At the announcement ceremony, Mr. Vu Quoc Cong, Deputy Director of the Department of Inspection, Settlement of Complaints and Denunciations of the Economic Sector (Department I), Government Inspectorate - Head of the inspection team announced the full text of Decision No. 612/QD - TTCP of the Government Inspector General on the specialized inspection of management of exploitation, processing and trading of rare earth, tungsten and bauxite ore.
The inspection team consists of 12 members, including Senior Inspectors, Chief Inspectors of Department I, Government Inspectorate and Experts of the Mineral Activities Control Department, Vietnam Minerals Department, Ministry of Natural Resources and Environment. The inspection period is from July 1, 2011 to June 30, 2024. If necessary, relevant contents may be inspected before or after the inspection period. The inspection period is 60 actual working days at the unit from the date of announcement of the inspection decision (excluding holidays and days off as prescribed by law).
According to the inspection plan, the inspection team will conduct inspections in Thai Nguyen, Lai Chau, Dak Nong provinces and a number of enterprises exploiting, processing and trading rare earth, tungsten and bauxite ore.
Also at the announcement of the inspection decision, Mr. Pham Van Thanh, Chief Inspector, Head of Department I, Department of Supervision, Appraisal and Post-Inspection Handling (Department V), Government Inspectorate, representing the monitoring team, announced Decision No. 625/QD - TTCP on the establishment of a monitoring team to monitor the activities of the Inspection Team according to Decision No. 612/QD - TTCP of the Government Inspector General. The monitoring team consisting of 2 members will strictly implement the provisions of the law.
Representatives of the Ministry of Natural Resources and Environment, the Ministry of Industry and Trade, the People's Committees of Thai Nguyen, Lai Chau, Dak Nong provinces and enterprises said that they will strictly implement Decision No. 612/QD-TTCP of the Government Inspector General and the plan of the inspection team. At the same time, they said that they will closely coordinate with the inspection team throughout the inspection process at the locality and unit; coordinate to provide complete records and documents as required by the inspection team.
Speaking at the announcement of the inspection decision, Deputy Inspector General of the Government Le Sy Bay said that this was an inspection under the direction of the Central Steering Committee on anti-corruption and anti-negativity in Document No. 5664-CV/BNCTW of the Central Internal Affairs Committee on organizing a thematic inspection of State management of the exploitation, processing and trading of rare earth, tungsten and bauxite ores. Through the inspection, the advantages and limitations that need to be overcome are pointed out, and at the same time, advice is given to help improve the management of mineral activities, helping enterprises operate, trade and process minerals better.
Deputy Inspector General of the Government Le Sy Bay requested that the inspection team strictly implement the provisions of the Law as well as regulations related to inspection work, in accordance with the functions and authority, in accordance with the approved plan; work impartially, and make objective and accurate conclusions. During the working process, there must be a specific and scientific work plan, clearly announcing the plan and working time so that the units can proactively coordinate; the inspection content must be focused and key, avoiding duplication, and minimizing the impact on the regular work of the inspected units.
For the inspected units, Deputy Inspector General of the Government Le Sy Bay requested that the provisions of the inspection decision be strictly implemented; advising the leaders to direct the inspected units to assign focal officers to closely coordinate with the Inspection Team in providing records, information, and documents in a timely manner as required, ensuring full content, on schedule, and on time as required by the Inspection Team; reports sent to the Inspection Team must be accurate, honest, and ensure full content; any difficulties and problems must be discussed during the direct inspection process.
