Attending the announcement of the Inspection Decision were Deputy Minister of Finance Cao Anh Tuan, Deputy Minister of Planning and Investment Tran Duy Dong, Permanent Vice Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan and representatives of leaders of relevant departments, branches and units.
According to Decision No. 762/QD-TTCP of the Government Inspector General, the Inspection Team consists of 10 members led by Mr. Do Manh Hung, Deputy Director of Department II, Government Inspectorate as Head of the Team, Ms. Chu Thi Hong Tam, Deputy Chief Inspector of the Ministry of Home Affairs as Deputy Head of the Team to conduct inspections of the responsibility for performing public duties of cadres, civil servants and public employees in handling administrative procedures and providing public services to people and businesses at the Ministry of Finance, the Ministry of Planning and Investment and the People's Committee of Bac Ninh province.
The inspection period is from June 15, 2021 to November 30, 2023. If necessary, relevant contents may be inspected before or after the inspection period. The inspection period is 45 working days at the unit from the date of announcement of the inspection decision, excluding holidays as prescribed.
Speaking at the announcement of the inspection decision, Deputy Minister of Finance Cao Anh Tuan, Deputy Minister of Planning and Investment Tran Duy Dong and Standing Vice Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan affirmed to strictly comply with the inspection decision of the Government Inspector General, as well as the plan and implementation contents of the Inspection Team.
Speaking at the announcement of the inspection decision, Deputy Inspector General of the Government Bui Ngoc Lam said that the leaders of the two ministries and the People's Committee of Bac Ninh province had fully and comprehensively understood the purpose and requirements of the inspection. Thereby, the inspection aimed to assess what the two ministries and Bac Ninh had done and had not done in administrative reform and public service provision through the performance of public duties by officials, civil servants and public employees.
Deputy Inspector General of the Government Bui Ngoc Lam requested that during the inspection process, the Inspection Team must strictly follow the approved plan, the members of the Inspection Team must strictly comply with the assignment, when evaluating the contents, they must be accurate, objective, and fully based on the provisions of law. The head of the inspection team must direct and thoroughly instruct the members of the team to strictly comply with the regulations in the inspection activities. In addition, the Inspection Team needs to minimize the impact on the regular work of the inspected units; have a specific scientific work plan; notify the plan and working time to the focal points of the two ministries and localities in detail and reasonably; the inspection content must have focus and key points.
For the inspected units, Deputy Inspector General of the Government Bui Ngoc Lam suggested that the units proactively send focal points to work with the Delegation. Accordingly, the focal points need to closely coordinate in providing records, information, and documents so as not to affect the inspection progress; difficult and problematic issues need to be discussed immediately during the Delegation's direct inspection at the unit.
