Faced with the development of extremely hot weather and many days without rain, on May 21, the Chairman of Thanh Hoa Provincial People's Committee issued urgent dispatch No. 04/CD-UBND to direct urgent measures to prevent and fight forest fires.

The content of the telegram clearly states: Currently, the weather is at the peak of the hot season, the risk of forest fires in the province is at dangerous and extremely dangerous levels (level IV, level V) and is forecast to last in the coming time. In order to proactively implement measures to prevent and fight forest fires, minimizing damage caused by forest fires; The Chairman of the Provincial People's Committee requests the Directors of provincial departments, branches, and sectors, Chairmen of People's Committees of districts, towns, and cities, and Heads of relevant units to immediately implement the following urgent measures:
1. Chairman of People's Committee of districts, towns and cities:
- Direct the People's Committees of communes, wards and towns with forests; agencies and units located in the area to strictly implement the responsibility of managing forest fire prevention and fighting, strengthen inspection and supervision of forest fire prevention and fighting, considering this a key task.
- Re-examine forces, means, tools, logistics, and funding to effectively implement the "four on-site" motto in forest fire prevention and fighting; assign forces to be on duty 24/7 during the hot season and organize forces to patrol, guard, and maintain guard posts in key areas prone to forest fires to detect forest fires early; during hot weather, when the risk of forest fires is high, strictly prohibit unauthorized people from entering or leaving the forest, and activities involving fire in the forest and forest edges, especially in key districts such as: Muong Lat, Ha Trung, Hoang Hoa, Nhu Thanh, Hau Loc, Thach Thanh, Nghi Son town, Thanh Hoa city...
- When a forest fire occurs, it is necessary to promptly mobilize forest fire fighting forces to control and extinguish the forest fire in the shortest time, not allowing a large fire to occur. At the same time, proactively have plans and be ready to evacuate people from dangerous areas, ensuring the safety of people's lives and property and the State.
- Directing competent authorities to coordinate in investigating and clarifying the causes and violators of forest fire prevention and fighting work to strictly handle them according to the provisions of law and handle the management responsibility of the head when forest fires occur in the area.
- Timely assess and compile statistics on the extent of damage caused by forest fires, send them to the Office of the Steering Committee for the implementation of the Provincial Forestry Development Program (Forestry Sub-Department) for synthesis, consultation, and timely reporting to the Chairman of the Provincial People's Committee.
2. Director of Department of Agriculture and Rural Development
- Take the lead in coordinating with functional forces and People's Committees of districts, towns and cities to strengthen direction and inspection of forest fire prevention and fighting in localities, especially key areas with high risk of forest fires.
- Direct the Forest Protection Department to maximize its forces, closely follow the area to advise, guide, inspect and urge local authorities and forest owners to resolutely implement forest fire prevention and fighting measures and mobilize forces, means, and command forest fire fighting when a fire occurs; forecast and provide daily forest fire forecast information on mass media when the forecast reaches level IV and level V.
3. The provincial police shall strengthen coordination with the Forestry force and local authorities to inspect and urge localities and forest owners to implement forest fire prevention and fighting measures; prepare forces, means and command forest fire fighting when a forest fire occurs; take the lead in coordinating with functional forces and local authorities to investigate and clarify the cause and perpetrator of the forest fire for handling in accordance with the law.
4. The Provincial Military Command directs its subordinate units to strictly manage training and drill activities outside the training grounds in areas inside and around the forest; directs local militia and self-defense forces to closely coordinate with forest rangers and local authorities to organize forces to patrol and guard forest fires; prepare forces, vehicles, tools, and logistics to be ready to support localities in fighting forest fires.
5. The Provincial Border Guard Command directs its subordinate units to proactively carry out forest fire prevention and fighting in the forest areas assigned to their management; strengthen offline reconnaissance to promptly detect fires in Laos that are at risk of spreading to Vietnam to promptly advise the People's Committees of districts to effectively prevent them; prepare forces, vehicles, and tools to be ready to support localities in fighting forest fires.
6. The Provincial Radio and Television Station, Thanh Hoa Newspaper, news agencies and newspapers in the province coordinate with the Forestry Department and local authorities to strengthen propaganda and mobilize people to strictly implement State regulations on forest fire prevention and fighting; increase broadcasting time, promptly provide specific forest fire warnings and forecasts to each district, town and city.
