegates who are former leaders of the Party and State; leaders of ministries, departments, branches, localities; foreign diplomatic missions in Ho Chi Minh City; organizations and associations that are partners of the Association.
Established under Decision 273/2009/QD-BNV dated March 13, 2009 of the Ministry of Home Affairs, the Association of Vietnamese Entrepreneurs Abroad (hereinafter referred to as the Association) is a professional social organization of the Vietnamese business community and entrepreneurs abroad with the purpose of "cooperating and sharing information between businesses, entrepreneurs, and business organizations at home and abroad, thereby promoting cooperative relationships in the fields of economics, trade, science and technology, contributing to the cause of socio-economic development of the country". From 2009 to now, through 3 Congresses, the Association has built a network of members in 40 countries and territories and is growing stronger, truly a center of solidarity of Vietnamese business associations and branches around the world, a bridge for cooperation in promoting trade and investment between Vietnamese entrepreneurs and businesses abroad; foreign enterprises and partners with domestic enterprises and entrepreneurs; are "an inseparable part and a resource of the Vietnamese ethnic community" in the process of building and developing the country.
In recent years, the Association has participated in many Forums, Investment Promotion Conferences, conferences and seminars. Through that, many cooperation memorandums have been signed and implemented between enterprises with a value of hundreds of millions of USD. Since then, many overseas enterprises have returned to the country to cooperate and invest; many key Vietnamese products, especially agricultural products, have been enthusiastically received by overseas Vietnamese people and at the same time spread the value of Vietnamese goods brands to the people of the host country. In addition, the Association has also proactively cooperated to establish and develop a system of centers to promote and display Vietnamese goods abroad. Currently, 7 centers have been established in Korea, Taiwan, Japan, Laos, Russia, Australia and China.
One of the positive results that the Association has implemented well in the past time is to actively mobilize overseas Vietnamese, especially the overseas business community, to send remittances back to invest and build the homeland, actively support charity activities, and contribute to the COVID-19 prevention fund in the country. Remittances to the country have increased over the years, of which 2023 is estimated to reach 19 billion USD. This is a resource and capital flow that strongly and stably participates in investing in production, business, and economic development of the country. The Association has mobilized overseas Vietnamese and overseas businessmen around the world to actively participate in charity activities, contributing to the COVID-19 prevention fund in the country of about 204 billion VND (including medical equipment, money, food, etc.).
In addition, the Association has also gradually innovated its methods of attracting and recruiting new members from different generations, ages, fields, countries and regions. The Association's members have increasingly enhanced their prestige, been nominated to participate in mass organizations and the Fatherland Front, contributing to building and promoting the great national unity bloc in the cause of national development.
At the Congress, in addition to the positive results achieved, the Association also frankly pointed out the remaining limitations and outlined the direction and tasks in the coming time. In particular, in the coming time, the Association will improve the organizational and operational capacity of the Association's Executive Board, strengthen business cooperation, attract more attention from overseas businessmen, especially the team of talented and young overseas experts and intellectuals to participate in the Association's activities; Promote the dynamism, creativity and solidarity of each member in participating in the activities of building the Association and building the country. Each member of the Association needs to consider the Association as a common home and the Association must truly become a reliable address for each participating member...
Speaking at the Congress, Mr. Nguyen Manh Dong, Vice Chairman of the State Committee for Overseas Vietnamese, said that in recent years, along with the growth and consolidation of the position of the Vietnamese community abroad, the Vietnamese business community abroad has continuously developed strongly in both quality and quantity. The Vietnamese business community abroad with abundant resources, knowledge, experience, high level of science and technology, with a network spread across many locations across five continents, with affection for the homeland has made very positive and important contributions to the development of the country. Acknowledging, respectfully thanking and praising the efforts that the Association has achieved in the past time, Mr. Nguyen Manh Dong also hopes that, facing new demands, difficulties and challenges of current reality, the Association will continuously strive to innovate its activities. The State Committee for Overseas Vietnamese is always ready to closely accompany the Association and all members to effectively implement the goals set by the Congress.
Mr. Dong also added that on October 10, 2023, the Politburo issued Resolution No. 41-NQ/TW on promoting the role of entrepreneurs in the new situation, which clearly stated that entrepreneurs are one of the core forces contributing to promoting the cause of industrialization, modernization of the country and international integration. The Resolution advocates developing a strong Vietnamese entrepreneur force that is equal to the country's development goals and tasks in the new period. The State Committee for Overseas Vietnamese hopes to work with the Association to contribute to these common goals, building an increasingly strong Vietnamese business community abroad.
Within the framework of the Congress, the Congress of the Association of Vietnamese Entrepreneurs Abroad elected the Executive Committee of the Association of Vietnamese Entrepreneurs Abroad for the 2023-2028 term, consisting of 43 members; the Inspection Committee of 5 members. Of which, the Standing Committee consists of 17 members, 9 Vice Presidents, 1 General Secretary. Mr. Nguyen Hong Hue (Peter Hong) was elected as Chairman of the Association of Vietnamese Entrepreneurs Abroad for the 2023-2028 term.
Speaking at the closing ceremony of the Congress, Mr. Nguyen Hong Hue, Chairman of the Association of Vietnamese Entrepreneurs Abroad for the 2023-2028 term, said that with the spirit of "Innovation - Solidarity - Creativity and sustainable development", the Congress discussed and approved the documents of the Executive Committee of the Association for the 2018-2023 term submitted to the Congress. The Congress also objectively assessed the situation and current state of the Association's operations during the past term, analyzed the advantages and disadvantages, clearly identified the causes and drew profound lessons, which are the premise for deciding on the directions, tasks and main implementation solutions for the 2023-2028 term and the following years. The Congress also discussed and supplemented the Association's Charter. The Congress elected 43 individuals to the 4th Executive Committee of the Association for the 2023-2028 term. The Congress unanimously approved the Resolution of the 4th Congress of the Association of Vietnamese Entrepreneurs Abroad, term 2023-2028, with goals and tasks suitable to the practical situation and needs and trends of the overseas business community in the coming years.
The Congress called on the entire Vietnamese business community abroad to uphold the spirit of patriotism, solidarity, and turning towards the Fatherland and its roots; actively innovate and be creative in collective activities, attract the community, effectively promote the role of a bridge and develop cooperative relationships in all fields, especially in the fields of economics, culture, and people-to-people diplomacy between Vietnam and other countries in the world.
