Announcement of the inspection decision regarding the management, exploitation, processing, and trading of rare earth minerals, tungsten, and bauxite ore.

At the announcement ceremony, Mr. Vu Quoc Cong, Deputy Director of the Inspection, Complaint and Denunciation Resolution Department for the Economic Sector (Department I), Government Inspectorate - Head of the inspection team, announced the full text of Decision No. 612/QD-TTCP of the General Inspectorate of the Government Inspectorate on the specialized inspection of the management, exploitation, processing, and trading of rare earth minerals, tungsten, and bauxite ore.

The inspection team consists of 12 members, including senior inspectors and principal inspectors from Department I of the Government Inspectorate, and specialists from the Mineral Resources Control Division, Vietnam Mineral Resources Department, Ministry of Natural Resources and Environment . The inspection period covers from July 1, 2011 to June 30, 2024, and may include related matters before or after this period if necessary. The inspection duration is 60 actual working days at the unit from the date of announcement of the inspection decision (excluding weekends and holidays as prescribed by law).

According to the inspection plan, the inspection team will conduct inspections in Thai Nguyen, Lai Chau , and Dak Nong provinces, as well as at several enterprises involved in the mining, processing, and trading of rare earth minerals, tungsten, and bauxite ore.

Also at the announcement of the inspection decision, Mr. Pham Van Thanh, Principal Inspector, Head of Department I, Supervision, Appraisal and Post-Inspection Processing Department (Department V), Government Inspectorate, representing the supervisory team, announced Decision No. 625/QD-TTCP on the establishment of a supervisory team to monitor the activities of the inspection team according to Decision No. 612/QD-TTCP of the General Inspector of the Government Inspectorate. The supervisory team, consisting of 2 members, will strictly implement the provisions of the law.

Representatives from the Ministry of Natural Resources and Environment, the Ministry of Industry and Trade, the People's Committees of Thai Nguyen, Lai Chau, and Dak Nong provinces, and various businesses stated that they will strictly implement Decision No. 612/QD-TTCP of the Government Inspectorate and the inspection team's plan. They also indicated that they will closely cooperate with the inspection team throughout the inspection process in their localities and units, and will provide all necessary documents and records as requested by the inspection team.

Speaking at the announcement of the inspection decision, Deputy Inspector General of the Government Le Sy Bay stated that this inspection was conducted under the direction of the Central Steering Committee on Anti-Corruption and Negative Phenomena, as outlined in Document No. 5664-CV/BNCTW of the Central Internal Affairs Committee, regarding the organization of a thematic inspection on the state management of the exploitation, processing, and trading of rare earth minerals, tungsten, and bauxite ore. The inspection will identify strengths and weaknesses that need to be addressed, and will also provide advice to improve the management of mineral activities, helping businesses operate, trade, and process minerals more effectively.

Deputy Inspector General of the Government Le Sy Bay requested that inspection teams strictly adhere to the provisions of the Law as well as regulations related to inspection work, within their functions and authority, and according to the approved plan; work impartially, and draw objective and accurate conclusions. During the work process, they should have a scientific and specific work plan, clearly communicating the plan and schedule so that the inspected units can proactively coordinate; the inspection content should be focused and targeted, avoiding duplication and minimizing the impact on the regular work of the inspected units.

Regarding the inspected units, Deputy Inspector General of the Government Le Sy Bay requested that they seriously implement the regulations in the inspection decision; advise leaders to direct the inspected units to appoint focal point officers to closely coordinate with the inspection team in providing files, information, and documents promptly as required, ensuring full content, according to the plan and timeframe requested by the inspection team; reports submitted to the inspection team must be accurate, truthful, and complete in content, and any difficulties or obstacles should be discussed during the on-site inspection by the team.
